| Key in 'Kernel32' at any search engine (which we presume you have already done) and you'll find a number of sites where you can load a new version of this file. Attention: make very sure that it's a new version, so first you must check the date of the file you already have. If you have Windows 98, there will be no update available. Take the usual precautions: upload it to a temporary folder or another partition and replace the old file when you're off line. It's always a safe option to reboot immediately after that.
Don't expect any wonders of this. To be honest: it probably won't make any difference, unless your kernel32.dll was corrupted, which is possible but unlikely (cf. the page on extracting the file). But of course you don't have to take our word for it, and some have claimed that their problems seemed 'less worse', although technically this is impossible: it should be gone, or it should go on, there's no way between it.
