1. Universal Champion Joe Corey – Corey avoided Matt Hardy's attempt at taking the World Title, which gives him a strange push to the top spot. A loss for Sebastian Cain helps in his pole position, but the number one is a great honor nonetheless. Corey has a target on his chest that is larger than just one man with a briefcase, but if we've learned anything about Matt Hardy, it's that he "will not die." We assume that one day The Empire will not be able to help Joe Corey and Matt Hardy will get a clean shot, so what will happen then? [#2 – Up 1 Spot]

2. TWF Champion Jason Oliver – A tough choice for the committee, as the TWF Champion hasn't been seen very often since defending the strap. With that being said, he has done very little for us to say he's deserving of a drop. Unfortunately, the fact that he has been so scarcely seen causes Oliver to drop a spot. [#1 – Down 1 Spot]

3. The Empire – Although Randy Orton did prevail against Matt Morgan, The Empire spoiled any chance Matt Hardy had of taking the Universal Championship off of Joe Corey this week on Primetime. The Empire is the most powerful entity in the TWF, and they are slowly climbing the charts to possess not just power, but the top spot on the Power 25. [#4 – Up 1 Spot]

4. Sebastian Cain – The King of the Ring is arguably the fastest rising star in the TWF, but he drops one spot after suffering a loss at the hands of Sheamus in the 6-Man Tag Team Match. His win over CM Punk, though, is not to be overlooked, as Cain continues on his path to greatness. Keep an eye on what we at the Power 25 committee consider to be the best thing on Rampage [#2 – Down 2 Spots]

5. Jordan Rockwell – The Empire's number one opposition got two impressive wins over Vance Archer and Tyler Reks... In one week. While the win over Reks came by DQ and nearly led to a beat down, Rockwell showed that he is deserving of this position by fighting both men off after the match, as well. [#6 – Up 1 Spot]

6. The Boogeysaints – Inactive this past week on Rampage, Eddie St. James and The Boogeyman could only sit and watch as the Tag Team Tournament got underway. Several teams were impressive, but according to Monica and her men, they were none too impressed. [#5 – Down 1 Spot]

7. Rob Van Dam – The man is poised to get in line for a World title shot.

8. Edge – The Rated R Superstar and Kevin Thorn are set to have one of the biggest matches of 2011 this week on Primetime, and last week was a well-deserved week off to prepare. With that being said, not doing anything can only do one thing: disallow you to move up when the man in front of you stumbles. [#8 – No Change]

9. The Requiem - [#10 – Up 1 Spot]

10. Lightheavyweight Champion Silver Wolf – Although he was inactive this past week on Primetime, the fact that he successfully defended his title the week before pushes him up in a week where the middle of our rankings suffered a bit. Wolf has still yet to be defeated and it's hard to argue that more wins won't push him to the top. [#13 – Up 3 Spots]

11. Sheamus – The Celtic Warrior got one of the biggest wins of the year, pinning the King of the Ring in the huge 6-Man Tag Team Match. Pinning Sebastian Cain gives Sheamus incredible momentum as the Royal Rumble approaches, and with more wins like this, we expect Sheamus to become what everyone has expected him to be: a top star. [#16 – Up 5 Spots]

12. Matt Cruz – He came so close to getting his hands on Jason Oliver... But it just couldn't happen. Tough losses and stocks falling for other superstars leads to Cruz's ascending on this list, but winning matches and actually getting his hands on Oliver will be the only thing that can prevent him from dropping right back down next week. [#15 – Up 3 Spots]

13. Richard Ramsley – Ramsley and Punk prevailed in tag team action this week, but he also lost his number one follower in Troy Gafgen.

