I'm not sure why, but Mr. Pikas has always been my favorite of the original (not created by Nintendo) Lemmy's Land villains. Maybe it's the hilarious stories he's in, maybe it's his nutso world domination schemes, or maybe it's just the thought of a Pikachu trying to take over the world in the first place...
