The rules of these leagues will be treated like the US Constitution were you can refer to them when ever you like for any means. It is your rights. Read all the everything because it is extremely important. If you ever ask me about anything that has to do with the GBA Constitution, I will simply copy and paste that part of the constitution. Article 1: League Council

Section 1- Commissioner (President)
The commish of the league runs everything. He updates everything on the site and controls everything. What you see on the site is done by him. He is in charge of the simulations, drafts, etc.The commissioner will write some/most articles that are seen around the league. The commissioner will give credit at the end of the article to whoever wrote it, ex Written By Commssioner He has the power to fire or hire a manager at anytime. The commissioner is the main person of the league, any questions, complaints, or anything that has to do with the league goes to the commissioner. He can select a new co-commish or select a new person in The Others group. He can veto trades. The commissioner has all rights and may make any actions as he likes.

Section 2- Co-commissioner (Vice President)
The co-commish helps the commissioner on doing his jobs. The co-commish will write articles and do some of the work around the site. He will write things such as Power Rankings, recaps of games, and many more. At the end of the article, there will be a line that will state that the co-commish wrote it, ex. Written By Co-Commish. You can go to the co-commish if you cannot contact the commissioner at that time. He will also be simulating along with the commish. The co-commish will also update the site along with the commish. The co-commish can also make emails to the league stating special announcements such as the commissioner will be sick for the rest of the week and there will be no league actions. He can report violations of GM’s or suggest GM’s. He cannot fire or hire any GM’s without the commissioner’s permission. The co-commish can also veto trades. His position in the League council is right below the commissioner.

Section 3- The Others
The Others is a group of people who work as a team to make suggestions for the league. This group contains 3 or 5 people. They will also write articles. If the commish don’t like the articles, the commish will either make changes or not put the article up. If the commish makes change, he will give credit to the write.

Article 2: Simulations (Season Progression)

Section 1- The Regular Season
The regular season consists of 82 games in 120 days that the commish will be simulating on Season Ticket Basketball 2003. He will simulate one of the 120 days each day of the week besides 1 or 2 depending on the schedule and time frame of the commish. The commish could simulate a game each day of the week if he could or wanted to. The most sims in a day will only be 1 or if the commish had to change it on a special event or occasion. This is a slow and realistic sim league. Therefore, the finish one season might take longer than other leagues.

Section 2- The All Star Weekend
The All-Star weekend marks the mid-point of the season. It will be over the weekend and take 2 days to simulate the whole weekend. The following events will occur on the first day: Rookie Challenge, 3 Point Shootout and Slam Dunk contest. The second day will be the simulation of the All-Star game. There could be a GM Challenge that the Commish or Co-Commish will host, depending on whose online and who wants to play, on the second day of All-Star weekend. There will be no sims for 1-3 days after the All-Star weekend, depending on what the commish decides on, although since he has all rights and all the power, he could sim right after the weekend.

Section 3- The Play-offs
This is at the end of the season and the reason why all the teams play 82 games.The top team in each division as well as the next 6 teams in each conference advance to the playoffs. The Playoffs consist of four rounds. First round playoff series are best out of 5 games. All other rounds are best out of 7 games. The two remaining teams will be in the finals and it is a best out 7 series. Winner of the finals is the champions of GBA that season. Next to their name on the rosters page will be a little championship trophy and there will be a big article on the front page. If you win the championship, you may relocate your city if you like but not rename your team.

Article 3: GM Rights

Section 1- Owners Rights
This will be the only section in this article. GM’s have the right to make a complaint about another GM. They also have the right to ask why they are being fired. Those are the two main points of this section. The rights GM’s don’t have in this league are, changing the site, spamming the message boards, blocking any manager, or post for another manager.

Article 4: Trading

Section 1- Trades (During season and off-season)
You can make trades whenever you like. This is not a big trade league where you have to trade 24/7. A manager must trade at least 3 times a season and it does not have to include a star. If there is a trade that has been confirmed, post it on the message board on the Official Trades section. Both managers must type in “I accept”. The commish will post “Approved” if the trade went through. If you agree to the trade and you want to take it back before I put it in, both managers must post “I don’t want this trade to go through anymore”. I will either post, “Request: Granted”, which means didn’t put it through, or “request denied”, which means I already put the trade through. If the trade is vetoed by the game, I will post “Trade Vetoed” and then I will post the reason. The only reason why a trade will be vetoed is because the game will not let it go through, or it is an obvious that it is a one sided trade. If it is a one sided trade in my eyes, I will ask the manager that is getting ripped off why he wants to do the deal. If he gives me a good answer, I will let it go through, if he doesn’t , I won’t. Simple as that. The trade deadline is day 100.

