Basic Info: Higgins is what they would call a traveller. He has experienced the sour path of starting a career in one federation and just as he's getting to the top and earning his keep as the #1 guy, he gets kicked out or somehow screwed over. The last federation, RWF's STOMP was Higgins' most recent addition to his streak of never-ending bad luck. Higgins led a defensive front against EBWF, and he failed.
