        Gov't proposes shake-up of prostitution laws

        LONDON (AFP) - Brothels in Britain could be decriminalised and given official licences under proposals published by the government.
        "Licensing arrangements and other relevant regulations could be set up so that local authorities could control prostitution in their areas," the Home Office said in a consultation paper. The government proposed also registration of sex workers and "tolerance zones" for street prostitution. The consultation paper said there was already enthusiasm for creating managed zones for prostitution in several parts of England, including Liverpool and Doncaster in the north. "In both the places it is suggested that managed areas could bring significant benefits, providing greater safety and fewer stigmas for those who engage in prostitution by choice," the paper said. "What is proposed is a formalised 'red light' area, where those involved in prostitution and their users are permitted to trade in a defined area regularly monitored by the police and provided with drop-in health services and other facilities." But the government's report ruled out a previous proposal that call girls under 18 should no longer be treated as offenders. "We believe there are compelling arguments for retaining this offence in respect of those under 18 to underline the message that prostitution involving children and young people is wholly unacceptable," the consultation paper said. The government is asking the public to offer its views on the proposals by November.

                        CAIRO, Egypt - Al-Jazeera television broadcast a videotape Wednesday of armed men holding a Filipino hostage and threatening to kill him if the Philippines does not withdraw its small force from Iraq (news - web sites) in three days.
                        The group claimed to have already killed an Iraqi security guard who was accompanying the Filipino, the newscaster said. The channel did not air the part of the video saying this. The statement gave no details of his capture. In the video, three armed and masked men stood behind the seated hostage. A banner on the wall behind them identified the captors as a previously unknown group, the Iraqi Islamic Army-Khaled bin al-Waleed Corps. The videotape displayed a company identity card for the hostage, which gave his name as Hafidh Amer, his nationality as Philippines and his job as security officer. The name suggests he is a Muslim. The card authorizes Amer to bear firearms and is issued by the Al-Ghadeer Security Service. Al-Jazeera's newscaster said Amer is an employee of a Saudi company that works for the U.S. Army.


                        The Philippines has contributed 51 soldiers, police officers and health workers to the multinational force in Iraq. In addition, about 4,100 Filipinos are working in U.S. military bases in Iraq as cooks, mechanics or in other jobs.

                        US prepares to withdraw from flashpoint city as coalition deaths mount.

                        FALLUJAH, Iraq (AFP) - US troops prepared to draw back from the flashpoint Sunni city of Fallujah after a three-week bloody siege as attacks elsewhere killed 10 soldiers.

                        Marines in Fallujah were to hand responsibility for security to Iraqi-led forces after weeks of fierce fighting that left hundreds of Iraqis and scores of US soldiers killed in the bloodiest month since the country was invaded last March.

                        However, the apparent withdrawal from Fallujah marked a significant new phase in US tactics after Washinton warned battling insurgents only last week that time was running out before the start of a new offensive.

                        Iraqi tribal sheikhs held negotiations in the city Thursday in an effort to reach a deal whereby insurgents would disarm and the marines would withdraw from positions they seized.

                        US forces launched an offensive on the city, a long-established Sunni stronghold of resistance to the US-led occupation, on April 5 after the killing of four US contractors.

                        A US military commander told reporters that they would start leaving Fallujah's southern industrial zone, where they have been for the last three weeks, on Friday.

                        Marines from the 1st Battalion, 5th Marine Regiment would hand security responsibility to an Iraqi security force, the previously unheard of Fallujah Protection Army, Lieutenant Colonel Brennan Byrne told reporters.

                        The force would be headed by an officer Byrne named as General Salah, saying he was a veteran of Saddam Hussein (news - web sites)'s military.

                        Marines would also pull out from the northern perimeter of the city, which has been rocked by the worst fighting, although it is not clear how many days the withdrawal would take, Byrne said.

                        The latest political moves followed international criticism of the US handling of the offensive against what they claimed was some 2,000 insurgents, with a core of foreign fighters.

                        The military had talked of "clearing out the city" but appeared to change tack over the weekend and pressed for a political settlement despite pressing ahead with retaliatory airstrikes against insurgent positions

                        Colonel John Coleman told AFP Monday the Marines wanted to bring on board army veterans, who were sidelined from the rebuilding effort when the US-led coalition dissolved the army last year.

                        UN Secretary General Kofi Annan (news - web sites) said Wednesday US actions were worsening the situation in Iraq.

                        "The more the occupation is seen as taking steps that harm the civilians and the population, the greater the ranks of the resistance grows," he said.

                        Meanwhile, the general in charge of the US-run prison system in Iraq has been suspended and put under investigation over the alleged abuse of Iraqi detainees by US soldiers, a senior military spokesman said.

                        Brigadier General Janis Karpinski was suspended from her duties in late January after six US soldiers were indicted for mistreating prisoners at Abu Ghraib prison, the spokesman said on condition of anonymity.

                        She and another six officers are under administrative investigation that could result in a reprimand, he said.

                          WASHINGTON - While the Sept. 11 commission appears likely to recommend an overhaul of U.S. intelligence agencies, the idea that a separate domestic spy agency be created outside the FBI (news - web sites) is meeting strong opposition from current and former officials.
                          FBI Director Robert Mueller, former Director Louis Freeh, Attorney General John Ashcroft (news - web sites), his predecessor Janet Reno (news - web sites) and CIA (news - web sites) Director George Tenet all recommended against a new homeland spy agency in testimony before the panel this week.

                          In a rare alignment, the position of the five on the issue dovetails with that of the American Civil Liberties Union (news - web sites). The ACLU maintains that such an agency could evolve into the ultimate Big Brother, with power to launch covert activities against U.S. citizens, dig into private lives and conduct surveillance without legal cause.


                          "Even during the most frigid days of the Cold War, we never saw the need to create a secret police force that would work outside the constraints of the Constitution," ACLU Executive Director Anthony Romero said.
                          In testimony before the 9/11 panel, Freeh said: "Americans, I don't think, like secret police." Yet given the FBI's multiple failures prior to the Sept. 11, 2001, attacks, questions remain whether an agency devoted for decades to law enforcement can make intelligence a mission of equal or greater importance.

                          The proposal would set up an organization similar to Britain's Security Service, known as MI5, which collects, analyzes and disseminates intelligence aimed at disrupting terrorism, espionage and sabotage directed against Britain. It has no law enforcement powers.

                          LAHORE, Pakistan - Relatives said Sunday they will seek legal damages after Macedonia admitted that its police framed and executed six Pakistani immigrants to boost the Balkan country's profile in the U.S.-led effort against terrorism.


                          Pakistan's government praised Macedonia for revealing the "diabolical plot" and starting legal action.


                          "We will sue the government for $12 million" — $2 million per family, he told The Associated Press by e-mail from London, where he is based.

                          Macedonian police said seven Pakistanis were killed, but Burney said one of the victims was Indian. He said the police had killed them in a fake encounter outside the U.S. Embassy in Skopje and made out that they were terrorists, trained in Pakistani camps and planning to strike American and European interests.

                          "They were just economic migrants passing through Macedonia illegally to reach some European country to earn money for their poor families," Burney said.

                          Macedonian police have accused the country's former interior minister, Ljube Boskovski, of ordering the executions and also implicated three top associates, as well as a businessman and two police commandos.

                          The police charges are a first step in a legal process likely to lead to an official indictment and a trial. If found guilty, they could face life in prison.

                          Pakistan's government praised Macedonia for revealing the "diabolical plot" and starting legal action. "This crime is even more shocking and heinous because these murders were pre-planned and were committed to spruce up Macedonia's image as an ally in the war against terrorism," Foreign Ministry spokesman Masood Khan said in a statement.

                          He added that Pakistan's ambassador was in touch with authorities in Skopje, and that the government would "make all efforts to seek full justice for these innocent victims." He did not elaborate.

                                      Issam Ghazawi, a prominent lawyer and one of the 21-strong defense team hired by Saddam's wife, told Reuters that among the large contingent of lawyers ready to defend Saddam are 700 non Arabs, including 400 Americans and Europeans. Two hundred legal consultants from across the world have also pledged to help in the case, he said. A meeting in Amman on Wednesday will make the preparations for the overland trip to Baghdad, despite the risk. Lawyers have voiced fears about their personal safety in Iraq (news - web sites) citing remarks by officials who attacked Arabs who defend Saddam as a nationalist hero who fought the Americans. They also expect to encounter objections by Iraqi lawyers who say existing laws bar foreigners from defending their countrymen in local courts. The defense team again contacted U.S. officials last week to allow them access to their client. They say past requests have been ignored. The Iraqi leader, who was driven from power by U.S.-led forces in April 2003, appeared before an Iraqi judge last Thursday to face charges that may lead to a formal indictment for war crimes, crimes against humanity and genocide. He was not represented by a lawyer at the hearing and he refused to sign a statement acknowledging that he had been charged and read his rights, including a right to legal counsel. Many lawyers say the trial was a political vendetta by Saddam's political foes and say only an international court would guarantee an impartial and fair hearing. Gaddafi's daughter set up a Libyan team to defend Saddam and pledged to send international law jurists and legalists to advice the defense counsel, Amman-based defense lawyers said.

                                                        The Marines are investigating a photograph circulating on the Internet that depicts a soldier with two Iraqi boys and a sign, in English, proclaiming the soldier had killed one boy's father and impregnated the boy's sister.

                                                        A Washington, D.C.-based Muslim civil rights group complained about the photo and urged the Marines to punish the soldier. Investigators have not determined if the photo showing Lance Cpl. Ted J. Boudreaux Jr. was altered, said Capt. Jeffrey Pool, a spokesman for Marine Reserves in New Orleans. Results of the investigation and possible punishment were expected Wednesday, Pool said.


                                                        "How the military reacts to this case I think will send a message to Muslims in the Middle East and worldwide as to how seriously the United States takes these issues," said Ibrahim Hooper, a spokesman for the Council on American-Islamic Relations. Boudreaux is with the Headquarters and Service Company, 3rd Battalion, 23rd Marines; the company was deployed in Iraq (news - web sites) from last May to September. Pool said he did not know exactly when Boudreaux was in Iraq.

