The girl gives Goku her parka to wear and then wishes him well. Goku heads towards the army's base, Muscle Tower. He quickly defeats the soldiers outside and on the first floor of the tower. The village chief tells him that nimbus clouds can't be destroyed. Goku calls the nimbus cloud and hops on. Heading towards Bulma's city.

When he gets to the city it takes him a long time to find Bulma. When he gets to her house she agrees to fix the radar. She asks him how many dragonballs he's found, he answers two. Bulma gets out her capsules but realizes that she switched hers with her dad's. Goku decides to go get it without her. He comes back explaining he can't find it. Bulma suggests going to visit Master Roshi figuring he might have one. General Blue sees them touchdown at Roshi's island on his radar and thinks that they're at their base. Roshi agrees to lend them his submarine but wants Bulma's micro-band for it. Before they leave Krillin asks to go with them, and Roshi happily lets him. When they find the dragonball its out of their reach and they believe they'll need Bulma's micro-band back to get it. General Blue sends a batch of soldiers to Master Roshi's. Master Roshi easily fends them off. General Blue's brigade chases Goku and the others into an underwatercave. Not wanting to leave it because of General Blue they press onward and explore it. They get through a bunch of traps and then get attacked by a robot. Silently trailing them, Blue cleverly seperates Goku from Bulma and Krillin. Krillin and Bulma find the room with the legendary Pirate Treasure and Blue finally shows himself. Krillin and Blue begin fighting and Blue uses a special technique to paralyse Krillin and then beat him up. Goku finally shows up and Blue uses the same technique on him. Luckily for Goku a rat scurries by which startles General Blue breaking his concentration and freeing Goku. The cave begins to crumble around them. Goku tells Krillin and Bulma to go ahead without him while he and Blue finish their fight. Blue gives up and gets out while he still can. Goku friends await him outside the cave.

Goku is confused by this, and asks if he can have the water. Korin tells Goku he can, but again stops him before he can actually aquire it. Korin explains to Goku that if he wants the water he must take from him. Goku tries, but Korin is always one step ahead of him. Goku decides to start imitating Korin, and after three days, he is fast enough to snatch away the water. Goku happily drinks the water. Korin reveals that the water is just ordinary tap water. The climb of the tower boasted Goku's strength and endurance, and the task of snatching the water increased his speed and sharpened his mind. Goku thanks Korin for his help and descends the tower.
