*Power Down Communications Dish
You can run around and kill people for as long as you like but if you do it for too long, the troops there will call for backup. Head towards the sattelite dish and turn off the communications computer. Be careful and try not to blow the computer up because it does have an auxiliary system.
**Obtain the Safe Key
There is a hut near the sattelite dish. There is an officer in the hut so kill him and take key from him. This key is used at the hut you passed at the beginning. While you're at it, grab the grenade launcher too.
**Steal the Building Plans
There are huts next to the old observatory surrounded by a fence. Search the huts and use the key you found earlier on the safe. Grab the plans inside the safe and head out. Troops are after you now so use your handy grenade launcher to take care of them. The exit that you need to go to is more south than the satellite dish. It looks like a big dome and it has a ladder to the right of it. Climb up the ladder and you will see 4 locks on the floor. Use any available weapon to shoot the four locks off. Once they are gone, jump down the hole.