                                                        WASHINGTON

                                                        President Bush (news - web sites) acknowledged a good deal of introspection after all the questions lately about his government's actions before the Sept. 11 attacks and in Iraq (news - web sites), but not a whiff of contrition. Bush was asked in his prime-time news conference if he had made any mistakes.

                                                        "I'm sure something will pop into my head here," he said Tuesday. It didn't.

                                                        Bush is rarely one to second-guess himself and wasn't about to now, despite failures highlighted in the government's pre-Sept. 11, 2001, intelligence operations, the futile search for weapons of mass destruction in Iraq and all the recent violence there.

                                                        "Hindsight's easy," he said. Sure, he would have liked to have had a Homeland Security Department and Patriot Act before the terrorists struck. Yes, the country should have been on a war footing when it is now apparent "the enemy was at war with us."

                                                        Democratic presidential candidate John Kerry (news - web sites) apparently found Bush's attitude off-putting.

                                                        "The president may refuse to acknowledge a single mistake in the course of his presidency," he said, "but with deaths mounting and American sacrifice increasing, it's time he offered a specific plan that secures real international involvement, gets the target off the backs of our troops and starts to share the burden in Iraq."

                                                        Bush asserted the Iraq war was justified. "Of course, I want to know why we haven't found a weapon yet," he said. "But I still know Saddam Hussein (news - web sites) was a threat. And the world is better off without Saddam Hussein."

                                                        On the protracted struggle against insurgents trying to drive the Americans out, Bush said liberty doesn't come easily, and invoked the American Revolution: "I mean, we had a little trouble in our own country achieving freedom."


                                                        He declared, "I would've gone into Afghanistan (news - web sites) the way we went into Afghanistan. Even knowing what I know today about the stockpiles of weapons, I still would've called upon the world to deal with Saddam Hussein."
                                                        And there was to be no apology for what the government did and did not do in the months before the terrorist attacks, when the air was thick with signs of trouble that his administration says were too vague to act on.

                                                        "Here's what I feel about that," he said. "The person responsible for the attacks was Osama bin Laden (news - web sites). That's who's responsible for killing Americans. And that's why we will stay on the offense until we bring people to justice."

                                                            ARLON, Belgium - A jury Thursday convicted a former electrician in a series of child abductions, rapes and murders in a case that horrified Belgium for nearly a decade and led to judicial and police reforms.

                                                            The 12-member jury convicted Marc Dutroux, a 47-year-old ex-convict, of abducting six girls in 1995-96. It also found him guilty of murdering two of the girls and an accomplice. His ex-wife, Michelle Martin, was found to be responsible for the deaths of two others of the six girls — two 8-year-olds who were the first to disappear. According to testimony, the two starved to death while imprisoned in a basement cell in his house while Dutroux served a short jail term for car theft. Martin testified she was too afraid to go downstairs to feed the two girls.

Superior Court Judge Rodney Melville asked Jackson if that was correct, and he nodded. In brief comments afterward, Jackson's new defense attorney Thomas Mesereau Jr. said the case should not be about lawyers or celebrity. "This case is about one thing only. It's about the dignity, the integrity, the decency, the honor, the charity, the innocence and the complete vindication about a wonderful human being named Michael Jackson," said Mesereau, who took over the case last weekend after Jackson decided to remove the high-profile team of Mark Geragos and Benjamin Brafman. Jackson thanked "the fans around the world for your love and support from every corner of the Earth." The indictment, issued in secret earlier this month, replaces charges filed by prosecutors that alleged seven counts of lewd or lascivious conduct involving a child under 14 and two counts of administering an intoxicant to a child under 14. The judge agreed to requests from the prosecution and defense to seal parts of the conspiracy count, which alleged circumstances of child abduction, false imprisonment and extortion. The alleged victim was identifed as "John Doe" and a witness to some alleged molestation was identified as "James Doe." The alleged child abduction, false imprisonment and extortion are not individual charges. Rather they are alleged as among 28 "overt acts" leading to the conspiracy count. The indictment was released with the names of the alleged co-conspirators deleted. It also said there were "other uncharged co-conspirators and co-conspirators whose identities are unknown." The judge said the transcripts of the grand jury proceedings would be turned over to attorneys Monday but will remain under seal pending a hearing May 28. Jackson waived his right to a speedy trial. With an indictment, prosecutors don't have to go through a preliminary hearing before the judge to show there is enough evidence to put the pop star on trial. Outside the courthouse Friday, some fans waved handmade signs toward the throng of television cameras. A banner reading "Michael — Being here is the least we could do. To all: Through this media circus don't let your ears deceive you" was also draped along the fence. A Web site for Jackson fans had encouraged them to show up and demonstrate support for their idol. A hotel in nearby Solvang gave fans a special rate.                                                             The reports by ABC, CNN and MSNBC cited sources that were unidentified. They had no details about the indictment, nor was there any official confirmation or announcement. Grand jury indictments are usually secret until a defendant is arraigned. Jackson's spokeswoman, Raymone Bain, issued a statement to the AP saying the singer will plead not guilty during his scheduled April 30 arraignment — if an indictment has been issued. The statement did not confirm that an indictment has been handed down. The singer and his attorneys "are confident that after a trial ... Jackson will be fully exonerated," the statement read. "Michael is looking forward to his day in court." Tellem said court administrator Gary Blair would determine when the court would officially release any information about the grand jury. Messages left at Blair's office were not immediately returned. The grand jury has spent the last three weeks hearing from witnesses, including a 14-year-old boy who claims the pop superstar sexually abused him.                                                             WASHINGTON - While the Sept. 11 commission appears likely to recommend an overhaul of U.S. intelligence agencies, the idea that a separate domestic spy agency be created outside the FBI (news - web sites) is meeting strong opposition from current and former officials.
                                                            FBI Director Robert Mueller, former Director Louis Freeh, Attorney General John Ashcroft (news - web sites), his predecessor Janet Reno (news - web sites) and CIA (news - web sites) Director George Tenet all recommended against a new homeland spy agency in testimony before the panel this week.

                                                            In a rare alignment, the position of the five on the issue dovetails with that of the American Civil Liberties Union (news - web sites). The ACLU maintains that such an agency could evolve into the ultimate Big Brother, with power to launch covert activities against U.S. citizens, dig into private lives and conduct surveillance without legal cause.


                                                            "Even during the most frigid days of the Cold War, we never saw the need to create a secret police force that would work outside the constraints of the Constitution," ACLU Executive Director Anthony Romero said.
                                                            In testimony before the 9/11 panel, Freeh said: "Americans, I don't think, like secret police." Yet given the FBI's multiple failures prior to the Sept. 11, 2001, attacks, questions remain whether an agency devoted for decades to law enforcement can make intelligence a mission of equal or greater importance.
                                                            Former Rep. Lee Hamilton, vice chairman of the commission, said it appears Mueller "is moving in the right direction and has made much progress" in building a new intelligence capability at the FBI. "The key question for us is whether he can succeed with the very difficult mission that he has set out, and we have not come to a judgment with respect to that," said Hamilton, D-Ind.
                                                            The proposal would set up an organization similar to Britain's Security Service, known as MI5, which collects, analyzes and disseminates intelligence aimed at disrupting terrorism, espionage and sabotage directed against Britain. It has no law enforcement powers.

