Matrix Hacking
This is from the second movie where Neo is able to "hack" the matrix.
This is a unique demon in it's own right. It appears as though the tracers extend from left to right,
in the very middle of the screen, and then move from top, to bottom, to top again.
Interestingly enough, it also appears as though it's happening is how I'd discribe someone taking a rope, and shaking it at one end.
Add some dark spots, and a little chaos, and then you have the effect I think exists there.
