Management: Planned, reviewed, evaluated, directed, and completed several research and development projects. Hired, supervised and directed several computer scientists at the Army Institute for Research in Management, Information and Computer Sciences (AIRMICS) of the U.S. Department of Defense (DoD) as Division Chief and at several universities as Department Head and prepared, implemented, and managed: budgets, priorities, goals, mission, objectives, procedures, policies, and schedules. At AIRMICS, increased research paper publication of my staff by 150% and over 75% of my division staff received cash awards and planned, developed and managed several million dollars for research, hardware, and software. Also, headed the Technology Transfer Office of AIRMICS. During 1972-78 headed an investment advisory company and currently running a software engineering and consultation business.
Software Engineering and Research & Development: At AIRMICS (DoD), Atlanta, GA initiated, managed, and coordinated (with other research organizations) software research and development for several Software Engineering projects of national importance. These projects included: Automated Requirements System (ARS), PATRIOT AIR DEFENSE MISSILE Follow-On Evaluation III, Software Testing and Evaluation Project (STEP), Software Quality Metrics (SQM), Automated Measurement Tool (AMT), Distributed Monitor/Debugger (DMD) for the Management Information Systems of the U.S. Army written in COBOL, a restructuring tool for COBOL systems (maintenance) & for Software Requirements Testing (SRT), etc. Developed an effective Audit Control Information System for a multi-million dollar federal credit union which reduced its loan delinquency by 90%. During 1990-95, at King Saud University in Riyadh, Saudi Arabia, led several research groups of faculty and students which resulted in publication of over two dozen papers (including new paradigms, theory, and techniques) in Software Engineering, Databases, AI, Curricula Processes, and challenging issues in Information Technology.