                                                                  Al Qaida's alleged aim: snapping up diamonds in order to have easily convertible, untraceable resources after the first U.S.-led moves freezing al-Qaida bank accounts and other conventional assets worldwide in 1999. Claims of al-Qaida's Africa diamond links remain one of the most unsettled areas in international investigations into the terror group, splitting U.S. officials and the intelligence community on the quantity and quality of the evidence. The dossier, apparently prepared by U.N.-backed investigators for presentation recently to the Sept. 11 commission and other officials in Washington, moves the matter forward. It shows that sources interviewed by prosecutors are corroborating in detail accounts of links between al-Qaida and West Africa that news media and independent watchdog groups have previously reported. "It is clear that al-Qaida has been in West Africa since September 1998 and maintained a continuous presence in the area through 2002," the U.N.-backed war-crimes investigators in West Africa, led by American David Crane, said in the confidential report obtained by the AP. Separately, one U.S. intelligence official told the AP that evidence of an al-Qaida-Africa diamond link now was "close to overwhelming." The official estimated al-Qaida proceeds in the diamond dealings at $15 million. The roster of al-Qaida fugitives allegedly witnessed in Liberia ahead of Sept. 11, 2001, include names that have since become infamous. They include Ahmed Khalfan Ghailani, a Tanzanian wanted in the 1998 bombings of two African U.S. embassies, and arrested July 25 in Pakistan after an intense gunbattle. Other al Qaida figures placed in Liberia by direct sources cited in the dossier: _ Fazul Abdullah Mohammed, a native of east Africa's Comoros islands, accused in 1998 and 2002 al-Qaida attacks in east Africa. Mohammed is wanted under a $25 million U.S. bounty. _ Egyptian Mohammed Atef, an alleged Osama bin Laden (news - web sites) military chief, killed in Afghanistan (news - web sites) in 2001. _ Pakistani Aafia Siddiqui, the only prominent female figure in al-Qaida, considered by the United States to be a likely "fixer" for the group in the United States and elsewhere. Media reports have said Siddiqui was in Monrovia to iron out problems between other al-Qaida operatives. _ Kenyan Sheik Ahmed Salim Swedan, wanted in the 1998 attacks in east Africa. _ Egyptian Abdullah Ahmed Abdullah, wanted in the 1998 attacks. While the others are alleged to have largely scattered outside Africa after the Sept. 11 attacks, the dossier suggests Abdullah may have remained active — citing "source information" linking Abdullah to diamond smuggling in neighboring Guinea. Witnesses depict Liberia's former president, Taylor, himself giving the al-Qaida operatives entree to the shady West African world of guns, cash and diamonds before Sept. 11. Taylor, who has since been ousted and is now in exile in Nigeria, allegedly brought together rebels, state leaders and Islamic extremists under the common goal of cash. Accounts in the report include an alleged September 1998 get-together at Taylor's executive mansion where middlemen introduced him to Abdullah. The Liberian leader subsequently directed the al-Qaida figure to rebels controlling the mining of fine gems in neighboring, diamond-rich Sierra Leone, the investigators quote sources as saying. The following year, Ghailani and Mohammed met Taylor at his private home in Monrovia. Abdullah later ordered Ghailani and Mohammed to do al-Qaida's diamond-buying, "because they were of African descent and would not arouse any suspicion," the dossier quotes one of its main sources as saying. The report also cites a "highly credible source" as placing former al-Qaida No. 2 Atef and Ghailani in Monrovia, at times meeting with diamond-dealing rebels, in 1999 and 2000. However, neither this dossier nor other official accounts to reach the public have offered any direct proof that al-Qaida used diamond profits to fund the Sept. 11 attacks. The Sept. 11 commission estimates the 2001 attacks cost al-Qaida more than a half-million dollars to pull off. The current dossier was put together by prosecutors trying war crimes in Sierra Leone, where rebels waged a 1991-2002 terror campaign bent on gaining control of that country's government and diamond fields. Taylor, accused of backing the rebels, is the U.N.-Sierra Leone court's top surviving indicted suspect. The tribunal is pushing for Taylor's extradition from Nigeria, where he fled after opposition forces and international pressure routed him from Liberia's capital in August 2003. Those making the link between al-Qaida and Africa diamonds charge the U.S. government has turned its back on the case in part over discomfort over the CIA (news - web sites)'s own alleged Cold War-era links to Taylor. One problem for those trying to put together a case for evidence of al-Qaida in Africa diamond-dealing: much of the evidence cited has been from the disreputable figures involved in the dealing themselves. When Americans gave one of the key sources a polygraph test early on, he failed, the AP was told. There was other corroborating evidence at the time, but circumstantial: a tightening of the region's diamond markets at the time al-Qaida was allegedly cornering millions in small- and medium-size gems, according to Western officials. Other evidence is emerging more recently, intelligence officials, investigators and analysts told the AP. They said the evidence includes phone calls linking alleged al-Qaida middlemen and diamond-dealers, and information from al-Qaida suspects captured and interrogated since Sept. 11. U.N.-backed investigators, including Crane, have been anxious the United States recognize the al-Qaida-diamond link — hoping it would spur U.S. pressure for Taylor's extradition on the war-crimes indictments. One such investigator went before the Sept. 11 commission to present the war-crimes' court's evidence on al-Qaida in West Africa, commission spokesman Al Felzenberg confirmed, without identifying the investigator. The commission's final report made clear its position, however: "No persuasive evidence exists that al-Qaida ... funded itself through trafficking in diamonds from African states engaged in civil wars." "We're confident in the thoroughness of our staff in assessing what they were given, and we stand by the report and their conclusions," Felzenberg said Friday.

McClellan did not say what action would be appropriate against anyone found guilty of abuses, but said Bush wants those responsible punished. "The shameful actions of a few do not represent the 99 percent of our men and women in uniform who are performing superbly," McClellan said. He contrasted the U.S. abuses, which are being investigated and could lead to criminal charges, with wrongdoing under the former Iraqi leader. "Saddam Hussein (news - web sites) encouraged and tolerated this kind of behavior — the U.S. does not," McClellan said.                                                                         Millions of computers worldwide hit by Internet worm, experts say

                                                                        PARIS (AFP) - Millions of computers have already been infected by a new Internet computer worm that caused disruptions over the weekend and may spread rapidly when businesses resume work Monday morning, experts warned.

                                                                        The worm, named Sasser, began to spread on Saturday, and unlike a virus does not travel through e-mails or attachments. It can spread by itself to any unprotected computer linked to the Internet.

                                                                         

                                                                        It attacks through a flaw in recent versions of Microsoft's Windows -- Windows 2000 (news - web sites), Windows Server 2003 and Windows XP (news - web sites) -- and causes the computer to shut down, then rebooting it, repeating the process several times. But it appears to do no lasting damage.

                                                                         

                                                                        The anti-virus company Panda Software said Sunday slightly more than three percent of the world's computers, around 18 million out of the estimated 600 million operating worldwide, were infected.

                                                                         

                                                                        For the moment the worm, the third major Internet infection this year after Mydoom.A in January and Bagle.B in February, does not appear to be a worldwide phenomenon. One American specialist reported only a few hundred computers infected, another did not rank Sasser in its 10 most common infections.

                                                                        Experts said they did not know who started the virus, but Alfred Huger, head of engineering at California-based computer security firm Symantec, said it was started deliberately by an individual.

                                                                        "Of that much we're sure," he said. "What we're not sure of is that individual's motives, because the virus is not doing any damage, and it's not installing a backdoor" which would give future access to other viruses.

                                                                        "We'll just have to wait and see," he said.

                                                                        "This worm is unlike previous ones in that it does not appear to be causing any damage to computers," said Huger. "It will slow your computer down, but there does not appear to be any direct damage to the hard drive.

                                                                              Allowing Iraq to possibly transfer weapons capability to terrorists was not a risk he was willing to take, Bush said. "Although we have not found stockpiles of weapons of mass destruction, we were right to go into Iraq," Bush said after inspecting a display of nuclear weapons parts and equipment, including assembled gas centrifuges for uranium enrichment, from Libya. The hardware was shipped here in March as part of an agreement with Moammar Gadhafi to end his country's nuclear weapons program. The president offered a broad new defense of the March 2003 invasion of Iraq three days after the release of a Senate report that harshly criticized unsubstantiated intelligence cited in the run-up to the war in Iraq, a crucial battle in the war on terrorism. The key U.S. assertions leading to the 2003 invasion of Iraq — that Saddam Hussein (news - web sites) had chemical and biological weapons and was working to make nuclear weapons — were wrong and based on false or overstated CIA (news - web sites) analyses, a scathing Senate Intelligence Committee report asserted Friday. Intelligence analysts fell victim to "group think" assumptions that Iraq had weapons when it did not, the bipartisan report concluded. Many factors contributing to those failures are ongoing problems within the U.S. intelligence community, which cannot be fixed with more money alone, it said. And Bush said his administration was doing everything possible to avert the attacks he said terrorists are now plotting.

                                                                              BAGHDAD, Iraq - Militants loyal to Abu Musab al-Zarqawi said Saturday they have kidnapped three Turkish workers and threatened to behead them in 72 hours, heightening tensions just ahead of a visit by President Bush (news - web sites) to Turkey.

                                                                              The latest in a series of abductions claimed by al-Zarqawi's movement — which has beheaded two previous hostages, an American and a South Korean — threatened to cast a shadow over a NATO (news - web sites) summit opening in Istanbul Monday, where Bush is seeking the alliance's help in stabilizing Iraq (news - web sites). The Arab television station Al-Jazeera aired a video issued by the kidnappers, showing the three Turks (news - web sites) identifying themselves in Turkish and telling their jobs in Iraq. In a statement with the video, al-Zarqawi's group, Tawhid and Jihad, threatened to behead the men in 72 hours unless Turkish companies withdraw from Iraq, an Al-Jazeera anchor said. The station received the tape Saturday, an employee at the station told The Associated Press. The message did not say when or where the three were abducted. It appeared the deadline was Tuesday, but the message did not specify what time it runs out. The abductions are likely to stoke anti-war sentiment in Turkey, where Bush is already extremely unpopular. Hours ahead of Bush's arrival in Ankara, police battled scores of protesters Saturday, eventually firing tear gas to disperse them. News of the new abduction came just as the body of Kim Sun-Il, a South Korean worker decapitated by al-Zarqawi's followers last week, were brought back to his hometown, Busan. His slaying has prompted nightly vigils in the Korean capital, Seoul, urging the government to call off its plans to send 3,000 troops to Iraq beginning in August. Last month, al-Zarqawi's group claimed responsibility for the beheading of American businessman Nicholas Berg. And on Thursday, fighters loyal to al-Zarqawi launched a wave of coordinated attacks in five cities in Iraq, battling with U.S. troops who eventually regained control but only after some 100 people, including three Americans were killed. The fighting came only days ahead of Wednesday's handover of sovereignty from Iraq's American occupiers to Allawi's government. Insurgents hit the offices of the Supreme Council of the Islamic Revolution in Iraq — one of the country's biggest Shiite parties — with shoulder-fired grenade-launchers, said party member Maitham Ibrahim. Three party members died and two were injured, hospital officials said.


                                                                              Gunmen also overran the offices of Allawi's political party, the Iraq National Accord, setting off an explosion that sent smoke and flames leaping from the building's third-story windows, witnesses said. No one was hurt. U.S. Maj. Neal O'Brien, spokesman of the 1st Infantry Division, said four guerrillas — one wearing an explosives-packed vest — also attacked Baqouba's blue-domed government building. Guards fired back, killing the four, he said. Two other insurgents died in an attack on a police station, O'Brien said. In Mahmoudiyah, 20 miles south of Baghdad, insurgents killed two Iraqi National Guardsmen in an ambush. Another police officer was killed in a separate attack there, said the director of the Mahmoudiyah general hospital, Dawoud al-Taei. Elsewhere, an American supply convoy made a wrong turn, mistakenly entering the Shiite holy city of Najaf, Gov. Adnan al-Zurufi said. Militiamen loyal to radical cleric Muqtada al-Sadr fired on the convoy, which didn't fire back. Two civilian bystanders were wounded. Najaf has been relatively quiet since an agreement several weeks ago to end clashes between U.S. soldiers and radical Shiite militiamen. In the capital, gunmen attacked a police station in the New Baghdad area but officers fought back in a rare show of force. The attackers fled, and police arrested three Iraqis, an Interior Ministry official said. Meanwhile, repair crews patched up the larger of two southern crude oil pipelines damaged by saboteurs and resumed pumping to offshore terminals, an official with the South Oil Company said Saturday. Hours after the pumping resumed, attackers blasted another small crude oil pipeline that feeds into domestic storage tanks, near the town of Latifiyah, about 30 miles south of Baghdad, said 1st Lt. Alaa Hussein. In the wave of violence ahead of Wednesday's transfer of sovereignty, most attacks have been directed at the ill-equipped Iraqi security forces — the foundation of the new government's power. The United States has recently issued about 55,000 armored flak jackets to Iraqi forces, a senior U.S. commander said on condition of anonymity. U.S. officials believe al-Zarqawi, a Jordanian extremist, is operating from Fallujah, which emerged as a virtual green zone for insurgents after U.S. Marines gave up their siege of the city in April having failed to rout rebels there. U.S. jets launched an airstrike against a suspected al-Zarqawi hideout in Fallujah on Friday — the third such strike in less than a week.

