Brief Description of Services in Greene County

Board of Supervisors/County Administrator
The board of Supervisors is the elected governing body of Greene County and consists of one supervisor from each of 3 election districts and 2 members that serve at-large. The board meets on the second and fourth Tuesdays of each month. The meetings are held in the County Administration Building on Celt Road in Stanardsville.

The Administration Building is also the center of the day-to-day operations of the County which is managed by the County Administrator, Julius L. Morris. The office is open from 8:00 to 4:30, Monday through Friday. The telephone number is 985-5201; the fax number is 985-3705 and the e-mail address is juliusmorris@yahoo.com. Animal Control/Animal Shelter
The County employs Animal Control Officers to investigate claims against livestock injured by dogs or dog disturbances in general. Animal related emergencies should be reported to 911 and non-emergency calls should be reported to 985-5201 during the work week. The Animal Shelter can be reached at 985-5210 and is open Monday, Tuesday and Wednesday from 10:00 to 2:00 and Saturday 10:00 to 4:00.

Assessment Office
The Assessment Office adjoins the Office of the Commissioner of the Revenue and is located in the Law Building on Ford Avenue. It is open from 8:30 to 4:30, Monday through Friday. The assessor is Ken Lacey who can be reached on 985-5290.

Building Inspections
Building, electrical, plumbing and mechanical permits for new construction, alterations and additions are issued by the Inspections Department. After permits are issued, periodic inspections are made to see that all work is safe and complies with the Uniform Statewide Building Code. The offices of Jesse Hurt, Building Official, and Steve Borders, Building Inspector, are located in Room 226 of the Administration Building. The office hours are 8:00 to 4:30, Monday through Friday. Circuit Court
The Circuit Court is located in the Greene County Court House located in Stanardsville. The Circuit Court Clerk serves as deed recorder as well as clerk of the Circuit Court. Additional public services include issuing marriage licenses, sale of hunting and fishing licenses, passport applications and assistance with legal and historic document research. Office hours are from 8:15 until 4:30, Monday through Friday. Marie Durrer is the elected Clerk of the Court and can be reached at 985-5208.

Commissioner of Revenue/Tax Maps
The Commissioner of Revenue's office is responsible for the assessment of the following taxes: real estate, personal property, machinery, tool and business personal property, as well as land use taxation. This department is also responsible for updating the County Tax Maps. In addition, business licenses are issued by the Commissioner's office which must occur by the first of June each year. The office also assists residents with state income tax returns, as well as the local tax relief program for the elderly. New residents need to file all personal property (vehicles) information by the first of May each year. Commonwealth's Attorney
The Greene County Commonwealth's Attorney, Ron Morris, is an elected, constitutional, law enforcement official. The primary responsibility of this office is to prosecute criminal cases in the County's courts. He also provides legal guidance and advice to the Greene County Sheriff's Department. As a public servant, the Commonwealth's Attorney provides information to the public concerning the criminal justice system and the criminal laws of Virginia. This office makes a special effort to assist victims of crime and witnesses who may have to participate in the prosecution of a criminal case. Mr. Morris may be reached at 985-5212. The office is located in the Law Building on Ford Avenue and is open from 8:15 to 4:45 from Monday through Friday .

County Attorney
The County Attorney, Ray Clarke, provides legal assistance and advice to the Board of Supervisors and all offices of the County. He can be reached at 979-8144. His office is located at 408 E. Market Street, #1201 A, Charlottesville.

County Engineer
The County Engineer is responsible for overseeing all engineering aspect of county projects and property. The County Engineer can be reached at 985-5204.

Emergency
For any immediate emergency call 911. The county has an Office of Emergency
Services that works with other state and local agencies concerning natural and man-made disasters. The head of the office is David Lawrence who can be reached on 985-1337

Game Warden
The Game Warden is a state officer of the Department of Game and Inland Fisheries who provides enforcement of fishing, hunting and boating regulations. To get a Game Warden for Greene County, you should call 804-367-1000.

Health Department
The Greene County Health Department is a part of the Thomas Jefferson Health District of the Virginia Department of Health. A staff of nurses, secretaries, environmental health
specialists and others provide preventable health care services, environmental permits and inspections, disease control activities, and maintain death certificates. The District Director is Dr. Susan McLeod whose office is located at 1138 Rose Hill Drive in Charlottesville, and she can be reached at 972-6219. Skyline Community Action Program (CAP)
Skyline CAP, Inc., is a community action agency serving Greene County and has offices located on Stanard Street in Stanardsville. They provide services and programs to low income residents with the goal of eliminating poverty by enabling citizens to achieve self sufficiency. Program services include housing counseling, emergency home repair, Section 8 rental assistance, tax preparation assistance, early childhood education through Head Start, first-time home buyer counseling and assistance, and rum the thrift shop. Jefferson Area Board of Aging (JABA)
This agency, know as JABA, plans and administers a broad range of social and health services to Greene County's elderly population as mandated by the Older Americans Act. JABA also plays a strong advocacy role in the promotion of a comprehensive assessment of services to the county's senior citizens. The JABA office is located in the Courthouse Complex in Stanardsville and the phone number is 985-5263. Office hours are 8:30 to 5:00. Juvenile and General District Court
The combined Juvenile and General District Courts handle juvenile and family matters, local misdemeanors and traffic violations. Ellen Collier is Court Clerk and is located in the Court House. The phone number is 985-5224.

