The American Councils: ACTR/ACCELS began as the American Council of Teachers of Russian (ACTR) in 1974. The American Council for Collaboration in Education and Language Study (ACCELS) was created in the mid 1980Òs by the board of ACTR and is used in the NIS outside Russia. ACCELS began its work in Ukraine in 1992. In 1998 the board of ACTR/ACCELS founded the American Councils for International Education: ACTR/ACCELS (ACIE: ACTR/ACCELS), used in the United States.
The American Councils: ACTR/ACCELS works with the United States Information Agency (USIA) of the US State Department. All programs listed below are merit-based open competitions, usually announced in early fall. Deadlines indicated are for the 1999-2000 recruitment year. Continuation of these programs is contingent upon funding from the US Government.
FREEDOM SUPPORT ACT FUTURE LEADERS EXCHANGE PROGRAM (FSA-FLEX)
This is a program for 9th and 10th graders (who meet annually set age limits). Participants are tested and interviewed by American representatives of ACCELS. Finalists, who win the competition, receive scholarships for one academic year of study in American High-Schools and live with host families.
ACTR/ACCELS UNIVERSITY STUDENT EXCHANGE PROGRAM (FSA Undergraduate)
Students in their 1st, 2nd or 3rd year of study win a one-year scholarship to a US college or university, selected by the program. To enter the competition students must complete and submit an application by the program deadline. Fields of study are humanitarian. First year students participate in the "Community College Immersion America Program", administered by YFU. Deadline: November 10, 1999.

EDMUND S. MUSKIE / FREEDOM SUPPORT ACT GRADUATE FELLOWSHIP PROGRAMS
These programs reward finalists, aged 40 or under at the time of application, with one/two-year degree (MA/MBA) and non-degree fellowships for graduate study in: business administration(click here to read more on MBA), economics, law, public administration (including public health), educational administration, public policy, journalism and mass communications, library and information science. Fellows are placed in the universities by the programs' administrators. Deadline: October 29, 1999.

US - UKRAINIAN AWARDS FOR EXCELLENCE IN TEACHING
The goal of this program is to find and inspire talented teachers of English and/or American Studies, support innovative methods of teaching and to establish and enhance connections between American and Ukrainian teachers. The selection process contains several levels of competition,and involves bi-national committees composed of Ukrainian and American specialists. Winners of Round1 receive certificates of nomination and their schools receive a commemorative plaque. Round 2 winners receive either technology or teaching aids for their schools. Finalists of Round 3 participate in a workshop/seminar in the US. Deadline: January 14, 2000.
PARTNERS IN EDUCATION (PIE)
This is a program in Civic Education and is limited to specific oblasts of Ukraine which change annually. Instructors of pedagogical institutes, teachers of subjects related to Civic Education and secondary school administrators may participate. Finalists travel to the US to audit classes and participate in seminars. Deadline: Zaporizhzhya Oblast and Chernivtsi Oblast: October 29, 1999 and Poltava Oblast: March 29, 2000.
JUNIOR FACULTY DEVELOPMENT PROGRAM
A competition for one-year grants for university level teachers to audit courses and consult with American scholars, this program focuses teaching methodology, curriculum design and educational reform.Fields of study are limited to the humanities and social sciences. Applicants (under age forty) should have 2 - 8 years teaching experience and be working on or have completed their Kandidat degree. Deadline: December 2, 1999.
REGIONAL SCHOLAR EXCHANGE PROGRAM
This program offers 4-6 months research opportunities in the US for pre- and post-doctoral scholars and university faculty in the social sciences and humanities. Candidates must be 25-55 years of age and hold a Kandidat Nauk degree. Deadline: November 15, 1999.

OTHER PROGRAMS AND SERVICES
EDUCATIONAL INFORMATION CENTERS (EIC)
With funding from USIA, ACCELS staffs two EICÒs in Ukraine: The International Educational Advising Center (IEAC) in Kyiv, (in cooperation with IRF and T. Shevchenko University of Kyiv) and the EIC in Odesa. These centers are a source of information for Ukrainian citizens interested in educational opportunities in the United States of America and applying independently to colleges and universities. The EICÒs also have registration bulletins and preparation materials for most standardized tests of the Educational Testing Services (ETS), such as: TOEFL, SAT, GRE and GMAT.
FULBRIGHT SCHOLAR PROGRAM
In Ukraine ACCELS administers this renowned program for post-doctoral research or lecture grants for those holding a Kandidat or Doktor Nauk degree. Fields include American Studies, Ukrainian Studies, Political and Social Sciences, International Relations, Legal Studies, Economics and Business, Pedagogy, Educational Administration, Fine Arts and Arts Administration. Deadline: October 29, 1999.
USIA Alumni Programs
Reserved for schools of past participants of the TEA program (announced annualy) The Secondary School Excellence Program (SSEP) establishes an exchange for US and Ukrainian pupils. The Director's Element of PiE, allows past USIA program finalists to nominate directors of secondary schools for US based training in a civic education curriculum. Small grants from USIA were also made available for FSA/Muskie Fellowship Alumni.
