Dear Sir/Madam:

      I would like to take this opportunity to introduce myself. My name is 
 Fred R. Saluga. I am an ex-law enforcement officer and chief of police. I am 
 presently employed with the State of Florida and I am also a MUFON State 
 Section Director and Licensed Private Investigator in the State of Florida.

      I am presently in the process of conducting extensive research on UFOs 
 and the Law Enforcement Response to the Phenomena and would appreciate your 
 assistance in completing a survey that I have developed to assist me with 
 this research. I would also appreciate if you could answer each question 
 honestly and not with just a yes and no answer. I would like to thank you in 
 advance for your time and cooperation regarding this research.

     UFO'S AND THE LAW ENFORCEMENT RESPONSE TO THE PHENOMENA

      A. A common complaint among UFO witnesses and others who have had a UFO 
 encounter or experience is that local law enforcement tends to be 
 unresponsive to their claims and shows an unwillingness to get involved with 
 UFO related investigations.  Do you agree or disagree. Please explain.

      B. Should law enforcement take a more active role in the investigation 
 of UFOs or should they continue to let civilian investigators investigate 
 UFOs and UFO related incidents?  Please explain.

      C. Have you or someone that you know, ever consulted or been consulted 
 by a law enforcement officer or law enforcement agency on a UFO related 
 incident? Please explain.   Also, how were you treated?

      D. Do you have any knowledge of a law enforcement officer or law 
 enforcement agency that had investigated a UFO related incident and filed an 
 official report describing the incident? Please explain.

      E. What types of investigations do you feel that law enforcement should 
 investigate in regards to the the UFO phenomena? Also, should law enforcement 
 collect evidence and if so, what types of evidence should they collect? 
 Please explain.

      F. Should law enforcement establish a national data bank to identify, 
 collect and document information and evidence from UFO related phenomena? 
 Please explain.

      G. Do you feel that UFOs could pose a threat to the law enforcement 
 community, and if so, could you list your reasons?

      H. Could you list the reasons that you believe why law enforcement does 
 not want to become involved in the UFO phenomena and why law enforcement 
 officers do not want to discuss the issues of UFOs? 

      I. Should law enforcement establish a national crime lab to work with 
 other investigators (civilian) to advocate the use of crime scene techniques 
 and the collection of forensic evidence in the investigation of UFO related 
 incidents. Please explain.

      J. In your honest opinion, do you feel that local law enforcement would 
 participate in a UFO cover-up if so ordered by a higher level of government? 
 Please explain.