                                                                              unable to provide any assurances of the safety of travel to Libya by U.S.

                                                                              services to U.S. citizens.




                                                                              United Nations sanctions on Libya were lifted on September 12, 2003. Many
                                                                              U.S. sanctions, however, remain in place. Most financial and commercial
                                                                              transactions with Libya and designated persons by " U.S. persons" are
                                                                              prohibited, unless licensed by the U.S. Treasury Department's Office of
                                                                              Foreign Assets Control (OFAC). " U.S. person" means someone subject to the jurisdiction of the United States, including any U.S. citizen or lawful
                                                                              permanent resident of the United States, wherever located, or any person
                                                                              within the United States. This restriction also applies to corporations,
                                                                              partnerships and associations.

                                                                              OFAC has issued a general license for transactions relating to travel to,
                                                                              from, and within Libya and residence in Libya. The general license
                                                                              authorizes the purchase of airline tickets, hotel rooms, etc. However,
                                                                              certain restrictions on payments will continue to apply to these
                                                                              transactions; for example: while there are no restrictions on how payment
                                                                              may be made to travel service providers in the U.S. for any travel-related
                                                                              expenses, the use in Libya of credit cards and checks drawn on U.S. banks
                                                                              remains prohibited. Travelers should be prepared to engage in cash-only
                                                                              transactions while in Libya. Additionally, while in Libya, U.S. persons
                                                                              are authorized to open and maintain bank accounts at a financial
                                                                              institution in Libya to pay for maintenance, residence and travel-related
                                                                              transactions while in Libya.
                                                                              Americans who decide to travel to Libya despite this Travel Warning should

                                                                              NEW YORK - One photograph shows Iraqi prisoners, naked except for hoods covering their heads, stacked in a human pyramid, one with a slur written in English on his skin. That and other scenes of humiliation at the hands of U.S. military police that appear in photographs obtained by CBS News have led to criminal charges against six American soldiers.

                                                                              CBS says they were taken late last year at Abu Ghraib prison near Baghdad, where American soldiers were holding hundreds of prisoners captured during the invasion and occupation of Iraq (news - web sites). At least one of the six is also a prison guard in civilian life. In March, the U.S. Army announced that six members of the 800th Military Police Brigade faced court martial for allegedly abusing about 20 prisoners at Abu Ghraib. The charges included dereliction of duty, cruelty and maltreatment, assault and indecent acts with another person. In addition to those criminal charges, the military has recommended disciplinary action against seven U.S. officers who helped run the prison, including Brig. Gen. Janice Karpinski, the commander of the 800th Brigade, a senior military official said Wednesday in Baghdad. The investigation recommended administrative action against several of the commanders, which could include punishments up to relieving them of their commands, said the official, speaking on condition on anonymity.


                                                                              When the abuse charges were first announced, U.S. military officials declined to provide details about the evidence. But on Wednesday, at a news briefing in Baghdad, Brig. Gen. Mark Kimmitt said the investigation began in January when an American soldier reported the abuse and turned over evidence that included photographs.

                                                                              "That soldier said, 'There are some things going on here that I can't live with,'" said Kimmitt, who also confirmed that CBS had obtained the photographs. One picture shows an Iraqi prisoner who was told to stand on a box with his head covered and wires attached to his hands. CBS said the prisoner was told that if he fell off the box, he would be electrocuted. Other photos showed naked prisoners being forced to simulate sex acts.


                                                                              The Army ordered an investigation into the actions of 17 soldiers from the 800th Brigade, which is based in Uniondale, N.Y. Ten were investigated for criminal actions, six of whom were charged in March.
                                                                              The other seven were officers who faced an administrative investigation. Those officers have received copies of the probe and will now have the chance to rebut the claims, with a final decision expected within a month, the senior military official said. "We're appalled," Kimmitt said. "These are our fellow soldiers, these are the people we work with every day, they represent us, they wear the same uniform as us, and they let their fellow soldiers down."
                                                                              "If we can't hold ourselves up as an example of how to treat people with dignity and respect, we can't ask that other nations do that to our soldiers," Kimmitt said. "60 Minutes II" identified one of the implicated soldiers as Army Reserve Staff Sgt. Chip Frederick, who described to Rather what he saw in the Iraqi prison. "We had no support, no training whatsoever, and I kept asking my chain of command for certain things, rules and regulations, and it just wasn't happening," Frederick said.

                                                                              "60 Minutes II" reported Frederick will plead not guilty to charges including maltreatment and assault, claiming the way the Army operated the prison led to the abuse of prisoners. He also said he did not see a copy of the Geneva Convention rules for handling prisoners of war until after he was charged, the show reported.

                                                                              Former Iraqi prisoners told The Associated Press last November of mistreatment in detention, including beatings and punishments that included hours of lying bound in the sun.


                                                                              Amnesty International, the London-based human rights group, said in March that many former detainees in Iraq claimed to have been tortured and ill-treated by coalition troops during interrogation. Methods often reported, it said, included prolonged sleep deprivation, beatings, exposure to loud music and prolonged periods of being covered by a hood.


                                                                                Foreign Secretary Jack Straw said Thursday that British detectives would visit Libya on April 3 as part of the investigation into Fletcher's death. No one has yet been charged with her killing.
                                                                              Gadhafi's government also took responsibility for the Lockerbie bombing (news - web sites) and agreed to compensate relatives of the victims, a move that resulted in the lifting of U.N. sanctions against Libya.
                                                                              Libya's relations with the United States also have improved. In the highest-level meeting in decades, a U.S. envoy earlier this week gave Gadhafi a letter from President Bush (news - web sites) commending Libya's progress in eliminating weapons of mass destruction.

Jenkins ... is a deserter from the U.S. Army. He has been charged with extremely serious offenses," State Department spokesman Richard Boucher said. Boucher said the United States would act under the terms of a U.S.-Japanese agreement governing the American military presence in Japan. "The Status of Forces agreement gives us the right to request custody of Sgt. Jenkins, and we intend to request custody when we have a legal opportunity to do so" once Jenkins is in Japan, Boucher told a briefing. Jenkins, who the United States says deserted in 1965 while an Army sergeant and joined North Korea's propaganda machine, was reunited in Jakarta last week with his Japanese wife Hitomi Soga, whom he met after North Korean agents kidnapped her in 1978. "We do understand the Japanese government plans to bring Sgt. Jenkins to Japan later this week to undergo emergency medical treatment," Boucher said.
                                                                              "And the clarification is that in Indonesia there is no extradition treaty. In Japan, there is." The U.S. ambassador to Japan, Howard Baker, had said his government was sympathetic to Jenkins' health problems, and had left open the possibility that the United States might not seek immediate custody if he went to Japan for medical care.

Jenkins' travel to any country would not change the position of the U.S. He is charged with serious offenses under the Uniform Code of Military Justice (the U.S. military legal code), and those charges should be addressed through the appropriate military judicial or administrative process." Japanese Prime Minister Junichiro Koizumi, a staunch ally of the United States, said his government was working to enable Jenkins to receive treatment in Japan soon but the timing had not been decided.                                                                               WASHINGTON (Reuters) - U.S. soldiers accused of abusing Iraqi prisoners were following orders and are being used as scapegoats to protect their superiors, the wife of one of the soldiers and the lawyer for another said on Tuesday.

                                                                              Martha Frederick defended her husband, a soldier who faces prosecution for the abuse of Iraqis at the Abu Ghraib prison near Baghdad. "He was told to do these things and when he did them he thought that he was doing them in the sense of national security," Frederick said. The U.S. military has brought charges of assault, cruelty and maltreatment against six soldiers, members of a military police battalion. It has also reprimanded six officers in connection with abuses at the Abu Ghraib prison after photographs were broadcast around the world showing naked Iraqi prisoners stacked in a pyramid or positioned to simulate sex acts. In e-mails to his wife, Staff Sgt. Ivan Frederick questioned some of the abuses he witnessed, such as leaving inmates naked in their cells or making them wear female underwear and handcuffing them to the doors of their cells. "He questioned it from my understanding and he even tried to come up with some rules knowing that pretty much this was something he did not normally do," said his wife in an interview on NBC's "Today" show. She complained her husband was being thrust into the limelight while others were protected. "Those who are responsible are standing behind the curtain and watching him take the fall for it. It's almost like being a pawn in a chess game," she said.

                                                                              'STAGED PICTURES'

                                                                              Houston lawyer Guy Womack, who is representing reservist Charles Graner in the abuse case, said his client should not be court-martialed and that pictures taken of him abusing Iraqi prisoners were staged. "You court-martial the right person. You don't court-martial the soldier who is following orders. He was under the command and the direction of intelligence officers, both military and civilian," Womack told NBC's "Today" show. Graner, who was a corrections officer at a North Carolina prison, was on duty in Iraq (news - web sites) for a military police unit. Womack said the pictures were staged and part of the psychological manipulation of prisoners, adding that his client was told to smile for the camera along with a female soldier who was pointing at a prisoner's genitals. "These pictures themselves are abhorrent, but you have to put them in context," Womack said. Reserve Brig. Gen. Janis Karpinski, who oversaw prison facilities in Iraq, said she took responsibility for some of what had happened but pointed out military intelligence was in charge of interrogations -- not the military police under her command. Her lawyer, Neal Puckett, told CNN, "What's clear in all of this and what's apparently yet to be investigated is that the military intelligence personnel were the folks that had complete, exclusive control over what went on in the interrogation rooms." Democratic Sen. Jeff Bingaman called for a congressional investigation into the abuse and asked when U.S. military leaders had become aware of what was going on at the prison.


