POLICE CHIEF MARTIN AND MAYOR PERKINS PLAN FOR MARTIN'S FUTURE

One of our sources in City Hall has given us the purchase order which follows this article. It appears that Chief Martin's church and children DID NOT NEED HIM as badly as he said when he resigned as Chief. He and Mayor Perkins had planned as far back as February 2nd for Martin's resignation. Look at the date on this purchase order FOR MARTIN'S POLICE SERGEANT'S UNIFORM.
Martin and Perkins knew as long ago as February that Martin would have to be removed as Police Chief. Chaos and non-existant morale in the SPD as well as veteran officers leaving PLUS Perkins desire for re-election all combined to make Martin's REMOVAL INEVITABLE.
So, Perkins and Martin decided that Martin would return to being a Sergeant in the Police Department, replacing, we believe, Roy Nix. As a Sergeant, Martin would need all new uniforms; hence, the Purchase Order which follows.
ON THE PURCHASE ORDER WE WOULD LIKE YOU TO NOTE:
1. The date of the order: February 2, 2007, FIVE MONTHS BEFORE Martin resigned.
2. The amount of $340.59 for Martin's new outfit.
3. THE AMOUNT SHOWN AT THE BOTTOM AS UNENCUMBERED: $39,416 OF THE BUDGET TOTAL OF $79,388; ALTHOUGH OFFICERS TELL US THEY HAVE NOT HAD NEW UNIFORMS ORDERED FOR TWO YEARS. Where did the money go from this budget item??
Martin's resignation was a staged hoax by him and Mayor Perkins. Martin lied when he said his CHURCH AND CHILDREN needed him because he and Perkins had planned for Martin to remain with the SPD. Martin remaining in the SPD will never work. He needs to resign immediately and be GONE from the Department PERMANENTLY. If Perkins wants Martin around to keep him quiet about where Perkins went and what he did in his first term, then let Perkins find him a job in City Hall where he does not have to read or write.
Following is the Purchase Order dated February 2nd for Martin's SERGEANT OUTFIT, which is approved by City Clerk LOIS WILLIAMS. We can't believe Ms. Williams approved something like this without telling anyone other than the Mayor, although we do know she is the "City Hall Pet". We wonder if it's because she is in charge of the absentee ballot box?
