CHAPTER NUMBER 2233
OF THE ATLANTA COUNCIL OF THE
SOUTHERN REGION OF THE ALEPH ZADIK ALEPH OF THE B’NAI B’RITH
Preamble
The Aleph Zadik
Aleph of the B’nai Brith Youth Organization has for its purpose:
Article I
Name
This Body shall be
known as Frank Fierman, Chapter number 2233, of the Atlanta Council of the
Southern Region of the Aleph Zadik Aleph of the B’nai B’rith Youth organization
of the B’nai B’rith.
Article II
B’nai Brith Youth Commission
Frank Fierman AZA
chapter number 2233 is under the sponsorship of the B’nai Brith Youth
Commission. If there is any conflict between this constitution and by-laws and
those of the B’nai Brith Youth Commission as they now read, or may later be
amended, those of the B’nai Brith Youth Commission shall be supreme in every
case.
Article III
Membership
Section 1. Eligibility
To be a member of
Frank Fierman of the Aleph Zadik Aleph you must be the son of a Jew. You must
live within the city of Atlanta Georgia or in the suburbs of Atlanta Georgia or
in the city of Columbus Georgia or in the suburbs of the city of Columbus Georgia.
Young men may join at the beginning of their freshmen year of high school, and
may remain a member until they graduate from high school.
Section 2. Life
Membership
An Aleph shall be
eligible for Chapter Life membership at the conclusion of his Senior year. Life Membership is a ceremonial membership
to Frank Fierman as long as you live.
The chapter board shall vote whether or not a graduating aleph is
eligible to receive life membership.
Frank Fierman Life Membership shall be given at the annual Frank Fierman
Spring Campout or on any spring chapter convention. Life membership eligibility shall be voted upon by the chapter
board of the Aleph’s senior year. Not a
newly elected board.
Article IV
Dues
Dues Must be paid
to Atlanta Council BBYO in order to be a member of Frank Fierman. There are no chapter dues at this time.
Article V
Meetings
Section 1.
Chapter Meetings
a.
When
Business meetings of the AZA Chapter, Frank Fierman 2233 shall take
place whenever deemed necessary by the executive board and the advisor. At least one meeting needs to take place
each month and it must be completely planned at least two weeks before it takes
place.
b.
Delegation
Each member of the chapter receives one vote and each member of the chapter
Executive Board receives one vote. In
the event of a tie in voting, the senior advisor in attendance receives the
deciding vote.
c.
Attendance
There is a minimum attendance for a business meeting of Frank Fierman
AZA to take place. At least two thirds
of the board ,rounding down (5), must be attendance. Of the 5 board members necessary, at least two of them must be
the Godol or a S’gan. In addition to
the board, at least five other chapter members must attend. No chapter meeting is official without an
advisor in attendance.
d.
Decorum
The Chapter Aleph Godol, with help of the Shotarim, shall maintain
proper meeting decorum. The Chapter Aleph Godol shall be empowered to expel,
with fair reason and warning, any Aleph or guest from the meeting.
e.
Procedure
All Chapter meetings should strictly follow an agenda created by the
Godol and approved by the S’ganim and
advisor BEFORE the meeting. Parliamentary procedure should be followed at all
executive board meetings. In the
absence of the Godol, one of the S’ganim shall assume his responsibility.
*Please Refer to “Robert’s Rules of Order” for the guidelines of
Parliamentary Procedure.
Section
2. Board Meetings
a. All Board Meetings must be called by the
Aleph S’gan and Approved by the Aleph Godol.
The S’gan is the chairman of the executive board. He shall run all board meetings. He must do so following an agenda approved
by the advisor before the meeting. Any
vote taken at a board meeting shall be a secret ballod. Advisors must attend board meetings and minutes
MUST be taken in order for the meetings to count.
Article VI
The Hazakah Executive Board
Section 1.
Names
Chapter Frank
Fierman 2233 of the Atlanta Council of the Southern Region of the Aleph Zadik
Aleph of the B’nai Brith Youth Organization shall have the following elected
officers: Aleph Godol, Aleph S’gan, Aleph S’gan, Aleph Moreh, Aleph Mazkir,
Aleph Shaliach, Aleph Gizbor, Aleph Sopher (*Note—The Kohen Godol is not
elected. The Past Chapter Aleph Godol is automatically granted the position unless
he is removed from office prematurely in his term).
Section 2.
Duties
* All Board Members must be registered members
of Atlanta Council BBYO by Board Evaluations or Southern Region Convention
(whichever comes first). If a board
member fails to register, he shall be removed from the Frank Fierman Executive
board immediately and replaced by an Aleph elected by the chapter at a Frank
Fierman business meeting.
