TAYUG RTC JUDGE SUSTAINS ELECTION 
OF NATIVIDAD MAYOR

NATIVIDAD, PANGASINAN - The Regional Trial Court (RTC), Branch 51, has dismissed the election protest filed against Mayor Alejandrea Supnet by her lone opponent in the last election whom she defeated by 865 votes.
          RTC Judge Ulysses Raciles Butuyan sustained Supnet's proclamation as the duly elected mayor of Natividad in the Nov. 14, 2001 election when he dismissed for lack of merit last October 22 this year the election protest filed by losing candidate Janet Zaragoza.
          Zaragoza filed the election protest after the municipal board of canvassers proclaimed Supnet, having been credited in the certificate of canvass with a total of 4,720 votes as against her (Zaragoza's) own votes of 3,855.
          The protestant invoked the following grounds in her protest, namely: terrorism, massive vote-buying, invalid votes and marked ballots were counted against the protestee, and ballots wherein the name of the protestant were written in the space for mayor were counted in favor of the protestee.
          In his 19-page decision.  Judge Butuyan ruled that some of the markings and innumerably duplicated checkmarks, other "x" marks, asterisks, stars, hearts, circles, squares figures, peso signs and others in the ballot could not have materialized during the canvass of votes in the precinct level.
          Judge Butuyan said these must have been clandestinely introduced subsequently by a bunch of bungling mercenaries or rabid partisans who thought they could bastardize the people's will with impunity.
         "Politicians are famous for their bottomless bag of antics but the presiding judge of this court was not born yesterday, "he said.
          In dismissing the election protest, the judge held previous rulings taht failure to remove the detachable coupon from a ballot does not annul such ballot and that extreme care and caution should be exercised before a voter is disenfranchise.
          He held the view that the mark that invalidates a ballot is that placed thereon by the voter himself so that when the mark is placed by someone other that the voter "this does not constitutes marking that invalidates the ballot." (pna)

MAYOR SUPNET TAKES ON MAN-SIZED WITH SUCCESS!

Her honor; Mayor Alejandrea N. Supnet, lady chief executive of Natividad, Pangasinan, is proving to all that she has the grit and capability of taking on a man-sized job.

            After receiving persistent death threats recently, Mayor Supnet was heard saying, "I will never be cowed by such antics of our political enemies.  I was mandated by our people to serve we must, no matter how difficult."
            Although the town is under a crisis situation due to huge deficit left by the past administration - as mayor Supnet's first few months in the office she was able to meet the most urgent obligation of the municipality such as the payment of the PANELCO III bills, Telephone bills and the partial amount of unremitted GSIS premiums of the municipal employees and Pag-ibig premiums for September 2000 - December 2000 premiums and loans - Jan. - Aug. 2001 premiums.
            The Lady Mayor has rallied her people behind a massive "Clean and Green" program and the beautification of the town, with the apportioning of various areas under municipal employees.
            Mayor Supnet also revealed plans to develop the municipal cemetery into a mini-eternal garden, complete with a municipal arch, lightning's and perimeter fence.
            In line with beautification program, Natividad will soon have its own mini park because every time our balikbayans visit, they always remember the departed loved ones by holding picnic and outing with relatives and friends.
            Mayor Supnet said the project would draw much support from Natividanians based America and the private sector of the municipality.
            Supnet's first 100 days was highlighted by a major face - lifting of the tow's plaza and  major thoroughfare, as well as the environs of different localities.

Accomplished Projects of Mayor Alejandrea N. Supnet within first 100 days in office.
1. Partial rehabilitation of the municipal hall.
2. Restoration of the Vice Mayor and Sangguniang Bayan building and Rural Health building.
3. Establishment of the Municipal Tree Park and Social Forestry.
4. Renovation of PNP Headquarters (Board Member Primicias donated P50,000.00 peso)

On-Going Projects:
1. Massive beautification of the Municipal Hall Grounds, Auditorium, Street shoulder around poblacion.
2. Canalization around the Poblacion and excavation of silted canals and waterways.
3. Rehabilitation of the eroded sections of the protective dike along the Viray River Banks.
4. Streamlining the existing procedures in operation and management of the LGU's in different 
    departments.

NATIVIDAD FARMERS GET BOOST WITH NFA WAREHOUSE

Natividad small, farmers got boost in productivity with the town's acquisition of P1.089 million, 2,500-bags capacity warehouse.

            The warehouse was constructed by the National Food Authority (NFA) on a lot donated by the Natividad government.
            It was officially inaugurated last September 19, 2001 during the Turnover Ceremonies held under the auspices of the LGU Municipal Level Grains Center (MILC).  On hand during the affair were Mayor Alejandrea N. Supnet and Vice Mayor Manuelito M. Noveda, NFA officials headed by Victoriano Q. Molina, Ass't Regional Director of NFA, Mrs. Myla Marabi representative from NFA central office; Mr. Edelino A. Alejandro, NFA Manager Eastern Pangasinan; Mr. Ramon Cuaresma, NFA Ass't Manager Eastern Pangasinan.
            The Municipal Level Grains Center (MLGC) is one of the flagship projects of NFA under its food security and post harvest facility assistance program.
            The Natividad MLGC is the first of its kind in Eastern Pangasinan.  The is pursued in support of the Magna Carta for small farmers that provides them access to and ownership of Post-harvest facilities.  The program was assigned to help propel countryside communities attain food security.
            Vice-Governor Oscar B. Lambino, acting governor for the province of Pangasinan, BM Robert "ISKIMO" Estrella, Mr. Jose Almendares Prov'l Agriculturest were among the guests.  Ribbon  Cutting was done by Vice Governor Lambino and Mayor Alejandrea N. Supnet
            Mayor Supnet said this project will be a tremendous help to the farmers of Natividad.
            The blessing of the building was done by Rev. Fr. Hurley John S. Solfelix, Natividad parish priest while Coin-Showers rites were officiated by the NFA and municipal employees and the man of the hour (EMCEE) was Mr. Dionisio Rivera, NFA PIO/AO.

