In the above chart from 2000 there were fewer nations in the European Union than now. Also, the USA now has a larger population and more incarcerated drug offenders. 

"Western" and Eastern Europe. Incarceration rates. From World Prison Population List. 5th edition: "Most figures relate to dates between late 1999 and November 2003."  453,488 total inmates in the Northern, Southern, and Western Europe sections below. There is a total population of 424,745,500 in those 3 sections. For those 3 sections there are an average of 107 prisoners per 100,000 population. Most of the nations in those 3 sections are part of the "West" of long democratic traditions. Some nations in those 3 sections are former Communist states: Yugoslavia, Serbia, Croatia, Bosnia, Herzegovina, Slovenia, Macedonia, Albania, Estonia, Latvia, and Lithuania. Some examples of "Western" nations outside Europe are Australia, New Zealand, Canada, the USA, etc..

order according to incarceration rate for 1995.

and jails in nations. The historical rates chart
was created mainly by combining some charts
found in the Sentencing Project report,

"... the U.S. rate of incarceration has just surpassed that of Russia and the U.S. is now the world leader in imprisonment. The [December 31, 1999] U.S. rate of 690 prisoners per 100,000 population has surpassed the Russian rate, which has declined from 730 per 100,000 in 1999 to 675 per 100,000 today [September 2000]. Russia has been facing severe overcrowding in its penal facilities for many years, with inmates in pretrial detention sometimes waiting as long as several years for their cases to come to trial. In response to this crisis, the Russian Parliament approved an amnesty that has resulted in the release of 120,000 pretrial detainees and sentenced offenders. This reduced the inmate population to 980,000 as of September 2000."

Lists can be instantly put in alphanumerical order, by using the "sort" command in the table menu of Microsoft Word, or by using the sort command in the modify/lines menu of the freeware NoteTab Light. Sorting occurs according to the non-underscore characters at the beginning of each paragraph and at the beginning of each line that ends with a line break. NoteTab can also reformat text to various column widths (such as 60 characters wide) by using the reformat command in the modify/lines menu of the shareware versions. In the freeware version you can "wrap to column" width of your choice by using the properties command in the documents menu. Then use the "split lines" command in the modify/lines menu in order to add line breaks.