A. Chapter
Aleph Godol—President
1.
Preside
over all business meetings of Frank Fierman
AZA 2233. In the Godol’s
absence, two S’ganim must be present with one assuming a temporary role as the
Godol.
2.
Shall
keep in close contact with the Frank Fierman executive board in order to ensure
they are doing their job. In the case
they are not, the Godol must personally see to it that they carry out their
task.
3.
Represent
Frank Fierman 2233 at all Chapter, Atlanta Council, and Southern Region events
and conventions.
4.
Present
a mid-state of the chapter at the last
chapter meeting before the new year or the first chapter meeting afterward.
5.
Present
a written State of the Chapter at the Chapter election that concludes his term.
6.
Correspond
with the Atlanta Council Aleph Godol.
7.
See
that communication is intact on the Chapter Executive Board level between the
Chapter Executive Board Members.
8.
See
that the Chapter Executive Board Members Communicate with their Council
Counterpart.
9.
Attends
the Atlanta Council BBYO Leadership Training Institute.
10.
Behave
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs Frank Fierman AZA. This
includes never placing blame on other chapter members for failing to get a job
done.
B. Chapter Aleph S’gan—Vice
President in charge of Chapter Programming
1.
Preside
in the absence of the Chapter Aleph Godol.
2.
Promote
the Five Folds of Programming in all programs.
3.
Preside
at all business and informal meetings of the Frank Fierman AZA Executive Board.
4.
Oversee
the planning of all Chapter programs and appoint coordinators of each program
if he doesn’t do it himself.
5.
Fill
out and turn in all Program Banks and Meeting Banks for each Chapter program.
6.
Correspond
with the Atlanta Council Aleph S’gan.
7.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
8.
Attend
the Leadership Training Institute of Atlanta Council BBYO.
9.
Behaves
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs of Frank Fierman Number AZA Number 2233.
C. Chapter Aleph Moreh—Vice
President in charge of Chapter Membership
1.
Responsible
for the recruitment and retention of all Alephs who are in or wish to be in
Frank Fierman AZA 2233.
2.
Performs
the training of all of the Alephs in Training of the Chapter.
3.
Coordinate
a Membership Drive or Program for the perspective members of Frank Fierman AZA
2233.
4.
Promote
Fraternity and teach the traditions of Frank Fierman AZA to all Alephs in
Training.
5.
Serve
as A Father-Like figure for all Alephs in Training of Frank Fierman AZA 2233.
6.
Correspond
with the Atlanta Council Aleph Moreh.
7.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
8.
Attend
the Atlanta Council Leadership Training Institute.
9.
Attend
the Atlanta Council New Member Convention and serve as Atlanta Council Steering
at that convention.
10.
Behave
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs of Frank Fierman AZA 2233
D. Chapter
Aleph Mazkir—Aleph in charge of Chapter Communication (Secretary)
1.
Record
the Proceedings of all Chapter Business meetings and all Chapter Executive
Board meetings of Frank Fierman AZA #2233.
The Mazkir shall take these minutes by recording proceedings in his own
short hand then typing these minutes up and submitting them to the chapter at
the next chapter meeting.
2.
Keep
the Constitution of Frank Fierman AZA 2233 up to date following the passing of
amendments.
3.
Call
role at all Chapter Business Meetings and all Chapter Executive Board Meetings
of Frank Fierman AZA 2233
4.
Read
the proceedings of the past meetings, Executive Board and Chapter Business
respectively.
5.
Establish
and maintain a working phone tree and maintain communication in the chapter.
6.
Maintain
Chapter rosters and send out chapter emails.
7.
Appoint
Chair of Hazakah Internet site.
8.
Produces
all fliers and sends them to all Chapter Members or, in the event of a
Chapter-planned Atlanta Council Event, sends the fliers to all of Atlanta
Council AZA or BBG or BBYO respectively.
9.
Attends
the Atlanta Council BBYO Leadership Training Institute.
10.
Corresponds
with the Atlanta Council Aleph Mazkir.
11.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
12.
Behaves
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs of Frank Fierman AZA 2233.
E. Chapter
Aleph Shaliach—Chapter Community Service/Religious Chair
1.
Assist
the Aleph S’gan in the planning of all events concerning community service,
Judaism, and education.
2.
Promote
Jewish Heritage throughout the Chapter and compile a Havdallah service to be
used at Saturday night programs.
3.
Correspond
with the Atlanta Council Aleph Shaliach.
4.
Attend
the Atlanta Council BBYO Leadership Training Institute.
5.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
6.
