The Sardar fairs are held four times each year in the shadow of the Sardar Mountains, on the plains below
the western slopes. Though the Merchant Caste effectively arranges and administers the fairs they are
nominally under the direction of a committee of Initiates. But they content themselves with doing just its
ceremonies and sacrifices. They are more than happy to delegate the administrative details to the
Merchants. The Initiates have decreed though that it is a crime against the Priest-Kings to engage in
violence or bloodshed at the fairs. This prohibition though does not extend to slaves. In addition, no one
may be enslaved at the fair though slaves can be purchased.
