The information regarding O collars is also contained on the cork boards, and in part it says this:

what i understood about a slave in an o collar was one to watch and observe and just that, they didn't serve, they interacted, but they watched the others and observed and to see if this would be a place they would make a home. it simply gave them a cloak of protection so they wouldn't be swiped the moment they entered.

While in the Books of Gor, there are quotes stating that any Free Person can or should punish any slave seen or found displeasing, in Gorean Shores and most online Gor sites, punishment of slaves is restricted to the slaves Owner, in Gorean Shores the rule is: if a slave does something wrong or is found displeasing or disrespectful that you feel she should be punished, your recourse is to inform the slave of your displeasure and request the email address of her Owner so you can contact him/her, tell the slave to tell her Owner that she was found displeasing and why and that you will be contacting said Owner.
The limit of any physical punishment that any Free Person can give a slave that is not their own, is to cuff a slave aside with the back of your hand or push them aside with your boot, or to take the slave to the whipping post in the middle of the sandpit and bind her there to await her own Owners punishment. You're not allowed to use a whip on a slave in Gorean Shores that does not belong to you without the permission of the slaves own Owner.

The observation collar, {GS~O~}, is a way for a new slave to be protected from forced collar to allow her to come in, observe, and learn the ways of Gor, specifically within GS.
It is simply a cloak of protection, and does not put her under the ownership of GS.
If a girl decides she doesn't need that protection after a week, a day or even an hour, then she can ask a member of the Council to remove it at any time. The maximum time a slave can wear an {GS~O~} collar is 14 days. At this point, the collar expires, and she is no longer protected.
If she then chooses to beg for a GS or a personal collar, there is nothing standing in her way.
Any Free person pledged to GS may give a slave a {GS~O~} collar.
When giving a slave an observation collar, please remember to provide the information below.
Slaves that are given an Observation collar will be required to contact the GS first girl with in one hand (5 days) of receiving the collar. Failure to do so would revoke the collar and the protection it offers.
Anybody giving out an O collar should pass this information along with the following e mail address to contact the FG.

If a slave begs an o collar or indeed if a slave is collarless in our home they are still expected to show the same level of respect to all Free persons.
It is the most basic tenet of being a slave and even if a girl is a raw newcomer to Gor flicka would expect her to still show respect.