Behaves
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs Frank Fierman AZA 2233.
F. Chapter
Aleph Gizbor--Treasurer
1.
Collect
Money at all Chapter events.
2.
Attend
the Atlanta Council BBYO Leadership Training Institute.
3.
Correspond
with the Atlanta Council Aleph Gizbor.
4.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
5.
Assist
the Chapter Aleph S’gan in planning fundraisers.
6.
Educate
Chapter members of the purpose of the International Service Fund and promote
that fund.
7.
Behaves
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs of Frank Fierman AZA 2233.
G. Chapter
Aleph Sopher—Aleph In charge of Chapter Publications
1.
Make
a newspaper for the chapter and send it out to the chapter members and the
Atlanta Council Aleph Godol, the Atlanta Council BBYO Staff, and the Atlanta
Council Aleph Mazkir.
2.
Correspond
with the Atlanta Council Aleph Mazkir.
3.
Attend
the Atlanta Council BBYO Leadership Training Institute.
4.
Show
Perfect Attendance to all Chapter events and all regular Atlanta Council
events.
5.
Behaves
as a model Aleph of integrity, courtesy, and character so as to be a role model
for all Alephs of Frank Fierman AZA 2233.
Section 3
Terms of Officers
The terms of all
officers of Frank Fierman AZA 2233 shall last one year. Elections will be held
after final banquet each year.
Article VII
Rules For Amending This Constitution
Section 1
Where and When
The Official
Constitution of Frank Fierman AZA 2233 can be amended only at a regular chapter
business meeting. Three fourths of the
board must be present along with one advisor and at least fifteen (15) other
chapter members.
Section 2
Regulations
All amendments to
the constitution must be submitted no less than 24 hours prior to the meeting
where the amendment will be voted on to the Aleph Godol of the Chapter. The Aleph Godol must then pass a copy of the
motion to each board member preceding the business meeting. He must then copy it and pass a copy to each
chapter member at the Business meeting along with the agenda. All amendments
are subject to the veto of the Chapter Executive board or the Advisory Board.
Section 3
Delegation
Amendments to this
constitution must be passed by a two-thirds vote by a quorum of the
delegation. If a motion passes, the
Frank Fierman AZA 2233 Executive board (senior advisor included) must accept
the motion with a two-thirds vote as well.
If the Amendment is vetoed by the Executive Board, It will be voted on
again by the chapter. It must receive a
three quarters vote to pass. If it is
passed, the chapter’s decision overrides the Executive board.
Article
VIII Amendments
Amendment I
Removal of Officers
Removal of an
officer can only take place in a board evaluation. Board Evaluation procedures can be found in the Chapter Amendment

Amendment II
Removal of Advisors
In the event of
inadequacy of the advisor, the Chapter Executive Board may remove him/her with
a unanimous vote. In order for this to take
place, the Council AZA director must approve.
Amendment III
AIT Privileges
Section 1. Alephs in Training shall be
granted the right to vote once they have paid their dues.
Section 2. Alephs in Training shall be
initiated in the fashion described in the AZA Ceremony Book. From then on, they
are considered full Alephs. All active
Chapter seniors should command the initiation.
This initiation shall take place whenever the Seniors deem appropriate.
Section 3. Alephs in Training may run
for any position on the Frank Fierman AZA 2233 AIT Board.
Section 4. The AIT Board Shall consist of the following positions: Godol,
S’gan, Moreh, Mazkir, Gizbor
Amendment IV
Contracts
To assure that the
members of the Chapter Executive Board are informed of their ex-officio duties,
a contract shall be signed by each. The contract shall be written by the
Chapter Aleph Mazkir. Each contract shall have the list of ex-officio duties as
written in the Frank Fierman AZA 2233 constitution for each Chapter Executive
Board position. All other information contained therein shall be subject to the
editing of the Chapter Aleph Godol. The contract shall be kept in the briefcase
of the Chapter Aleph Godol and shall be returned to each Aleph at the expiration
of his term.
Amendment V
Chapter Life Membership
Any member of Frank
Fierman AZA 2233 shall be eligible for Frank Fierman AZA 2233 Life Membership
at the end of his senior year of high school. If a member who is moving
to another city wishes to give life, he may at the discretion of the Executive
board. Life Membership is simply an honorary membership.
In witness hereof,
we, the authors of this constitution of Frank Fierman, Chapter Number Two
Thousand Two Hundred And Thirty-Three of the Atlanta Council of the Southern
Region of the Aleph Zadik Aleph, hereby do agree to all terms which are
contained herein, swear to uphold these terms, and pledge our Jewish Youth to
the Aleph Zadik Aleph.