Section 2- Trade Rules (Regular Season)
1) Each team may give up a maximum of five players and/or picks in a trade.
2) A team must always own at least one first round draft pick in the two years following the current season.
3) A team that is over the salary cap can receive up to 115% in total salary of the salaries it is trading away.
4) Can’t trade injured players

Section 3- Trade Rules (Off-season)
1) Each team may give up a maximum of five players and/or picks in a trade.
2) A team must always own at least one first round draft pick in the two years following the current season.
3) Salary Cap rule doesn’t take place.
4) Can’t trade injured players

Article 5: Free Agency

Section 1- Regular Season Free Agents
You may sign any free agent during the regular season. Just post which player you want to sign and the computer will automatically sign the player for you. You can’t control the salary of the player. If you cannot afford to sign the player, than you can’t sign him.

Section 2- Player Resignings
At the end of a players contracts, they will go for free agency, but before that, you will have a chance to resign him before the season ends. You can’t choose how much you want to sign him for, you are only allowed to choose if you want to resign him or not. You will have 2 weeks before the season ends to post your resignings. Post the players you want to resign in the Off Season Resignings section on the message boards. After everyone makes their posts, in a certain amount of time, I will make a chat at the end of the season and read off the players who want to resign and their offers and the players who don’t want to resign. This will all be right before the season ends. I will also post and/or make a web page for the resignings.

Section 3- Free Agency Period
The Free Agency Period consists of five days of contract offers and signings. During the first four days, players will evaluate their offers and decide whether or not any of the offers are worth signing. On the final day, the players will always accept what they rate as their best offer. If you want to bid for a player you must bid in this form, Number Of Years: % of Increase Each Year: Amount First Year: , OR you can do this.... Number Of Years: Amount Each Year: , or the last way is
Number of Years: Year1: Year 2: Year 3: ........etc. If you don’t understand, please contact the commish before you post.

Article 6: The Rookie Draft

Section 1- The Rookies
I will have the real rookies that are leaving college and high school in the draft. There will be realistic players. During at anytime of the season, you CANNOT, I REPEAT CANNOT, bench your players, put them on IR or do anything to your depth chart to purposely make your team lose for a good pick. If the commish sees you do this on a constant basis, you will get a warning, than if you continue, you will get kicked out.

Section 2- The Draft
The draft will be live in a chat room. If you are not on, too bad, the cpu will pick for you. The draft rules are pretty simple, when its your pick, name the player you want and I will put him in. I will tell you if it is your pick, than you name.... do not name a player if I don’t call out your team. I will try to make a web page with the picks after the draft.

Article 7: The Old

Section 1- Retiring Players
At the end of the season, there will be some players who will retire from the game. There is no way that you can try to talk a player out of retirement yet. There will be a page of players that have retired.

Article 8: The Forums

Section 1-Registering *Revised
When you register, you must register a screen name that has to do with your team. Not that hard.

Section 2- Posting
PLEASE CHECK THE FORUMS DAILY. You can post whenever you want and post us much as you can because this will keep the forums up with a lot of posts.. You can cuss if you want, but don’t go crazy. If you wanna go crazy, go in the Trash Talk thread to talk shit to another manager if you want. You can also get in an argument in here. I will not kick you out of the league for what ever you say in here unless it is against me or the co-commish and it is way to offensive, but usually, like men, we will argue back. This is the forum to go to if you wanna talk shit to another manager or start something. For all the other forums, follow the rules that are stated under the Thread.

Section 3- Avatars
You may use any avatars for your screen name but when you are in the chat, you must change your avatar to your team logo. You can find that at one of these two sites:

1. http://sports.espn.go.com/nba/index and choose your team on the right side. The avatar should be a square. I’m not sure if this will work but you can try.

2. http://www.nba.com/teams/teamIndividualLinks.html?title=Team%20Roster&file=roster/
You can find your team’s logo here to. This will definitely work. This is what I suggest.

