Full-Term Evaluation Compromise

Background:  At the 1998-1999 AIT board elections, the possibility for six-month terms was brought up and discussed.  A pro/con analysis was conducted and read without further discussion during the chapter meeting.  The six-month term motion all together was tabled.  The conflict that brought the six-month terms up was the problem with board members being "burnt out".  The "burnt out" board members were to be filtered out with the six-month elections.  The opposing side said that this could possibly filter out members that cannot be recognized by the chapter for their work.  These positions (in alphabetical order) include the following: Gizbor, Godol, Moreh, and Sh'liach.  So, a compromise was brought up. 

 

The Compromise

 

On an annual date, at least one day after the final program before winter break, a chapter board meeting will be scheduled and held.  This will be the board evaluation.  During this meeting, each individual board member will be analyzed, in detail, by reverse ranking, to determine if he is doing his job at a level that shows he should remain in office.  Summarized, the evaluation process will start with the Godol and proceed by rank to Sopher.  The members who analyze each board member will begin in order with Sopher and move up by rank to Godol concluding with the Senior Advisor.  The purpose of this evaluation is not to remove board members, but to keep them doing their duties.  It should be only in the worst circumstance that a board member be removed

 

1.     If the Board Member is found Suitable  

A.    If the person(s) is found suitable, the board member(s) shall move on to the next position of the board evaluation.

2.     If the Board Member is found unsuitable

A.    If the person(s) is found unsuitable, the board member(s) may step down on his/their own.

B.    If the person(s) is found unsuitable and will not step down, the board will ask for his/their resignation in a letter signed by the veteran board advisor or the rest of the board.  The letter will be hand written, if necessary to ensure the letter is given out the night of the board meeting.  If it is not signed and given back that night, it will be considered a refusal to step down.

C.    The person(s) still does not step down, he/they will be granted a three-week period to bring his/their performance level up to a good standard.  This three week period will start with the Winter Planning party and last for the next 3 weeks.  It is a good standard, not average, and not excellent.  It must be brought up to a good level.  The standard for good will be explained to the offending member(s) at this point.  At the end of this three-week period, the board will meet again and determine if the level was brought up to good, or not.

3.     Impeachment

A.    If the level is still not considered good, then the following week or weekend, a public hearing (phone tree sent out to the whole chapter) will be held for the board member(s).  It will be run like the Supreme Court with each board member as a Justice.  If able to come, the senior chapter advisor or the junior board advisor (in that order) will serve as Chief Justice.  If either chapter advisor refuses or is unable to attend, no Chief Justice will be used.  The board members and Chief Justice (in the event that a Chief Justice is used) will vote on his innocence or guilt.

B.    If found guilty of charges, the rest of the chapter board will once more ask for the resignation of the offending board member(s).

C.    If the board member(s) still refuses, the impeachment process will begin and end on that date.

D.    In the event of a tie, the Kohen Godol will make the deciding vote.  If unwilling, or unable to attend, the AIT Godol will make the decision.  From there it will go, by rank, to AIT Sopher.  If unable to make a decision from there, a revote will be taken.  If still unable, the whole chapter votes.  At this point, if a decision is still not made, a repetition of voting will occur until a decision is made.

E.    In the event of a removal of unsatisfactory board member(s) from office, the chapter executive board will appoint any person(s) who is/are deemed fit for the position(s).

 

This motion will filter out all of the "burnt out" board members and replace them with willing board members who will work hard and be dedicated.  It will help these who want to see our chapter succeed get experience as well.
