I thought that I would mention that Pat Ress knows a man by the name of Steven Gibbs who claims to have created a time travel divice (the "Hyper-dimensional Resonator") that can also transport one to parallel timelines. One of the experimentors is Carl Novella, who claims to have (among other worlds) visited the timelime where the U.S. lost WWII and Germany occupies the American continent (the result of time-manipulation by the Montauk Project, which used some German scientists in the temporal experiments!?).