                                                                              "Clearly we need to know what the secretary of defense knew at what point and what he did about it; the same with the head of the Joint Chiefs; the same with the president. We need to know what was the response of our government to this horrendous set of facts once they got them," said the New Mexico senator.

                                                                              The Jordanian-born terrorist claimed responsibility for coordinated attacks in other Iraqi cities that killed more than 100 people Thursday — less than a week before Iraq (news - web sites)'s new government takes power. Insurgents set off car bombs and seized police stations in an offensive aimed at creating chaos before the handover. "Wherever and whenever we find elements of the Zarqawi network, we will attack them," a military statement said of the strike. As the situation worsened, Iraq's interim vice president warned that a drastic deterioration in the country's security could result in the implementation of emergency measures or martial law — however undesirable that may be in a democratic society. "Announcing emergency laws or martial law depends on the nature of the situation. In normal situations, there is clearly no need for that (step)," Ibrahim al-Jaafari, a Shiite and member of the Islamic Dawa Party, told The Associated Press in an interview. U.S. and Iraqi forces regained control in heavy fighting and American forces set up checkpoints around Iraq to intercept weapons, guerrillas and bombs. They fear that al-Zarqawi, the militant who claimed responsibility for the offensive, plans a string of car bombings in Baghdad, said Col. Michael Formica, commander of the 1st Cavalry Division's 2nd Brigade.


                                                                              A large number of victims from Thursday's attacks were killed in simultaneous car bombings in Mosul, but some also died as U.S. troops battled the guerrillas. The U.S. military responded with heavy firepower, dropping 11 500-pound bombs and a 2,000-pound bomb. The assaults were launched Thursday morning, when black-clad guerrillas attacked police stations and government complexes in Baghdad, Baqouba, Mosul, Ramadi and Mahaweel. U.S. troops and insurgents traded heavy fire on the outskirts of Fallujah, where explosions were also heard early Friday. The heaviest fighting was in Baqouba, northeast of the capital, where guerrillas shot their way into a government office complex, seized two police stations and destroyed the home of the provincial police chief. The stations were recaptured later, said Maj. Neal O'Brien of the 1st Infantry Division on Friday. Two American soldiers died in the Baqouba fighting, the 1st Infantry Division said. Insurgents also attacked a police station in a Baqouba suburb late Thursday, killing three officers and injuring one, said Dr. Nassir Jawad, who is in charge of the Baqouba morgue. Isolated skirmishes were also reported into Thursday evening, O'Brien said Friday. But the day's worst bloodshed came in Mosul — the country's northern metropolis often touted as a success story in restoring order in Iraq — where the U.S. military said 62 people were killed, including a U.S. soldier, and more than 220 people were wounded. Most died when at least four car bombs rocked the police academy, two police stations and the al-Jumhuri hospital. U.S. troops recaptured the Sheik Fathi police station in a hail of gunfire, and Iraqi troops raided a nearby mosque used by insurgents, the U.S. military said. Mosul's governor imposed an overnight curfew. Al-Zarqawi's followers claimed responsibility for Thursday's attacks in a statement posted on an Islamic Web site often used by his Tawhid and Jihad movement. The statement said the "occupation troops and apostates" — meaning Iraqi police — "were overwhelmed with shock and confusion." Al-Zarqawi earlier claimed responsibility for the kidnappings and beheadings of American businessman Nicholas Berg and South Korean hostage Kim Sun-il, and an audiotape released Wednesday purporting to be by al-Zarqawi threatened to kill Iraq's prime minister. Analysis showed it likely was al-Zarqawi's voice, a CIA (news - web sites) official said.

Rumsfeld, but White House aides said the president let the secretary know he was not satisfied with the way he was informed about the unfolding controversy. In particular, Bush was unhappy he was not told about incriminating pictures before they were shown on television or about a 2-month-old Pentagon (news - web sites) report before it turned up in the news.

                                                                              Bush also said he learned of the photographs of the alleged abuse when the rest of the world did.                                                                               The difficulty of Bush's task became clear in the first question of a television interviewer who said the evidence of torture made many Arabs believe that the United States was no better than Saddam Hussein (news - web sites)'s government, notorious for torture and murder. The president murmured under his breath at the comparison.

                                                                               

                                                                              Bush said the abuses were "terrible" for America's image abroad. "I think people in the Middle East who want to dislike America will use this as an excuse to remind people about their dislike," he told Al-Arabiya television, a satellite channel based in Dubai, United Arab Emirates, that is popular around the Arab world.

                                                                               

                                                                              Six months before the U.S. election, the prisoner-abuse controversy poses a major problem for Bush, already on the defensive about rising American casualties and persistent violence.                                                                               Angry lawmakers called Rumsfeld to Capitol Hill to testify on Friday while Senate leaders — Republicans and Democrats alike — discussed a Senate resolution to condemn the abuses.                                                                               Separately, the administration asked Congress for an additional $25 billion for U.S. operations in Iraq and Afghanistan, a change from the White House's earlier plans not to seek such money until after the November elections.

                                                                               

                                                                              Sen. John Kerry (news - web sites), Bush's Democratic rival, said the president's remarks were not enough. "The president of the United States needs to offer the world an explanation and needs to take appropriate responsibility," he said. "And if that includes apologizing for the behavior of those soldiers and what happened, they ought to do that."

                                                                               

                                                                              Bush said that what happened at Abu Ghraib was "more than an allegation, in this case, actual abuse — we saw the pictures. There will be a full investigation."

                                                                              While Bush did not offer an apology, Condoleezza Rice (news - web sites), his national security adviser, had said Tuesday that "we are deeply sorry for what has happened," and the commander of U.S.-run prisons in Iraq, Maj. Gen. Geoffrey Miller, apologized Wednesday for the "illegal or unauthorized acts" of U.S. soldiers.

                                                                               

                                                                              "We've already said that we're sorry for what occurred and we're deeply sorry to the families and what they must be feeling and going through as well," White House press secretary Scott McClellan said.                                                                               Asked why Bush himself had not apologized, McClellan said: "I'm saying it now for him."

                                                                              There was mixed reaction in the region to Bush's remarks.

                                                                              "Bush's statements today will not restore the dignity which the tortured detainees lost," said Sari Mouwaffaq, a Baghdad mechanic. "Bush's apology, or his attempt to find excuses, has no value to us."

                                                                              Sami Ibrahim, a 24-year-old Egyptian real estate agent, said, "I won't believe what he says. I don't trust their intentions anyway."

                                                                              But Raad Youssef, a 49-year-old teacher in Baghdad, said that during Saddam's rule, "there were many genocides that were committed and nobody dared to reveal them at that time and now officials of the former regime did not try to apologize.                                                                                 LONDON - Police conducted anti-terrorism raids in London and several towns Tuesday, arresting 13 people believed involved in preparing terrorist acts.


                                                                                London's Metropolitan Police said the afternoon and evening arrests were "part of a pre-planned, ongoing intelligence-led operation." The men were detained "on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism," the police statement said, without elaborating.
                                                                                The arrests were in northwest London, the suburban area of Bedfordshire, the town of Luton in the Hertfordshire area just outside the capital, and the town of Blackburn, in the northernwestern region of Lancashire. The suspects, who are all in their 20s and 30s, will be brought to a central London police station for questioning by anti-terrorism officers, police said. They declined to specify the men's nationalities. Police said the investigation leading to the arrests had been underway for some time and did not say whether they were linked to the terror threats disclosed by American authorities Sunday to financial industry buildings in New York, Washington D.C., and Newark, N.J. Pakistan's information minister said Monday his country found plans for new attacks against the United States and Britain on a computer seized during the arrest last month of a senior al-Qaida suspect wanted for the 1998 U.S. embassy bombings in East Africa. While British authorities say the threat from terrorism remains high, they have not warned of any specific threat like that announced in the United States. The intelligence behind the latest U.S. terror warnings was as much as four years old, and law enforcement officials are trying to determine whether the plot was current, with terrorists still trying to organize such an attack. Police will have up to two weeks to hold the men before deciding whether to charge them, but courts grant that permission only a few days at a time. Suspects arrested in previous anti-terrorism raids have often been released without charge before the two weeks expire.

                                                                                The "enhanced interrogation techniques," as the CIA calls them, include feigned drowning and refusal of pain medication for injuries. The tactics have been used to elicit intelligence from al Qaeda leaders such as Abu Zubaida and Khalid Sheik Mohammed.

                                                                                Current and former CIA officers aware of the recent decision said the suspension reflects the CIA's fears of being accused of unsanctioned and illegal activities, as it was in the 1970s. The decision applies to CIA detention facilities, such as those around the world where the agency is interrogating al Qaeda leaders and their supporters, but not military prisons at Guantanamo Bay, Cuba, and elsewhere.

                                                                                "Everything's on hold," said a former senior CIA official aware of the agency's decision. "The whole thing has been stopped until we sort out whether we are sure we're on legal ground." A CIA spokesman declined to comment on the issue. CIA interrogations will continue but without the suspended techniques, which include feigning suffocation, "stress positions," light and noise bombardment, sleep deprivation, and making captives think they are being interrogated by another government. Asked yesterday about the memo's circulation to a wider group of officials than previously known, White House spokeswoman Erin Healy replied in an e-mail: "It would not be uncommon for the Department of Justice (news - web sites) to discuss issues with lawyers throughout the administration. Regardless, the President's policy is very clear. He expects detainees to be treated in a manner consistent with our laws, treaties and values. The President has spoken out against torture, he has never authorized it, nor will he. As we have said, portions of the memo are overbroad and the Department of Justice is reviewing it." The legal debate over CIA interrogation techniques had its origins in the battlefields of Afghanistan (news - web sites), secret counterterrorism operations in Pakistan and in President Bush (news - web sites)'s decision to use unconventional tools in going after al Qaeda.


