I am writing this letter on behalf of the City of Charlottesville to help clarify an issue that has arisen as part of the review process on the Meadoworeek Parkway.

The site in question is the girl's softball field east of Melbourne Road, adjacent to Charlottesville High School. From the beginning of the use of this piece of land, it has been understood that it is for a temporary use by the Girl's Softball League. Contrary to the letter of April 8, 1993 (copy attached) from Eugene German, former Parks and Recreation Director, this field does not play a significant role in the City's ability to meet the needs of the community. This letter was not reviewed by my office prior to being sent, nor does it reflect the position the City of Charlottesville has taken on this issue from the beginning of the use of the property. It was known when the field in question began to be used that the softball play would have to be relocated to another field in the area. The original location to this area was a matter of convenience and central location is required. This is not now, nor in the future will this field be the only one that serves the younger female population in softball. The field has been a convenient location for softball play, but only on a short-term basis. This softball program includes city and county youth, so suitable locations at other city and county sites can be made available in the future when the softball program needs to be relocated as a result of the construction of the Meadowcreek Parkway. There are several locations within the community where the field could be relocated including a number of city and county school sites, and a regional park.

Our study of the field and its use therefore determines that there are viable alternatives for softball play upon a relocation required by the construction of the Meadowcreek Parkway. The City of Charlottesville does not find this recreation area to be significant since this is a temporary facility.

Please let us know if any additional information is required, as we want to quickly resolve the misinterpretation created by Mr. German's letter.

I am happy to respond to your letter of March 25 concerning the alignment Of the McIntire Road/Meadowcreek Parkway in the City of Charlottesville and Albemarle County.

The city of Charlottesville owns the parcel of land east of Melbourne Road upon which is situated the Charlottesville High School football stadium, a metal maintenance building for school grounds maintenance, and a small softball field for the girls softball league. The County of Albemarle does not have any jurisdiction over any of this property, even though it is all situated within the corporate limits of Albemarle County.

Neither the field nor the building are within the limits of McIntire Park, or any other park. The girls softball field is used by girls ages 8-15 yrs. in a privately run softball league that is setup and operated on city property. It is heavily scheduled for league play, and the City has supported the league by helping to construct and maintain the field. This field plays a very significant role in the city's ability to meet the needs of the community because this is the only facility that serves the younger female population in softball. Men, boys, and women are fairly well served in the softball leagues in the other areas but the girls rely on this facility.
