What Is A Puppy Mill?

While doing research I came across many articles written about the wholesale dog industry. In 1992, Life Magazine wrote an article called Not Fit For a Dog. The author of that article was Mr. Jack McClintock. He wrote:

"Puppy mill" is a postwar American coinage, used to denote commercial breeding operations that mass-produce supposedly pedigreed dogs for sale in pet shops across the nation. These establishments first proliferated-and were decried-in the 1960's.

Despite this early definition, many people still want to picture a puppy mill as a dirty, illegal place with hundreds of sick and dying dogs.  Everyone's idea of a puppy mill should be based on their own feelings about how dogs should be treated.  There are over 3000 licensed and legal commercial breeders in the United States.  Take a look at the following link.

Now consider what you would do if your neighbor constructed a wire cage, elevated it 3 feet off the ground, and put his dog in that cage...and left it, day after day, month after month, year after year.  The dog was given food and water and it had a tarp over the cage to protect him from the elements.   Once a year a vet signed a statement saying that dog was healthy.  What would you do?  With that vision in mind, I hope you can see the motivation behind this website.  I see dogs like Linus every day.   I am powerless to do anything...the cages are legal...so I am left with the one thing that I can do...educate those of you living on the East and West coast and those of you living in areas where puppy mills are not seen.  Education is the key and I hope my website enlightens thousands of Americans to the truth behind the commercial dog industry, the truth behind the doggie in the window!

In 1965, American's eyes were open to the real horror of puppy mills.   Dogs at this time were not bred for pet shops, but instead for research.  When I feel like I will never make a difference in the world of the wholesale dog industry, I need only to remind myself of a wonderful dog named 'Pepper'. In a rare and classic stand made by Sports Illustrated in November of 1965, "The Lost Pets That Stray To Labs" , by Coles Phinizy, started out:

It is fence-mending time on Capitol Hill now, and the halls of Congress are deserted-except perhaps for the ghost of a dog named Pepper.

Pepper was a Dalmatian that was stolen in Pennsylvania.  Pepper's owner searched for Pepper and finally traced her to (what we now call) a 'buncher' near her.  She was powerless to do anything, as there were no laws that prohibited dogs from being stolen and sold to research.  Before Pepper's owner could get anyone to listen to her, Pepper was sold to research, experimented on and then euthanized.

The 1960's were not the first time that an author broached the subject of the use of animals for human gain. In 1903 Mark Twain (Ironically, a Missourian and my favorite author of all time) wrote a very controversial story in Harper's Monthly. This story, called "A Dog's Tale" was nearly a century before its time and yet only Mark Twain could get away with writing a story like this…in 1903 or 2003. This story doesn't deal in puppy mills, but it is a seldom seen story that every dog lover should read.  Get your tissues ready!

The story starts in the normal Twain captivating way:

My father was a St. Bernard, my mother was a collie, but I am a Presbyterian.

Pepper paved the way for what we now know as the Animal Welfare Act. But Pepper was only a dog. She had no voice in their life…or her death…so we are left with the voices of Mark Twain, Coles Phinizy and Jack McClintock.

So, what is a puppy mill? Plain and simple it is no different than a steel mill, sawmill, grain mill or paper mill. A puppy mill is the starting point of a product that is mass-produced and destined for the retail industry…via wholesale channels. Puppy mills don't have to be dirty, they don't have to be illegal, they don't have to have sick and dying dogs…they just have to produce dogs for the wholesale dog industry.

I hope that you enjoy my website (perhaps 'enjoy' isn't the right word). I hope you find it factual and easy to follow. My name is Kim Townsend and I am the author of this website. Person Suspended Of AKC Privileges

VIII. PERSON SUSPENDED OF AKC PRIVILEGES

Chapter 5, Section 14 of the Rules Applying to Registration and Discipline states in part “All privileges of The American Kennel Club shall be withheld from any person suspended or disqualified.”

A. CONDITIONS OF SUSPENSION

1. Conditions relative to entry in AKC-licensed events.

A suspended person may not participate in any dog show, obedience trial, field trial or any other event held under American Kennel Club rules, except as a spectator; nor may he/she make any entry in any dog show, obedience trial, field trial, the published closing date for which occurs during the period of suspension.

The reference to attending any event held under AKC rules as a spectator only, is all encompassing; it includes, but is not limited to, grooming or in any other way preparing dogs to compete; leading an entered dog anywhere on the event grounds, and for dog shows, holding an entered dog at ringside; or attempting to influence a dog or handler in the ring.

