PLANNING COMMISSION March 20, 2002 THE REGULAR MEETING OF THE GREENE COUNTY PLANNING COMMISSION WAS HELD ON MONDAY, MARCH 20, 2002, AT 7:30 pm IN THE COUNTY MEETING ROOM. Those present were: Gary Lowe, Chairman Helen Phillips, Vice-Chairperson Greg Collier, Member Mike Skeens, Member Brent Wilson, Member Mickey Cox, Ex-officio Member Nick Hahn, Planning Director Marsha Alley, Secretary The chairman called the meeting to order and announced that there would be one public hearing. PUBLIC HEARING: Mary Daughtry & Daughtry Family Trust–AFD Removal Request Mr. Lowe read the request: Mary Daughtry has requested to have a 2 acre parcel removed from the Agricultural and Forestal District (AFD) in order to be divided from the parent tract, 60-(A)-41. Both parcels are zoned A-1 and are located in Ruckersville on Carpenters Mill Road. (SDV#02-118) Mr. Hahn stated that this is a rare request to have property removed from an Agricultural & Forestal District (AFD). He added that the AFD program is an avenue to reduce land use taxation for agricultural or forested land. He explained that only two acres of the parent tract would be removed from the AFD. He noted that all of the property is zoned A-1, Agricultural. He informed the Commission that the purpose of the request is to remove the home site from the AFD. He added that the home site is served by private water and private septic. He explained that the Future Land Use Map of the Comprehensive Plan designates this property as existing rural residential. He noted that the Comprehensive Plan is under revision and this designation is likely to change at final draft. Mr. Hahn stated that there would be a manufactured home site on the larger residual tract. He informed the Commission that the AFD Advisory Board unanimously recommended approval of this request. He explained that the AFD Board does a preliminary review and makes a recommendation to the Planning Commission which then makes a recommendation to the Board of Supervisors who make the final decision. Raymond Daughtry, son, addressed the Planning Commission. He explained that the reason for this request is estate planning. He stated that his mother, Mary Daughtry, wants to transfer ownership of the home site by deed to an heir. He added that she would have lifetime rights to the home site. He also stated that there would be no physical changes. There being no comments from the public, the public hearing was closed. Mr. Collier stated that he had no comments after hearing the presentation. The other members agreed. Mr. Collier made a motion to recommend approval of the request as it was presented. Ms. Phillips seconded the motion. The vote was taken. AYE NAY Mr. Wilson Mr. Skeens Mr. Collier Ms. Phillips Mr. Lowe The motion carried unanimously. Mr. Hahn stated that the recommendation will move forward to the Board of Supervisors on March 26th. (NOTE: On Thursday, March 21, 2002, we were informed that the Board of Supervisors meeting had been cancelled for March 26th. Therefore, the public hearing will be rescheduled.) DISCUSSION ITEM Rural-Residential Zoning District Mr. Hahn stated that the Board of Supervisors (BOS) has asked the Planning Commission to review the A-1, C-1, and R-1 zoning districts and review the possibility of creating a Rural-Residential, RR-1, zoning district. He explained that the Business Districts were revised about 2 years ago and that all of the other zoning districts need to be reviewed as well. He suggested that a workshop be held and/or a subcommittee be formed to address this issue. Mr. Lowe asked if the BOS had given any specifics as to what they would like to see implemented. Mr. Hahn stated that the BOS would like to see what the Planning Commission could advise. He pointed out that some subdivisions in the county are zoned A-1 and have no agricultural uses whatsoever but have residential uses only. Mr. Lowe pointed out that the Comprehensive Plan Review (CPR) Committee is also addressing the zoning districts and noted that the work could be parallel. Mr. Hahn suggested that there could be a way to create an incentive based program. He suggested holding a workshop and creating a subcommittee. Mr. Lowe asked if Mr. Hahn had an outline for a starting point. Mr. Hahn stated that he could prepare a draft. Mr. Collier stated that a workshop would help in getting the process started. Ms. Phillips agreed. Mr. Wilson suggested having a joint workshop with the CPR Committee or having a representative from the CPR Committee present at the workshop. Mr. Skeens stated that education on the issue would be beneficial. Mr. Lowe asked Mr. Hahn to develop an outline and stated that a representative will be nominated at the next CPR Committee meeting. OLD/NEW BUSINESS Mr. Hahn stated that there would be two public hearings for April: – Motocross, special use permit request – Re-zoning in Dyke Mr. Lowe stated that he had met with Harrison Rue, Executive Director for the Thomas Jefferson Planning District Commission (TJPDC). He stated that Mr. Rue offered assistance and resources from the TJPDC. He added that the TJPDC has been working on a Regional Transportation Study which is now ready for public review. He stated that Mr. Rue would like to present the study to the Planning Commission at a workshop and get some feedback. Mr. Rue would like to have the Planning Commission assist in presenting the study to the public. There was discussion on this issue. The members agreed to have a joint workshop with the CPR Committee to review the presentation. Mr. Lowe stated that he had information packets for each member. Mr. Hahn stated that the Comprehensive Plan Revision Committee has met about four times and are finding their routine. He added that things seem to be moving forward and that they are building concepts for review. He noted several items that the CPR Committee is currently reviewing noting that their goal is to have a draft form of the new Comprehensive Plan ready by the Greene County Fair. He explained that each county is required to have a Comprehensive Plan and that is must be revised every five years. He added that the Planning Commission will review the final draft and make a recommendation to the BOS which will make the final decision to approve the plan. Mr. Lowe stated that the Comprehensive Plan is only the beginning and that once the plan is approved, the ordinances must be reviewed to mirror the Comprehensive Plan. Mr. Lowe stated that Greene Future has a very helpful website. www.greenefuture.org He stated that there were many documents, articles, agendas, and minutes which could be reviewed. APPROVAL OF MINUTES Upon a motion by Mr. Wilson and a second by Mr. Collier, the minutes of the February 20, 2001 meeting were unanimously approved as submitted.