                                                                                The interrogation methods were approved by Justice Department and National Security Council lawyers in 2002, briefed to key congressional leaders and required the authorization of CIA Director George J. Tenet for use, according to intelligence officials and other government officials with knowledge of the secret decision-making process.
                                                                                When the CIA and the military "started capturing al Qaeda in Afghanistan, they had no interrogators, no special rules and no place to put them," said a senior Marine officer involved in detainee procedures. The FBI (news - web sites), which had the only full cadre of professional interrogators from its work with criminal networks in the United States, took the lead in questioning detainees.
                                                                                But on Nov. 11, 2001, a senior al Qaeda operative who ran the Khaldan paramilitary camp in Afghanistan was captured by Pakistani forces and turned over to U.S. military forces in January 2002. The capture of Ibn al-Shaykh al-Libi, a Libyan, sparked the first real debate over interrogations. The CIA wanted to use a range of methods, including threatening his life and family. But the FBI had never authorized such methods. The bureau wanted to preserve the purity of interrogations so they could be used as evidence in court cases. Al-Libi provided the CIA with intelligence about an alleged plot to blow up the U.S. Embassy in Yemen with a truck bomb and pointed officials in the direction of Abu Zubaida, a top al Qaeda leader known to have been involved with the Sept. 11 plot.
                                                                                A former senior Justice Department official said interrogation techniques for "high-value targets" were reviewed and approved on a case-by-case basis, based partly on what strategies would work best on specific detainees. Justice lawyers suggested some limitations that were adopted, the former official said. The former official, who spoke on the condition of anonymity because of the sensitivity of the issue, said the administration concluded that techniques did not amount to torture if they did not produce significant physical harm or injury. However, interrogators were allowed to trick the detainees into thinking they might be harmed or instructed to endure unpleasant physical tasks, such as being forced to stand or squat in stress positions. "Clearly, that is not considered torture," the former Justice official argued. "It might be unpleasant and it might offend our sensibilities in most situations, but in these situations they were necessary and productive."
                                                                                At the same time, the former official said, "we never had a situation where we said, 'You can do anything you want to.' We never, ever did that. We were aggressive, but our people were very scholarly and lawyerlike."

                                                                                RIYADH, Saudi Arabia - A firebrand cleric who issued religious decrees for an al-Qaida-linked terrorist group was killed Wednesday during a car chase and shootout with police that also killed a policeman.

                                                                                Al-Roshoud has called for a holy war against the Saudi royal family and Western interests in the Persian Gulf. He is the latest high-ranking member of an al-Qaida-linked group killed in Saudi Arabia's crackdown on homegrown militants following a spate of terrorist attacks on Saudi soil. A former high school professor of Islamic studies, al-Roshoud was known for writing statements on Islamic Internet sites and issuing fatwas, or religious edicts, justifying terrorist attacks against the Saudi government and foreign influences in the kingdom. With his death, at least 10 of the 26 militants on a state-issued most wanted list have been killed, including the June 18 slaying of Abdulaziz al-Moqrin, al-Qaida's leader in Saudi Arabia.
                                                                                The Interior Ministry statement, carried by the official Saudi Press Agency, said police first noticed several suspicious people carrying weapons as they left a safe house also used for making explosives and got into a car in the northern Riyadh suburb of King Fahd. Security forces called on the men to stop, the statement said, but they refused and shot at the police, who returned fire. ... During the past year, Saudi Arabia has been rocked by suicide bombings, gunbattles and kidnappings targeting foreign workers. The attacks have been blamed on al-Qaida and sympathizers of the anti-Western terror network headed by Saudi dissident Osama bin Laden (news - web sites).
                                                                                The most recent attack was the June 12 kidnapping of American engineer Paul M. Johnson, Jr., who was decapitated after the government rejected a demand to release all detained militants in the oil-rich country.

It was the second statement in a week by the Tawhid Islamic Group, a previously unknown group which on Wednesday threatened attacks in Bulgaria and Poland if their troops remained in Iraq. "We call upon you to leave Iraq before your country turns to pools of blood," the statement warned the Australian government.

                                                                                BAGHDAD, Iraq - A defiant Saddam Hussein (news - web sites) rejected accusations of war crimes and genocide in court Thursday, telling a judge in his first public appearance since his capture that the real "criminal" was President Bush (news - web sites).


                                                                                Finger-Jabbing Saddam Defies Iraqi Tribunal


                                                                                Saddam was handcuffed when brought to the court but the shackles were removed for the 26-minute arraignment at Camp Victory, one of his former palaces on the outskirts of Baghdad.

                                                                                "I am Saddam Hussein, the president of Iraq (news - web sites)," Saddam said unprompted, sitting down in a chair facing the judge on the other side of a wooden railing. When asked his name, he repeated it in full: "Saddam Hussein al-Majid, president of Iraq."


                                                                                The appearance, broadcast on Arab satellite television stations, gave Iraqis their first look at the former dictator since his capture by the U.S. military seven months ago. They saw a Saddam whose mood ranged from nervousness and exasperation to contempt and defiance — even flashes of anger. At times, he seemed to lecture the young judge. Unaccompanied by a lawyer, Saddam refused to sign a list of charges against him unless he had legal counsel, and he questioned the court's jurisdiction.
                                                                                "Please allow me not to sign until the lawyers are present. ... Anyhow, when you take a procedure to bring me here again, present me with all these papers with the presence of lawyers. Why would you behave in a manner that we might call hasty later on?" he said.
                                                                                Saddam also accused the White House of orchestrating the hearing. "You know that this is all a theater by Bush, the criminal, to help him with his campaign," he said. White House spokesman Scott McClellan said Bush watched a televised replay of the hearing.
                                                                                The 67-year-old Saddam appeared most agitated when the subject came to the invasion of Kuwait — one of the broad charges against him.
                                                                                "The armed forces went to Kuwait," Saddam said. "Is it possible to raise accusations against an official figure and this figure be treated apart from the official guarantees stipulated by the constitution and the law? Where is this law upon which you are conducting investigations? "How could Saddam be tried over Kuwait that said it will reduce Iraqi women to 10-dinar prostitutes? " Saddam asked, referring to himself in the third person. "He defended Iraq's honor and revived its historical rights over those dogs." At this point, the judge admonished him and said he would not tolerate such language in the courtroom.

                                                                                A formal indictment with specific charges is expected later, said Salem Chalabi, director of the Iraqi Special Tribunal. Those were expected to include war crimes, genocide and crimes against humanity. The trial is not expected until 2005.


                                                                                In Amman, Jordan, lawyers claiming to represent Saddam expressed outrage they were not at his side for the hearing.

                                                                                "This is tyranny and absolute cruelty," said Ziad al-Khasawneh, who said he was hired by Saddam's wife, Sajidah. "How can this be called a fair trial if President Saddam Hussein, may God bless him, was denied his basic right to a lawyer?" Saddam wore a charcoal-colored, pinstriped jacket with a white shirt open at the collar, and black trousers and shoes. He often stroked his trimmed, gray-and-black beard and had heavy bags under his eyes. He sat calmly, gesturing with his hands while addressing the court and sometimes taking notes on a piece of yellow paper. His appearance was in sharp contrast to video taken of him after his December capture, when he looked heavier, his beard was longer and his hair was gray and unkempt. Saddam was flown by helicopter from an undisclosed location and driven to a courtroom on a U.S. base. He was led from an armored bus escorted by two Iraqi guards and ushered through a door guarded by six more Iraqi police. The bus was escorted by four Humvees and an ambulance. Saddam arrived in a blue jumpsuit, but was given a suit to wear that came off the rack from a Baghdad store — attire that would not be humiliating but also not flashy. Saddam was heard before he was seen, his chains clanking as he walked down the corridor. When he first sat down, he was visibly nervous — his eyes roving left to right. He was particularly interested in the Iraqis in the room, especially Chalabi and National Security Adviser Mouwafak al-Rubaie, who were to his right. He used his hands constantly, poking the air, dragging a thumb across his eyebrow, brushing a fly from his cheek. When asked if he could afford a lawyer, Saddam retorted: "The Americans say I have millions hidden in Switzerland. How can I not have the money to pay for one?" At one point, according to a commentary by Arab broadcaster Al-Jazeera, Saddam asked the judge whether he would be tried under laws from his rule. Saddam told the court that the U.S.-led forces in Iraq were not "coalition troops but invasion troops," according to Al-Jazeera. Saddam insisted the judge refer to him as the "president of the Republic of Iraq" because "this would be respecting the will of the people."


                                                                                "Unfortunately, they are already being unfair to Iraqi journalists," Rahman said afterward, noting that some U.S. television reporters were allowed inside in addition to the pool. Saddam and 11 of his top lieutenants were transferred to Iraqi custody Wednesday. They no longer are prisoners of war but are still locked up, with U.S. forces as their jailers. "The next legal step would be that the investigations start proper with investigative judges and investigators beginning the process of gathering evidence," Chalabi said. "Down the line, there will be an indictment, if there is enough evidence — obviously, and a timetable starts with respect to a trial date." President Ghazi al-Yawer told an Arab newspaper that Iraq's new government has decided to reinstate the death penalty, which was suspended during the U.S. occupation. U.S. and Iraqi officials hope the trial will lay bare the atrocities of Saddam's regime and help the country recover from years of tyranny, the U.S.-led invasion and the insurgency that blossomed in its aftermath. But the trial could also widen the chasm among Iraq's disparate groups — Kurds, Shiites and Sunnis. "It's going to be the trial of the century," al-Rubaie told Associated Press Television News. "Everybody is going to watch this trial, and we are going to demonstrate to the outside world that we in the new Iraq are going to be an example of what the new Iraq is all about." Wednesday's transfer of legal custody took place in secret. Chalabi said the defendants were individually informed of the change in their status to criminal suspects. "Some of them looked very worried," Chalabi said of the other defendants, who include former Deputy Prime Minister Tariq Aziz, the regime's best-known spokesman in the West; Ali Hasan al-Majid, known as "Chemical Ali"; and former Vice President Taha Yassin Ramadan. The initial proceedings took place in secret because of fears that insurgents, many of them Saddam supporters, might exact revenge on participants. Issam Ghazawi, a member of Saddam's defense team, said he received threats in a telephone call Wednesday from someone promising that anyone trying to defend Saddam would be "chopped to pieces." U.S. officials had hoped to delay proceedings against Saddam until the Iraqis set up a special court and trained a legal team. But Prime Minister Iyad Allawi, whose government regained sovereignty Monday, insisted on taking legal custody of Saddam quickly. The Americans agreed on condition they keep custody of him. Trying Saddam and top regime figures presents a major challenge to the Iraqis and their American backers.

