An Orwellian euphemism (See George Orwell - Politics and the English Language) for the process by which the intelligence services of the United States send prisoners secretly to countries like Egypt or Uzbekistan for torture so that they can claim that the United States does not practice torture. Apparently the group ruling the United States (2000-2009) believed that the "War on Terrorism" had made the Geneva Conventions "quaint" and out of date - though these are embodied in a treaty signed by the US.

Tortured prisoners of course do not provide reliable information as they will say whatever their captors want to hear to make the pain stop.

The first order was approved by President Clinton.