2. Conditions relative to registration privileges withheld.
a. The American Kennel Club will not accord registration of any litter or individual dog, or transfer ownership of any dog to or from a suspended person from or after the effective date of his/her suspension. Moreover, once a person has been notified that charges have been preferred against him/her by an Event Committee or by The American Kennel Club, registration privileges are withheld from that person from the date he/she is notified of charges. Upon the exoneration of such a person by an Event Committee or by The American Kennel Club, all registration privileges shall be reinstated.

b. Any application for registration of any litter or individual dog or request for transfer of any individual dog to or from a person notified by an Event Committee or The American Kennel Club that charges have been preferred against him/her or by a person actually suspended from privileges, will not be processed when that application is received by The American Kennel Club after the date of the notification of charges or the date of the suspension even though the application is dated (date of transfer, date of mating, date of whelping) prior to the notice of charges or suspension.

c. The American Kennel Club will not accord registration of any litter, or individual dog or transfer ownership of a dog owned solely or in part by the suspended individual, to any other person during the term of his/her suspension. In addition, we will not register any litter of dogs owned by someone else, if the sire of the litter was owned solely, or in part by a person who is suspended on the date the mating occurred. Therefore, any transaction which occurs during the term of the individual’s suspension will never be accorded registration services.

d. When a dog is registered in a co-ownership and any of the above suspension conditions exist as to any co-owner, no registration will be accorded to that dog.

e. Hardship exceptions to these policies may be directed to the Board of Directors of The American Kennel Club.

There was a report on the actions taken by the AKC staff during the month of August 2000 on the cancellation of litters and individual registrations.

During the month of August, the registrations of 54 litters were cancelled: 9 because of impure breeding, 1 at the litter owner's request and 44 as a result of the Compliance Audit Program - DNA.

The cancellation of the 54 litters resulted in the cancellation of 37 registered dogs and rendered 189 dogs, members of these litters, ineligible for registration.

Mr. Kelly, Dr. Mays and Mr. Marden, members of the Board Discipline Review Committee, left the meeting. The following actions were taken or reports given:

The AKC's Management Disciplinary Committee has suspended Bonnie Carpenter (Malaga, NJ) from all AKC privileges for a period of one (1) year, effective September 11, 2000, and imposed a $1000 fine for having submitted, or caused to be submitted, a registration certificate to record transfer of the female Rottweiler, O'jen Lady Buggers, WP717977/06, which she knew, or should have known, did not contain the personal signature of her co-owner. Edward Eagan (Alvadore, OR) from all AKC privileges for a period of ten (10) years, effective September 11, 2000, and imposed a $2000 fine for failure to maintain his dogs and facility in a manner acceptable to the American Kennel Club, and for failure to comply with the rules and regulations for recordkeeping and identification. The AKC's Management Disciplinary Committee has suspended Marjorie McQuiston (Alma, WI) from all AKC privileges for a period of two (2) years, effective September 11, 2000, and imposed a $2000 fine for failure to maintain her dogs and facility in a manner acceptable to the American Kennel Club and for failure to make her dogs and records available for inspection when requested. The AKC's Management Disciplinary Committee has suspended Edward Mitton and Debbie Rohde Mitton (Mount Perry, OH) from all AKC privileges for a period of ten (10) years, effective September 11, 2000, and imposed a $2000 fine for failure to maintain their dogs and facility in a manner acceptable to the American Kennel Club and for conduct considered prejudicial to the best interests of the American Kennel Club, based on their plea of no contest in Perry County Court (OH) on charges of Animal Cruelty. The AKC's Management Disciplinary Committee has suspended Cathy Polmaskitch (Mount Perry, OH) from all AKC privileges for a period of one (1) year, effective September 11, 2000, and imposed a $1000 fine for failure to maintain her dogs and facility in a manner acceptable to the American Kennel Club. The AKC's Management Disciplinary Committee has suspended Sharon Roberts (Parkersburg, WV) from all AKC privileges for a period of five (5) years, effective September 11, 2000, and imposed a $1000 fine for having submitted, or caused to be submitted, two litter registration applications which she knew, should have known, or had a duty to know, contained false certification. The AKC's Management Disciplinary Committee has suspended Ann Romig (Freeman, MO) from all AKC privileges for a period of five (5) years, effective September 11, 2000, and imposed a $1000 fine for having submitted, or caused to be submitted, two litter registration applications which she knew, should have known, or had a duty to know, contained false certifications. The AKC's Management Disciplinary Committee has suspended Charles Smith (Okolona, MS) from all AKC privileges for a period of one (1) year, effective September 11, 2000, and imposed a $1000 fine for failure to maintain his dogs and facility in a manner acceptable to the American Kennel Club. The AKC's Management Disciplinary Committee has suspended Paul Van Gent (Brightwood, VA) from all AKC privileges for a period of three (3) months, effective September 11, 2000, and imposed a $500 fine for having submitted, or caused to be submitted, registration applications which he knew, or should have known, did not contain the personal signature of his co-owner, without having a properly completed Power of Attorney Authorization Form on file. (Greater Swiss Mountain Dog)

The AKC's Management Disciplinary Committee has suspended Royce Walburn (Mercer, MO) from all AKC privileges for a period of ten (10) years, effective September 11, 2000, and imposed a $2000 fine for failure to maintain his dogs and facility in a manner acceptable to the American Kennel Club and for failure to comply with the rules and regulations for recordkeeping and identification. (Multiple Breeds)

The AKC's Management Disciplinary Committee has suspended Frieda Willingham (Kellyville, OK) from all AKC privileges for a period of ten (10) years, effective September 11, 2000, and imposed a $2000 fine for having submitted, or caused to be submitted, two litter registration applications which she knew, should have known, or had a duty to know, contained false certifications, and for failure to comply with the rules and regulations for recordkeeping.