                                                                                However, the turmoil of the past 14 months has led to a longing for the stability and order of the ousted dictatorship, at least among Sunni Arab Muslims who now feel threatened by the possibility of a Shiite-dominated government. "Saddam Hussein was a national hero and better than the traitors in the new government," a resident of Saddam's Sunni-dominated hometown of Tikrit told APTN, refusing to give his name. In Fallujah, an insurgent stronghold west of Baghdad, resident Ammar Mohammed said the Americans should be put on trial first because they "killed thousands of Iraqis in one year of occupation."

                                                                                Insurgents bent on undermining Iraq's interim government fired several mortar rounds in the capital just after dawn, killing an Iraqi civilian and wounding 14 foreign soldiers. Guerrillas have snatched a dozen foreigners in the past week and threatened to kill them, piling pressure on foreign forces and firms to leave Iraq as a 15-month insurgency shows no sign of abating. Among them was an Egyptian diplomat -- released overnight having been seized as he left a Baghdad mosque last Friday -- who said his captors had apologized and given him gifts when they freed him. Speaking on a visit to Hungary, which has sent 300 troops to Iraq, Powell called on allies to stay the course. "Democracy is hard. Democracy is dangerous. And this is the time for us to be steadfast, not get weak in the knees," Powell said in a Hungarian television interview at the start of a week- long tour of Europe and the Middle East. "We must not allow insurgents, those who will use bombs and kidnapping and beheadings, to triumph." The United States has insisted its troop coalition in Iraq was strong despite the departure last week of the Philippines, which pulled out to save the life of a Filipino hostage. It joined Spain, the Dominican Republic, Nicaragua and Honduras as nations that have left what was once a 34-member coalition.

                                                                                Hostages from India, Kenya, Egypt, Pakistan and Jordan, mainly truck drivers, have been seized in the past week. The United States, Australia and Iraqi officials have accused Manila of encouraging more abductions with its pull-out. Egyptian diplomat Mohamed Mamdouh Qutb, the number three in Egypt's embassy, said he was taken because his captors had objected to Cairo hosting a visit last week by interim Iraqi Prime Minister Iyad Allawi. "At the beginning they threatened to kill me. But later they apologized and at the end they gave me a string of prayer beads and a dagger as presents," Qutb told Reuters. "I think it was a vivid experience," he said. "I just hope it doesn't happen again." Insurgents fired several mortars in Baghdad near the Green Zone compound that houses the interim government and the U.S. embassy. The area is regularly targeted by guerrillas. A U.S. military spokesman said he had no information on the nationalities of the wounded troops, or where they were when the attack happened. Many American soldiers are based in the zone. "It's not right, young men are being killed every day. For what?" wailed an elderly woman at the scene where the Iraqi civilian was killed.

                                                                                AUSTRALIA REFUSES TO APOLOGIZE Dozens of foreigners have been taken hostage since April. Some have been freed, but at least six have been killed by their captors, four of them by beheading. Three Indians, three Kenyans and an Egyptian were taken hostage in one group. Other hostages include two Pakistanis and two Jordanians. Nearly two dozen countries have had to deal with kidnappings since April. Their dilemmas have sparked some testy exchanges with the United States and its allies, especially Australia. The Australian government refused to apologize to Spain and the Philippines on Tuesday after blaming them for encouraging militants to issue threats by withdrawing troops from Iraq. Foreign Minister Alexander Downer said both countries needed "to face up to the truth" that they were being exploited. Spain summoned Australia's ambassador in Madrid on Monday to protest at Downer's comments over the past two days.

                                                                                    WASHINGTON - President Bush (news - web sites) on Thursday disputed the Sept. 11 commission's finding that there was no "collaborative relationship" between Saddam Hussein (news - web sites) and the al-Qaida terrorist network responsible for the attacks.

                                                                                    "There was a relationship between Iraq (news - web sites) and al-Qaida," Bush insisted following a meeting with his Cabinet at the White House. "This administration never said that the 9-11 attacks were orchestrated between Saddam and al-Qaida," he said. "We did say there were numerous contacts between Saddam Hussein and al-Qaida, for example, Iraqi intelligence agents met with (Osama) bin Laden, the head of al-Qaida in Sudan." The independent commission investigating the Sept. 11 attacks said Wednesday that no evidence exists that al-Qaida had strong ties to Saddam Hussein. Although bin Laden asked for help from Iraq in the mid-1990s, Saddam's government never responded, according to a report by the commission staff based on interviews with government intelligence and law enforcement officials. The report asserted that "no credible evidence" has emerged that Iraq was involved in the Sept. 11 strikes.

                                                                                      SALT LAKE CITY - Former patients at a psychiatric hospital where Mark Hacking worked as an orderly said Hacking, who is accused of killing his wife, insisted patients call him "Franz" although they knew his real name.

                                                                                      The two former patients, one speaking on condition of anonymity, also told The Associated Press that Hacking once ran unauthorized group therapy sessions. Hacking, 28, is in jail and accused of killing his wife and disposing of her body in a garbage bin. Lori Hacking, 27, is believed by authorities to have discovered that her husband had been lying for years about his education and plans to become a doctor. The couple had packed for a move to a North Carolina medical school where, it turns out, he wasn't enrolled. Hacking's family was astonished to discover he had also been lying about having graduated from college. The University of Utah said Friday that Hacking ran group "activities," not therapy sessions, although the former patients recalled Hacking relishing a role as therapist — asking about their concerns and taking notes on their behavior. They said he acted "like a person in authority" and rewarded them with cigarette breaks. Former patient Nedzad "Ned" Rosic said Hacking was known as a "psych tech" but acted as a therapist while "shaving his head and pretending to be Franz." Hospital officials confirm Hacking wore a "Franz" name tag but say it wouldn't have been officially issued. "Apparently there was a period, taking off on a 'Saturday Night Live' skit, when he introduced himself as `Franz,'" said University of Utah hospital spokeswoman Ann Brillinger. "Hans and Franz" was a skit featuring a pair of narcissistic bodybuilders. Administrators at the University Neuropsychiatric Institute refused to take calls from the AP on Hacking's conduct on the job he resigned July 23. Brillinger said Friday she was providing answers she obtained from institute staffers she didn't identify. Hacking was licensed by Utah as a health care assistant, a position equivalent to his job title at the institute, which was psychiatric technician, Brillinger said. Such employees work under the direction of nurses and deal with patients' basic needs, but aren't allowed to provide counseling, Brillinger said. Hacking also went by another alias, Jonathan Long, giving it to officials when his family admitted him at the University of Utah Medical Center psychiatric ward. The hospital is not where Hacking worked. Hacking was admitted the night after the search for his wife began, after police found him running around naked in sandals outside a motel where he had taken a room. Salt Lake police are searching for Lori Hacking's remains at a municipal landfill. Two of Hacking's brothers who visited him at the psychiatric ward July 24 said he confessed to them to having killed his wife and putting her body in the trash. Hacking's attorney, Gil Athay, has said he will raise the issue of mental illness and challenge his client's confession to relatives. Lori Hacking's father, Eraldo Soares, issued a statement Friday expressing outrage with the apparent "cold-blooded" murder of his adopted daughter and assailing her husband's "selfish and shameful" deceptions.

                                                                                      The ballots have yet to be counted, much less recounted. But attorneys for President Bush (news - web sites) and John F. Kerry are already engaged in an intense legal battle for the presidency that could once again give the courts a say in who is declared the winner.