14. Matt Morgan – The man who is supposed to be The Empire's enforcer fell to the heavy opposition. An RKO can do no good for anyone, and Matt Morgan's drop in the P25 may add insult to injury. The Blueprint better turn it around quick, because The Empire has shown no signs of patience with anyone. [#12 – Down 2 Spots]

15. Intercontinental Champion Evan Bourne – Bourne has been as good as anyone in the TWF the past few months, but a loss in under three minutes can do nothing but hurt him. Hopefully Bourne can avenge his loss and repair his image, because right now he's looking none too good. [#11 – Down 4 Spots]

16. Dolph Ziggler – Although he wasn't the man who got the pin, he was on the winning end of the huge 6-Man Tag Team Match. Picking up the pinfall or submission, next time, will boost Ziggler's stock more, but this does push him up one spot. [#17 – Up 1 Spot]

17. John Morrison – A win over Vladimir Kozlov does very few people anything but good, and John Morrison is no different. The Shaman of Sexy has created a lot of momentum for himself with that big win. [#18 – No Change]

18. John Cena – Even when he's gone, Cena is the topic of every conversation. Unfortunately, that's not enough to keep a spot on this chart. Cena's inactivity seems as if it will last quite some time, so expect his name to drop completely off of the list over the next few weeks. [#9 – Down 9 Spots]

19. Chris Tirpak – The King of Cable doesn't move up or down, despite being pinned by CM Punk on Rampage. This, however, is only because his own partner threw him under the bus. Another loss like that, however, will move Tirpak down for sure. [#19 – No Change]

20. Randy Orton – Orton makes his P25 return with an incredibly impressive victory over Matt Morgan. While The Empire denies him any opportunity to regain the World Title, Orton is making it tougher and tougher to deny him that shot. With Matt Morgan now in the rearview, who is the next member of The Empire to face the wrath of The Viper? [Previously Unranked]

21. Chris Jericho – Forget about tactics, a 2 and a half minute victory over the Intercontinental Champion is flat out impressive. Jericho is slowly positioning himself to become a power player again. [Previously Unranked]

22. Drew McIntyre – McIntyre was on the losing end in a 6-Man Tag Team Match, but he also stuck one to his "master" Sebastian Cain. There should be hell to pay for McIntyre, but he's standing tall for the time being. [#22 – No Change]

23. CM Punk – A hard fought loss and a victory over the team of the reigning and former King of Cable, Chris Tirpak and Axl Irvin. [Previously Unranked]

24. Caleb Weber – Originally one win away from cracking the Power 25, the domination of Gregory Helms asserted Weber's position on the list. [Previously Unranked]

25. Axl Irvin – If mind games count for anything, Irvin is the guy who makes them count. He and Tirpak's respect for each other came to a complete end this past Rampage when Irvin turned his back on Tirpak, but that's not a bad thing for Axl Irvin. [Previously Unranked]

On the Bubble

Chaos Wolf – No change in his position as more fighting is all we saw from Wolf and his rival Damion West. When one man takes an advantage, one man will find their name ascending this list.

Justin Gabriel – Gabriel came up just short against Silver Wolf in his quest for the Lightheavyweight gold, but picked up a win on Uprising a week later. Sorry, though, Gabriel... A win over an invitee doesn't keep your spot.

Kayla Karter – She came up short in her bid to win the title, but has another shot looming after an impressive win in a Number One Contender's Match. The future is bright for this young star.

Mark Henry – A week after defeating Mr. Kennedy, Henry was inactive. Should he pick up another win like that, though, he will end right back in the spotlight.

M.X. Ogden – After making his shocking comeback the previous week on Primetime, Ogden showed that the expected ring rust is non-existent after a huge victory over Kofi Kingston.

Rob Storm – A "No Contest" ending is no good for Storm, but he is showing a mean streak that could put him back in the King of Cable Title picture.

Troy Gafgen – After finally breaking free from Richard Ramsley, Gafgen could have big things in his future. Only time will tell.

Ultimo Dragon – A win over Reptile has Ultimo poised to end Silver Wolf's undefeated streak.

The Uso's – The sons of Rikishi have been hot as of late, capping off their recent streak with an impressive win on Uprising.
