MORE STUPIDITY FROM POLICE CHIEF JIMMY MARTIN

In the January 3rd edition of the Selma Times-Journal, our functionally illiterate POLICE CHIEF JIMMY MARTIN was attempting to explain WHY RAPES INCREASE MORE THAN 200% IN SELMA IN 2006 OVER 2005. We quote:
"Another reason for the apparent spike in the rape category has been the fact that incident reports are written for each sex offender to the SPD, as they are required by law"
PLEASE READ THAT IDIOTIC STATEMENT BY MARTIN and tell us how in the heck it has anything to do with RAPES INCREASING BY 200% while an incompetent police chief continues to be an embarassment to this city. If a registered sex offender raped someone in the past, SURELY THE SPD DOES NOT REPORT THAT AS A RAPE OCCURING IN SELMA IN 2006!!
As we have said before, we do not necessarily believe that Martin is EVIL. We believe that he is unfortunately STUPID AND ALMOST ILLITERATE, AND CERTAINLY NOT QUALIFIED TO LEAD A POLICE DEPARTMENT.
If you can figure out from the above statement why rapes increased in Selma - as did other crimes - in 2006, PLEASE LET US KNOW!
