Gregory Winters

Gregory L. Winters was selected as Program Manager for Hazardous Chemicals and Waste Management in January 1995. As an Industrial Hygienist, he is directly responsible to the Director, Environmental Programs Service (181C), for all issues relating to Hazardous Chemicals, Waste Management, Resource Conservation and Recovery Act (RCRA), Pollution Prevention and Environmental Compliance. Monitoring the compliance of these congressionally mandated programs further demonstrates the Environmental Management Programs Service as the Environmental Conscience of Veterans Health Administration.

Mr. Winters completed Bachelor and Master of Science degrees in Environmental Health at East Tennessee State University and continued postgraduate work in Public Health and Safety at the University of Tennessee. In education, he served as Assistant Professor and Director of Environmental Health Technology at Walters State Community College, Morristown, TN from 1972-77 and taught courses in Public Health and Safety to the University of Tennessee in the summer programs. In 1977 he accepted a direct commission in the United States Navy in the Medical Service Corps as both Environmental Health Officer and Industrial Hygiene Officer specialties and began military service in San Diego, CA as Chief of Industrial Hygiene for Navy Environmental and Preventive Medicine Unit No. 5. In 1981 he was transferred to Naval Hospital, Camp Lejeune, NC where he served as Head of Occupational and Preventive Medicine Service and later as staff officer for Occupational Safety and Health for the Commanding General, 2d Force Service Support Group. In 1984 Mr. Winters accepted a civilian position as Chief of Industrial Hygiene Services at the Naval Hospital and continued his affiliation with the Navy into the Naval Reserve. As a Naval Reservist, Mr. Winters held staff and command positions in Naval Hospital, Fleet Hospital and Fleet Marine Force Medical Units and has completed more than 22 years of Naval service and holds the rank of Commander.

In 1986 Mr. Winters began his career with the Department of Veterans Affairs as Regional Industrial Hygienist auditing Occupational Health, Industrial Hygiene and Environmental Compliance programs in the Mid-Atlantic Region. In 1990 he transferred to VAMC Memphis where he managed the Industrial Hygiene and Environmental Compliance programs. In 1991 he was selected as the Regional Industrial Hygienist for the Northwest Regional Division Office in the Western Region until selected for his present position.