Section 4- Banning *Revised
You will be banned if you are kicked out and you cause a big problem with the commish or cocommish. You screen name will be deleted and you IP will be blocked.

Article 9: Stay Active

Section 1- Staying Active
The Commish and CoCommish will keep an eye on all the GM's to see if they are active. If you aren't for a while, you will be kicked out.

Section 2- Using Points
The object of the points is for people to stay active in the league. Every once in a while, I will make the story as checking for points and I will set an amount of points you must use to stay in the league. If you don’t, you are out. I will make it fair so don’t panic. Say you have 40 points and my mark for amounts is 30.. You must spend 30 and now you have 10. If you have 25 and my mark is 30, you are out. I will make a page with the points.
Excuses: I will allow people to reason out why they don’t have enough points if they are within 10 points. If I don’t like your reason, than you are out. If I think it is reasonable, than I’ll let you stay in. Simple as that.

Article 10: Violations and Consequences

Section 1- Violations *Revised
Violations will not be put up with in this league. Here is a list of things that are violations of this league:
1. Block a GM, unless the Commish or the CoCommish gives you permission to.
2. Talk a lot of shit in a threads. Except Trash Talk.
3. Lie.
4. Talk shit about the league and the Commish or Co-Commish finds out.
5. Be caught unactive.
6. Be caught having 2 teams ( The commish and co-commish have an IP Checker)
And whatever else the commish or co-commish wants to define as a violation.
*You can’t block a manager because the won’t be able to trade with you.

Section 2- Consequences *Revised
If you make a violation, the commish and/or the co-commish will decide what it will be. It can be as many as 4 things Which are:
1. Little warning, nothing happens. Just telling you not to do it again.
2. Make you spend some of your points.
3. Say that you can’t trade or do any transactions for 1 or up to 7 days depending on what you did.
4. Kick you out of the league

Article 11: Hiring/Quitting

Section 1- Hiring
If you want to register for the league, instant message me or email me saying that you want to join and why. You must give me your name, email address and AOL Instant Messenger (a.k.a AIM S/N). If the league is full I will put you on the waiting list and depending where you are on the waiting list, I will contact you when there is a free spot. If I can’t contact you without you answering me within a day, I will go to the next person on the waiting list.

Section 2- Quitting/ Firing
If you wish to quit the league, just email the commish or co-commish or instant message the commish or the co-commish telling one of them why you want to quit. We will still take you off the managers list but we want a reason because we want to fix the problem for the future. If you are fired, we will contact you by emailing or instant messaging you telling you that you are fired and the reason. If you can argue back with a good reason why you shouldn’t be fired, than we won’t fire you. If it is a shit reason, that we will just fire you and tell you it was a shit reason. The commish or the co-commish can fire

Section 3- Waiting List *New
The waiting list is a list where there a managers who want to join the league but there are no spots open. First come first serve basically. Email the commish or commish or instant message one or both of them if you want to join the list.

Article 12: Chats and Extra

Section 1- Where The Chats Take Place
They will take place online, in an AIM/AOL chat room. Simple as that.

Section 2- Depth Charts
You must set your depth chart when asked, if you want to keep it the same, just email the commish or IM him saying that you want to keep it the same as last time. Do not email the commish creating your own form of a depth chart, just fill in the form that is provided for you. Put one player in each box at most. Fill in every single box on the depth chart page. The only part you don't need to fill is all is the IR boxes. You must also choose a Pace,Trap Frequency, Pass Frequency, and Offensive Strategy. If any of those aren't chosen, the Commish will just ramdomly choose one for you. All the instructions are on the page so there shouldn't be any problems, but if in case there are any problems just contact the commish or post it in the forums.

Section 3- EMails
Alot of the league news will be through email. If I send out an important email I will update you on the front page. You must still check your email daily.

Section 4- AIM Buddy List
Please keep in mind that you can't block any managers. You will have committed a violation. The Commish will put an AIM buddy list that you can download on the site. This will be updated everytime there is a change in managers. You can updated your own buddy list, but downloading it from the site is the most recommended way because it might be more updated. The buddy list will only be compatible with AIM users. Any version of AIM will work. AOL users will not be able to use this buddy list.
