Queen Beryl is a hard-hearted but semi-attractive woman. She is the head of the Negaverse, with Jedite, Malachite, Nephlite. and Zoycite as her four top assistants. Her goal is to resuscitate the evil Neagforce with energy stolen from people on Earth. Also, she really wants the Silver Imperium Crystal of the Moon Kingdom.
Queen Metallia
Queen Metallia is a fog thing that is actually the Negaforce that Queen Beryl is trying to resuscitate. In the manga, Beryl gets her orders from Metallia. Also, apparently, they assimiliate, and Queen Beryl sort of becomes Super Beryl as a result.
Jedite
"Stupid humans! They're so easy to fool!"—Jedite, episode 3
Jedite is one of Queen Beryl's top four right-hand people. He is a blonde and very powerful. You can recognize him by the purple uniforms with gold trim that he, Nephlite, and Zoycite wear that the Silver Milennium, he was one of Prince Endymion's protetors. What powers he has are uncertain, but in the Sailor Moon CCG he can use these attacks: Magical Item Creation and Electric Bolts.
Malachite
"We wasted Queen Serenity and we'll do the same to you!"—Malachite, episode 39
Malachite is another of Queen Beryl's top four bad guys. He has greenish-white (wintergreen, I guess) hair that is very long. He wears a long purple cape-thing. He too was one of Prince Endymion's protectors during the Silver Millenium.
In the Sailor Moon Moon CCG he can use these powers: Black Dome and Energy Blades. (*I think I won once using him to replace the Doom and Gloom Girls.*)
Nephlite
"Powers of the Negaverse, I seek your guidance with my new victim."—Nephlite, episode 13
Nephlite, a tall brown-haired sorta attractive young man, is also among Queen Beryl's top four. Whether he is the Nephrite mentioned in the manga as one of Endymion's protectors is hard to say, although the names are quite similar.
Nephlite has a civilian identity, unlike the other three of the top four, probably because he is their leader of sorts. As a civilian, he is the millionaire Maxfield Stanton.
In the Sailor Moon CCG, Nephlite's attacks are Power of the Stars and Explosive Energy Balls.
Zoycite
"You'll get a fight all right! Comin' at ya, Sailor girl!"—Zoycite, episode 22
Zoycite, a clever dark-blonde female, completes the top four villain lineup. In the Sailor Moon CCG, she can use these attacks: Mind Control, Black Homing Crystal, and Magical Fireball.
In the manga, Zoycite is a male and his name is spelled Zoisite. He was one of Endymion's protectors in the Silver Millenium and some say he and Sailor Mercury may have been a couple.
As for the anime Zoycite, we really don't know much else about her.

Negaverse "Yoma" Monsters
"Such a pleasure to finally meet you young ladies and turn you into wax!"—Polite Society, episode 33
These monsters, sometime called youma or yoma, are the usual Monsters du Jour that the Negaverse throws at the Sailor Scouts pretty much every battle. They use various powers to try to suck energy from people. For instance, the one above is Polite Society. Her powers (at least in the Sailor Moon CCG) are Encase in Wax and Wax Blast Attack. The yoma monsters have to answer to the four Negaverse generals—Jedite, Malachite, Zoycite, and Nephlite.