SUPNET GETS SUPPORT FROM CONSTITUENTS

Natividad, Pangasinan - Mayor Alejandrea N. Supnet has expressed her most profound gratitude to the great majority of her constituents here who gave their full support amidst protests from "very small minority who motives are clearly political."

     No less than Vice Mayor Manuelito Noveda said that, "the May 14 polls here was conducted in a clean and honest manner by an intelligent electorate who elected Mayor Supnet for a better and progressive Natividad. 
     "Although the protest is on-going the people are optimistic that Mayor Supnet will eventually be vindicated because even the Board of Canvassers are willing to testify that there were no irregularities that occurred during the canvassing of votes,"  the vice mayor added.
     The chairman who was in charge of the canvassing as well as the teachers have expressed their willingness to testify that "no markings or anomalies were done during the counting of the ballots and that if ever there were, those were noted in the minutes."
     On her part, Mayor Supnet said, "I'm willing to face the protester even if we have to go to the Supreme Court."
     "I was out of the town right after the elections and I was amazed to learn that five persons were holding the key to the Municipal Treasurer's Office wherein the ballot boxes were kept," she added.
     Supnet further clarified that, "only after the protest did those 'tampered ballots' surfaced but even an unlearned person will recognize that the alleged markings were done by other person not the actual voters themselves.

TOWN'S TRANSFORMATION

     This is the municipality of Natividad, the easternmost town of the province of Pangasinan which was nestled at the foot of the scenic and stratospheric Caraballo Mountain to the east.  The mountain's rugged cliffs and deep gorges that could be easily recognizable even from a distance renders a breathtaking and riveting view.

     In most afternoons when cumulus and nimbus clouds blanketed the mountain's majestic peaks brought even further awesome panorama that inspires the mind and resuscitates the spirit.

     The municipal government, under the new leadership of Mayor Alejandrea N. Supnet is currently undertaking a vigorous redevelopment program that is geared to position the municipality in the forefront of development.

     These development programs took center stage in environmental endeavors like tree planting along the main thorough fares and social forestry; re-greening and beautification of the municipal grounds and its environs; deluging of all the silted sewerage or line canals in the town proper.

     Given a little more time, the people of this municipality could witness the town's transformation and metamorphic into a place that will reverberate with clean and refreshing air, immaculate tree-lined streets coupled with inspiring sights of ingeniously-crafted landscapes using indigenous plants and materials.

Mayor Supnet Cites Accomplishments

      Natividad, Pangasinan - The newly elected Mayor Alejandrea N. Supnet Of Natividad has reported accomplishments in her first week of services.

       She cited cleanliness and beautification as her major and short term project.  According to her, a day after the oath taking she conducted massive cleaning and beautification. of the municipal building.

       In an exclusive interview, she reported her priority projects being accomplished in one week such as: the restoration of electric lights; salary of the municipal employees for the month of June, already released same as their differentials and clothing allowances; they have repaired the water system and the clogged Comfort Rooms of the RHDU; there was an on-going replacement of the vinyl flooring of the RHDU and purchased of medicines by Dr. Felix Briones, the Rural Health Officer and the municipality.

       Since cleaning is her first duty, the mayor and the elected municipal councilors has started cleaning the surroundings of the municipality, the public market and the auditorium.

       Another accomplishments was the repair of the clogged gutter of the town hall and repair of the police station roofing.  There was tree planting near the town plaza with the help of Mr. Artemio Soriano, the Department of Agriculture Personnel, Municipal Councilors Orlando Soriano and  Adela Malla, the utility personnel and some volunteers.  Then, the repairing of the monument of Andres Bonifacio and flagpole.

THE TYPHOON FERIA

The town is battered recently by the fiery of typhoon "Feria" that wreaked irreparable loses and damages to crops, properties and infrastructure amounting to millions of pesos.  It brought massive flooding to almost all of the low-lying barangay.  A relief rehabilitation and demonstration to the damage infrastructure is still going on up to now.

DIKE ALONG VIRAY RIVER

The protective dike along Viray River was eroded in great lengths which causes flood waters to gush to the affected areas.  Hopefully the requested equipment from the provincial government by the town leaders will arrive in time to undertake emergency rehabilitation works.

          The huge crowd attended the oath taking ceremonies of the newly elected municipal officials of Natividad, Pangasinan last june 29th. They are inducted by the re elected board member of the 6th district . Hon Marlyn Primicias.

Mayor elected Alejandrea N. Supnet said in her very courageous speech that her job will start smoothly with full knowledge and conviction for the prosperity and unity of the towns people and move for the good governance of the town.

Vice-Mayor Lito Noveda of the same town likewise made an assurance and to serve and to treat the people of Natividad in equal manner. He said “Let us start to work with cleanliness and work probability and evidently for the welfare of the people and not only for us".