                                                                                      With less than two weeks to go before Election Day, an unprecedented number of lawsuits challenging basic election rules are pending in many of the battleground states. Both sides are in the final stages of training thousands of lawyers who will descend on the polls on Nov. 2 to watch for voter fraud or intimidation. Each campaign has teams of attorneys ready in the event of a recount in one or more states. Both are hitting up donors to pay the legal tabs in case there is a disputed outcome that leaves the winner in doubt after the polls close. Four years after the election between Bush and then-Vice President Al Gore (news - web sites) deadlocked in Florida and produced a 36-day legal whirlwind ultimately decided by the U.S. Supreme Court (news - web sites), courtroom battles have become as routine a part of the campaign as rallies and television ads. The result, experts say, is a race shaping up to be the most litigious in U.S. history. "Bush v. Gore really let the genie out of the bottle," said Richard L. Hasen, an election law professor at Loyola Law School in Los Angeles. "Election law has become just another part of the political strategy of the parties." Both sides say they have assembled what amounts to the largest virtual law firms in the country, relying on new volunteers as well as old hands who cut their teeth in the 2000 recount. In Florida, the Kerry team is headed by Miami lawyer Steven Zack, whose partner, David Boies, argued Gore's case before the U.S. Supreme Court in 2000. Bush's Florida team is headed by Hayden Dempsey, who in 2000 worked as a lawyer for Florida Gov. Jeb Bush. Barry Richard, a Tallahassee lawyer who argued Bush's case before the Florida Supreme Court (news - web sites) four years ago, is on tap to defend the president again if necessary. Nationwide, the Democrats plan to have more than 10,000 lawyers standing by at the polls in battleground states to identify and address voting problems, particularly in the heavily minority precincts that saw a disproportionate number of ballots discarded in 2000. About 2,000 lawyers will be stationed in Florida alone, Democrats say. With memories of Palm Beach County's infamous "butterfly ballot" still fresh, the legal team is scrutinizing ballot designs and has money set aside for conducting a public education campaign should a confusing ballot layout make that necessary. Meanwhile, Democratic legal specialists are ready to wage recount battles in as many as five states at once. The Kerry campaign said it has raised more than $3 million for legal expenses. "This has been one of the top, if not the top, priorities," said the Kerry campaign's general counsel, Marc Elias. "The legal team is satisfied that we are working for a candidate who will not shy away from a full engagement with the other side." Republicans say they will have lawyers covering 30,000 precincts who will be prepared to challenge at the polls the eligibility of voters whose registrations seem suspect. The GOP has assigned its state party organizations to lead the effort. In Florida, Dempsey said he is primarily concerned with ensuring that fraud and illegal voting by felons do not dilute the votes of those eligible to cast ballots. Republican sources say Dempsey will command a core team of about 265 lawyers, but he is not saying. "I have no doubt that we will have more than enough," he said. "If we go into a recount situation, we are far better prepared to respond than before." And although Bush-Cheney general counsel Tom Josefiak said in an interview that "this election needs to be decided by the voters, not a bunch of lawyers," in a fundraising letter he sent out over the weekend he implored donors to "make sure we have the resources to defend the outcome of this election if it comes under attack." The GOP would not say how much it has raised. Not surprisingly, the legal efforts have provided both sides with political fodder. Democrats point to a history of Republican "ballot integrity" initiatives and charge that the GOP is trying to intimidate black voters, who overwhelmingly support Kerry over Bush. Republicans counter that the Democrats are cynically using the issue of minority-vote suppression to motivate their political base, pointing to a party handbook that advises lawyers to mount "preemptive strikes" to raise awareness about past voter intimidation efforts even in places where none currently exists. Democrats have been particularly aggressive in the pre-Election Day legal skirmishing. By filing lawsuits now, Democrats say, they hope to avoid a recount altogether. "We're going to protect our vote, and by doing that, we think we'll win," said Bob Bauer, the Democratic Party's national counsel for voter protection. Lawsuits filed by the party and Democratic interest groups in Florida and Ohio, another critical state, seek to prevent local election officials from rejecting thousands of incomplete registrations. The lawsuits contend that in both states, Republican election chiefs are requiring that forms contain information that is irrelevant to determining a voter's eligibility. The parties are also fighting over "provisional ballots" given to people who show up at the polls and do not find their names on voter rolls. The Help America Vote Act passed by Congress in 2002 required that those ballots be counted if it can be determined after Election Day that the voters were eligible. A number of Republican election chiefs have decided that those ballots should be counted only if they are cast in the voters' proper precincts. Democrats, who contend that provisional ballots will be used mainly by poor and minority voters who tend to move a lot, have sued in several states. Some federal courts have upheld those rules, but others, including one in Michigan yesterday, have sided with the Democrats in ruling that the provisional ballots should be counted regardless of where they are cast. Both sides are keeping an eye on Colorado, where a ballot initiative could change the way that state's nine electoral votes are allocated, from a winner-take-all approach to one that divvies them up based on the popular vote. If the presidential election comes down to Colorado's electoral votes, they say, a legal battle to decide the presidency could once again land at the door of the U.S. Supreme Court. The effort is not confined to the two parties. A coalition of civil rights groups have put together an "Election Protection" program to deploy 6,000 lawyers and law students to assist minority voters. And the Republican National Lawyers Association, which is not formally affiliated with the GOP, has trained about 1,000 lawyers to watch out for unlawful activities at the polls. The fact that some of the rules are still in flux so close to the election has some experts concerned that poll workers could add to the chaos of Election Day by giving voters incorrect information. Add that to all the lawyers who will be at the polls, said Doug Chapin, director of electionline.org, a group that tracks election reform, and "it's going to be impossible to get through Election Day without some kind of major problem somewhere."

                                                                                      WASHINGTON - Some members of Congress got flu shots before they headed home to campaign this month, despite the vaccine shortage. They were following the advice of the Capitol physician.
                                                                                      While new federal guidelines encourage healthy adults to skip a shot this year, dozens of lawmakers — 35 in the Senate alone — are 65 or older. Older people and very young children are most at risk for severe complications from the flu. Capitol physician John Eisold considers all lawmakers prime candidates for getting and spreading the flu because of all the time they spend visiting retirement homes, holding babies and shaking hands, said a spokesman for Eisold. So even though President Bush (news - web sites) said he would forgo a flu shot this year because of the shortage, Eisold urged lawmakers to get their shots before they left Washington. The Capitol received less than 2,000 doses of vaccine at the end of September, before British authorities barred Chiron Corp. from shipping millions of doses of flu vaccine to the United States. The Capitol medical staff began providing shots, free of charge, the first week in October. It was unclear how many lawmakers were vaccinated, but Senate Majority Leader Bill Frist, a heart-lung transplant surgeon, was among them, Frist spokesman Bob Stevenson said. Frist got his shot before the new guidelines were issued, Stevenson said. Last year, more than 9,000 flu shots were dispensed in the Capitol. Lawmakers, congressional staffers, maintenance workers and even reporters can get vaccinated there. Several lawmakers said they were following the president's lead this year. Rep. Phil Gingrey (news, bio, voting record), R-Ga., a physician, found it prudent and, perhaps not incidentally, good election-year politics to do so. "He's making sure there are enough shots for children and seniors," spokesman Brian Robinson said.

                                                                                            PARIS - Two Muslim girls were expelled from high school Wednesday for refusing to remove their head scarves — the fourth such expulsion in two days — as officials began punishing those who defy a new law banning conspicuous religious symbols from being worn in public schools.

                                                                                            A 17-year-old girl was forced out of school in the eastern city of Mulhouse following a disciplinary hearing, said Gilles-Jean Klein, spokesman for the Strasbourg school district. Another girl was expelled from a school in the town of Flers in the western Normandy region, according to the Caen school district. Two other girls, aged 12 and 13, were forced out of school Tuesday in Mulhouse, bringing the total to four students expelled since the law took effect at the start of the new school year in September. A fifth student, also in Mulhouse, also risked expulsion later Wednesday, Klein said. Six more students could face a similar fate before the end of the week, the Education Ministry said. At the start of the week, 72 student faced expulsion for refusing to remove conspicuous religious signs or apparel — 17 of them in the Strasbourg area. Most are Muslim girls who wear Islamic head scarves, although the number includes some Sikh boys who refuse to remove their turbans. The law, passed in March but applied starting in September, bans conspicuous religious signs and apparel, including Muslim head scarves, Jewish skull caps and large Christian crosses. It is intended to uphold France's constitutionally guaranteed principle of secularism, considered undermined by a growing number of Muslim girls wearing head scarves in public schools. Authorities have also said they view it as a way to fight rising Muslim fundamentalism in France and to protect the rights of women, widely viewed here as submissive to men if they wear head scarves. France has proceeded cautiously after a group claiming to hold two French journalists hostage in Iraq (news - web sites) since Aug. 20 demanded that the law be lifted. A required period of dialogue aimed at persuading those who defy the legislation to change course has continued for weeks. However, schools began convening hearings to decide difficult cases this week, and a total of nine were being held at schools around France before the All Saints Day vacation period, which ends after the Nov. 1 Roman Catholic holiday. Those expelled have the right to appeal their cases. If they are under 16 — the legal age for leaving school — the expelled students must continue their education at a private school, by correspondence or another means, Klein said. At the start of the school year in September, some 600 cases of defiance of the law were reported. Most have been resolved through dialogue — as called for in the legislation, Education Minister Francois Fillon said Tuesday. The small Sikh community in France, estimated at 5,000 to 7,000 people, has learned that turbans also can pose a problem. Three Sikhs with turbans at a school in Bobigny, outside Paris, have been kept out of class since the start of the year. In the first court case resulting from the law, Sikh leaders have asked an administrative court to force the Louise-Michel school to convene a disciplinary council or let the boys return. A ruling is expected Friday.

And it provides help to poor people and laid-off workers, with increased unemployment benefits and food stamps, and subsides for health insurance. What is not expected to do is change the nation's economic fortunes quickly. So part of the White House's goal has been managing expectations. Presidential spokesman Robert Gibbs said over the long holiday weekend that "things have not yet bottomed out. They are probably going to get worse before they improve. But this is a big step forward toward making that improvement and putting people back to work." The unemployment rate is now at 7.6 percent, the highest in more than 16 years. Analysts warn the economy will remain feeble through 2009. Republican lawmakers, meanwhile, largely balked at the economic package. It drew no GOP votes in the House and only three in the Senate, albeit vital ones. Many Republicans said it was short on cutting taxes and the spending measures didn't target the vast sums of money well enough toward short-term job creation, which was the major goal of the bill.                                                                                                                           KANSAS CITY, Mo. - A 4-day-old girl who was cut from her strangled mother's womb was in "remarkably good" condition Monday, a hospital spokeswoman said, and the alleged attacker faced an initial court appearance.


                                                                                                                          Lisa Montgomery, of Melvern, Kan., was set to appear Monday afternoon before a federal judge in Kansas City, Kan., to hear the charge against her. She was later to be transferred to Missouri, where the charge was filed. The office of U.S. Attorney Todd Graves filed a motion seeking to have Montgomery, charged with kidnapping resulting in death, held without bail pending a trial. Authorities said Montgomery, 36, confessed to strangling Bobbie Jo Stinnett of Skidmore, Mo., on Thursday, cutting out the fetus and taking the baby back to Kansas. She is accused of trying to pass the child off as her own to family and friends. Victoria Jo Stinnett, the baby girl, was later recovered unharmed.
