The project covers 132,575 hectares to be developed into an ecozone projected to be the catalyst to economic growth in the area. With its natural harbor, the site offers potentials for the development of port facilities.
The proposed plan for the municipalities shall be highlighted by three growth zones. The industrial zone components include an industrial estate, port and airport; the tourist zone shall have resorts, hotels and mountain lodges; and the agro-marine zone shall develop high-value crops in its agricultural lands.
