Due to heavy demand for the 25f
stamps during December 1969 the Director of Posts surcharged a limited
quantity of the 15f stamps of the first independent definitive issue with
black "25" in Arabic. The “25” stamps were used for greeting cards to Europe,
India, Pakistan, and Arab countries. Nearly all of these provisional were
sold over the Post Office counters between 13 Dec. and 24 Dec. and, if
genuine, should be used on cover during this period. The revaluing was
done by a hand numbering machine.
