Choose 'one player' at the main menu & enter the 'tournament' option. Choose 'new tournament', then at the 'enter new name for tournament' screen enter any of the following cheat codes and press X. Once you've done this, you can press TRIANGLE repededly to return to the main menu and enjoy these cheats in any mode of the game:
Unlock all characters
OPEN_EM
Unlock all courses
WONITALL
All characters have big heads
BIGHEADS
(press start to activate the big heads once a race is in progress.)
