I know what you're thinking--what the hell is this contraption?  Well, this is simply a brass-core radiator cut in half, and modified to accept exhaust gases.  This is an Exhaust Water Recovery (EWR) unit.  A fan is mounted on top and the unit is installed where the muffler used to be, as close to the tailpipe as mechanically possible.  Exhaust is cooled, the water is condensed, and fed back to a reservoir under the hood via 1/4" stainless steel line.  Shown in the picture is the "cold" end of the unit.
