Born in Quebec and raised there under her military General father until the age of 6, when they were transferred to the Marine Corps. Logistics Base in Barstow, CA. Her father was always very vocal about his hatred of mutants, even after his beloved daughter confessed her chilling powers. He did not hate his daughter, he just refused to believe the information she'd given him, completely disregarding the natural blue hair she had from birth.

When Blizzard first brought home Sizzle, just as a friend, her father instantly hated him. Perhaps he could tell he was a mutant automatically. Sizzle picked up on that and delighted in spending the dinner arguing about mutants. Blizzard had not yet confessed her mutancy to Sizzle, and vice versa, because she feared Sizzle may be a Geneist bigot like her father. When she started feeling for Sizzle, she confessed to him, and he confessed back. Sizzle proposed to her at the press conference when he showed the world he was the Phantom. He wanted to wait to make sure she loved Sizzle, not the Phantom. It didn't take any convincing to get her to join the Alpha Squadron. The two have still yet to set a date for their marriage.
