Brief History of San Carlos College

The San Carlos College which is formerly and popularly known as PIEAS (Pangasinan Institute of Education, Arts and Sciences) is ideally situated at Mabini Street, San Carlos City, Pangasinan.  It is an institution of learning which plays an active role in the educational, social, civic and cultural life of the youth.

From a humble and modest beginning, the PIEAS, now San Carlos College has gradually expanded to its present status.

This school was founded by late retired Superintendent Fortunato de Veyra with the assistance of people with genuine devotion and dedication to serve in the field of education.  The incorporators are the retired Superintendent Fortunato de Veyra, Judge Domingo Cabangon, Atty. Conrado Sorioano, Dr. Bernardo Acena, Dr. Victorio Magno, Dr. Antonio Sanchez and Dr. Romualdo A. Concepcion, the only surviving member of the "founding fathers" and presently   the college President and Chairman of the Board of Trustees.

The PIEAS formally opened its doors in November, 1946 the beginning of the second semester of that year.  The initial curricular offering was the Elementary Teacher's Course.  In the succeeding year, the Secondary Course was offered, and subsequently, the Elementary course.   When there was  a felt demand for high school teachers, the four-year BSE course, and eventually the Liberal Arts course were offered to sustain the steady of the school.

In 1958, when the late Retired Superintendent Fortunato de Veyra was recalled to active service in the government, his youthful, energetic and enterprising son in law Dr. Romualdo A. Concepcion took over the administration of the school.  Aware of the ever increasing enrolment, Dr. Concepcion  launched a continuing building construction and cacilities acquisition, program.  In the first decades of his administration a permanent high school building was erected.  Thereafter, the collegiate, elementary, and the ROTC/CAT building were added to the school plan.

In 1959, to meet  the demand for commercial courses, the College of Commerce and the College of Secretarial were added to the expanding program of instruction.  In August 1964, the graduate course in Education was opened to assists public as well as private school treachers upgrade their educational  qualifications.  To date, scores of full pledge MAEd (Master of Arts in Education) degree holders have been produced by the Graduate Studies Department.

School facilities are continually being enlarged to afford the students as well as the faculty the best atmosphere conducive to an effective teaching learning process.  In the late 1980's, a separate laboratory building fully equipped with modern laboratory equipment and apparatuses was constructed.  To keep pace with high-tech innovations, the school had acquired an adequate number of computer hardware to be utilized by students taking up computer subject  which is now an integral part of the curricula in all collegiate courses.

In the later part of 1993, the college President, through the Board of Trustees appointed Atty. Arturo de Veyra as Executive Vice-President.  Atty. de Veyra's appointment bolstered the President's building and facilities improvement program.  In the summer of 1994, the President and the Executive Vice-President embarked on a massive construction of a multi-purpose gymnasium, a project that required a large capital outlay.  Funds from the accumulated earnings of the school and a loan acquired from a consortium of financing institutions were utilized.  Constructed of the Gymnasium was completed during the first quarter of 1995.

The San Carlos College takes pride of its 50 years of existence not solely because of its acceptance by the community but also because of the humerous professinals who are its alumni holding various responsible positions in the government and private sectors.  Toping them all are the graduate of this school from the teachers training courses who constitute about 87% of all public school teachers in San Carlos City, not to mention those who are employed in the public and private schools in other places.

Half a century has elapsed and the San Carlos College proudly marches on the posterity with its institutional ideals of CHARACTER, SCHOLARSHIP, and SERVICE.
