Bill of NO Rights

People seem to use the Constitution's "Bill of Rights" when its to their own benefit. When was the last time you have read the Constitution? Was it in high school? At 36 years old I seem to get more from reading it. Unknown to most is this "bill of NO rights". It makes more sence for today than our 'real' Bill of Rights (the ammendments to the constitution).
