This is a brief outline of the baisic assumption within this realm. I had a more detailed bit, but I decided that it would take from the stories. If you can't wait, chapter 43 of Reborn Again outlines everything pretty well...
The Three Great Sailor Moons
All those defenders of the Moon Kingdom, and all other innocents, are also princesses of the moon kingdom. In their youth, they fight to defend the innocent as Sailormoon. In the end, they will continue that task as Queen Serenity. Three have been separately argued to be the most powerful Sailormoon. What is unquestionable is that they are the most important. *Note, to an extent the guardian scouts follow this pattern as well since they are always lined up with their specific Sailor Moons.
Serena created the Moon Kingdom. She is the Sailormoon of Creation. She is incarnated when the world is in need of someone to protect the innocent and bring about the order that such a kingdom creates. As Sailormoon she defeats the buildup of enemies that the previous time of chaos has created and creates the new Kingdom of Peace. As Serenity she is the first ruler of that kingdom.
Rini, though we know of her as Minimoon, is also Sailormoon. She is called Minimoon until she becomes the prime defender, once Sailormoon becomes Queen Serenity, Rini becomes the Sailormoon. She is known as the Sailormoon of Peace. During her reign as Sailormoon will conquer all evil throughout the corners of the galaxy and unite them in peace. During her reign as Queen Serenity, she will rule the Golden Age of the kingdom. *Note that Rini's incarnation does not always immediately follow Serena's.
Both Chibi Chibi and Serena's moon mother are examples of this next incarnation. They are the Sailormoon of Destruction, or the Sailormoon of Ending. As in all things, the balance says that chaos will rise again. When it does, it is with such force that the only way to defeat the enemy is to destroy yourself, to give all of you being into the power to save the world, and thus truly die. The other Sailormoons do not truly die, they only superficially die, hence the repeated identical appearance. Thus this Sailormoon is the only incarnation that does not look identical with each rebirth. Also, the sacrifice is always made in the form of queen, whether by being queen before it begins (Serena's mother) or by inheriting is in the midst of battle when the previous queen dies (Chibi Chibi). Also there is no Sailormoon behind them. In the past, Serena was not yet trained as Sailormoon, and in the future, Chibi Chibi was the Sailormoon.
*Another note, just because these incarnations are born, does not mean that they will necessarily fill about their destiny. It only means that they and they alone have the possibility for such. (EX, the Serena of the past moon kingdom didn't live out this destiny.)
****In regards to the stories: Single quotes ' are thoughts while double quotes " are said aloud. Also, I'm not perfect, so if it doesn't have single ' and sounds like a thought, it probably is.
I"VE RECENTLY NOTICED THAT THE ENTIRE SITE APPEARS TO BE TWEAKED....GRRRR!!!!! I'M GOING TO FIX IT ASAP, BUT THERE'S THAT WHOLE SCHOOL/WORK THING THAT GETS IN THE WAY...THERE WILL PROBABLY BE FORMAT CHANGES AS I'M NOT INTERESTED IN GOING THROUGH EVERY CHAPTER I'VE WRITTEN...WE'LL SEE...NOT THAT ANYONE EVER COMES HERE ANYHOW....SIGH...I LIKE THE STORY SO =P