Landfill/recycle/solid waste
The Greene County Solid Waste Facility is located near Route 33 off of Swift Run Road on Mays Road. The facility has a large drop off center for recycling and is open Monday, Tuesday, Friday and Saturday from 8:00 until 4:00. Allan Morris Is the facility manager. Library
The Greene County Branch of the Jefferson-Madison Regional Library is located on Stanard Street in Stanardsville. All Greene County residents are eligible for a free library card. Library materials available for circulation include books, magazines, videos, and books on tape. The Library has various activities for the youth throughout the year including a children's summer reading program and preschool story times. Other services provided are interlibrary loan program, internet use, meeting rooms,notary public, photocopier, and wordprocess. Parks and Recreation Department
The Parks and Recreation Department of Greene County provides County residents with special events, classes and programs in social recreation, sports/fitness, dance, hobbies, music, arts/crafts and outdoor recreation. Throughout the year recreational activities are provided to the youth, adults, mature adults and the physically disabled. The Director is located in the County Administration Building. Planning/Zoning & 911 Addresses
The Department of Planning and Zoning is responsible for current and long-range comprehensive planning, subdivision, zoning, mobile home control and flood plain Management. In addition the office seeks federal and state grant assistance for community development projects. This office is also responsible for assigning E-911 addresses. The office is assisted by the Planning Commission and the Board of Zoning Appeals. Nick Hahn is the Planning Director. The office hours are 8:00 to 4:30 Monday through Friday. Rapidan Service Authority
The Rapidan Service Authority (RSA) operates and maintains water and sewer systems in various portions of Greene County as well as Orange and Madison Counties, The RSA offices are located on Spotswood Trail near the Greene County Industrial Park. The General Manager, Dudley Pattie, manages the operation and reports to the RSA Board which has two members from Greene County appointed by the Board of Supervisors. RSA's telephone number is 985-7611.

Region Ten Mental Health
Region Ten offers a variety of services for individuals with mental health, mental retardation and alcohol and drug abuse problems. Located in the County Administration Building, the Greene County office is one of four satellite clinics operated by Region Ten in Charlottesville. Staff is available to provide individual and family therapy case management, medication management and crisis intervention services to residents of Greene County. They are open from 8:30 to 5;00. Registrar's Office (Voter Registration)
The Greene County Registrar's office is located in the Courthouse Complex and all citizens are encouraged to register. The Constitution of Virginia requires all citizens to be registered in the precinct in which they live. The General Registrar is appointed by the Electoral Board which consists of three members. The office is open Monday through Friday between the hours of 8:30 and 5:00. You may also register by mail or at all DMV locations. Schools
The School Superintendent and staff offices are located in the Greene County Administration Building. In Stanardsville. Superintendent Ray Dingledine can be reached at 985-5254, fax is 985-4686. This is also how to reach the School Board which is responsible for the administration of the public schools in the County. Sheriff's Office
The Greene County Sheriff's Office provides law enforcement services and is the focal point for all "911" emergency calls in the county. It is also the central dispatch for the counties three volunteer fire departments as well as the rescue squad. Social Services
The Department of Social Services provides for a wide variety of services for children and adults. Director James Keenan administers the programs under the direction of the Social Services Board which is composed of three County residents appointed by the Board of Supervisors. The Social Services Department is located in at 1000 Spotswood Trail. The telephone number is 985-5246, fax is 985-5266. Individual staff have e-mail addresses.

Greene County Transit
The Greene County Transit System provides safe and economical bus transportation for Greene County residents, The buses are handicapped accessible for trips within the county and to the Charlottesville area. Ginger Morris, Transit Director, can be reached at 985-5205. The office is located in the Stanardsville Shopping Center and is open 8:00 to 4:30 Monday through Friday and 9:00 to 4:00 on Saturday. They have no e-mail address.

Treasurer
The Treasurer's office is located in the Courthouse Complex in Stanardsville. Office hours are Monday through Friday, 8:30 to 4:30. Real estate, personal property, and mobile home taxes are collected twice a year with the first half due June 5th and the second half due December 5th. Virginia Cooperative Extension Office
The Virginia Tech Extension Office extends the educational resources of Virginia's land grant institutions to all citizens of Greene County. Emphasis is directed toward meeting the needs of citizens who live on farms and in communities as well as firms and organizations which provide services to people. Educational programs and activities are planned in agricultural and natural resources, 4-H and family resources. The Extension Agents office is located at 10013 Spotswood Trail, Frank Sweet is the Agricultural Extension Agent and Kathryn Alstat is the 4-H Coordinator. VDOT
Roads in Greene County bearing state route numbers are maintained by the Virginia Department of Transportation (VDOT). The local maintenance headquarters is on Route 609 near Route 33 and can be reached at 985-2500.
