This is a little clip that I got from a trailer to do with the third movie. I don't know the context, but it does have some interesting features.
It looks all like agents are re-writing the code throughout and there are massive things happening.
I guess my best explination in a logical sense would be that it seems that Smith has re-written everyone's body in the whole world, so that no matter where you look, it's all messed up.
Could also just be someone watching the fight scene between Smith and Neo...
Anyway, graphical notes: The white out isn't restricted JUST to the code now. Seems there's a semi-transparent white flickering layer that covers the code.
There are also diagonal effects, where a string of code flies diagonally from the corners. It's not perfectly diagonal however, not having that -1,-1 effect, so that it seems a little more organic.
Also mentioned in one of my other little write ups, it might be plausable to have image flashes that are pre-determined, such that the location and characters have a sort of "screenshot" and when you hit the button on the keyboard, it flashes it in.
There also in THIS particular instance seems to have a few static shots. Maybe this could apply, and be part of a virtual sequence triggered by keystrokes.
It would take these screenshot images *not actual images, but just instants of information reflecting the color, location and character on the grid* to help re-create this particular effect.

Implimentation of this isn't a necessessity, but I'm sure that it would make a great effect to simulate bad things happening, or just the simple act of changing the code.
