While planning, one should think of whole globe. The whole world should be considered as one unit. While implementing, the action is to be taken at country level. In short, you have to think global & act local.
War on terrorism is declared at global level. The countries act on the task at local level. Now united efforts of different countries are required to combat terrorism. Countries can have better co-operation by way of extradition treaties and bilateral agreements on combating terrorism.
