I think they're already activated for all forums. Just make sure you put a date that's already past, like yesterday, as the start date.

^^^ There has been a bug in the past which has prevented me from posting announcements in my forums when none already existed. Even of the proper expiration dates were used. Consequently, I had an admin post a simple announcement which I then changed to meet my requirements. I don't know if the bug still exists or not.
