unity...in a den of thieves and scoundrels?....as I see it unity is not as relevant as all that....the council keeps the place as it sees fit and that's all there is to it
having said that there has always been a kind of unity regardless of all else because we are here to enjoy an ideal where Men are strong and slaves are slaves...as long as that is the prime purpose there is no need for alarm....problems come and go ...people come and go...the ideal remains in place
the second question is a common enough one that comes up again and again...and I think there's no answer other than to ask why are we here and what can one do to add to the experience...being active isn't the solution to achieving unity...being active in the right ways might be though

there is always the setting we are in, Gor, Port Kar, we adapt our ways to it, but this said, there are as many different ways as persons, some might be more to our liking than others, that is the natural way in all groups, but all of them bring something to the table, and we must never forget that. Each person is a key stone.

I would suggest that.. for example ...if one Free and one slave are in the tavern...then for those two at that time there is everything needed for living out that basic active interaction that makes gor exist....its not about how many are there at all...it matters not
yet no doubt also it does help when there's more folks around especially the opportunity to observe and learn from those that are more seasoned when possible
