"J. B. Klines Sr., 69, who served as Sheriff of Galveston County for almost 20 years and was acknowledged as one of the State of Texas' outstanding law enforcement officers, died Monday (July 09) at Memorial Hospital of Galveston County after a lenghy illness. Kline was born in Gunsight, Texas and came to Galveston County in 1944. He started his law enforcement career in 1935 as a special officer in the Dallas Police Department, then entered the US Navy where he served 38 months as a shore patrol specialist during World War II. After the war, Kline served 10 years as a detective in the Galveston Police Department and was La Marque Chief of Police when he became Chief Deputy for Sheriff Paul Hopkins in 1956. He was elected Sheriff of Galveston County in 1961. Kline received numerous honors and awards for his work and was one of two sheriff's in Texas to be honored with the Homeraje A La Personification del Sacrificio. Diploma De Honor by the Policia International of Mexico City. He was also the first Sheriff in the state to receive "The Attorney General of Texas Special Citation of Meritt" for outstanding achievement in the field of law enforcement and criminal justice. In 1976, he was named Kentucky Colonel by Kentucky Governor Julian Carroll. This award denoted him as being one of the outstanding peace officers in the country. The theme which ran through his acceptance of all these awards was that they not only honored him, but also the Sheriff's Department and their work. Kline was held in high esteem by those who knew him and/or worked with him. According to Sheriff Kline, his two greated achievements were the creation of a reserve department for Galveston County and the creation of the Galveston County Sheriff's Academy. Also during his tenure as Sheriff, Kline established the department's Marine Division, Warrant and Civil Process divisions. He was preceeded in death by his wife, Mary Lou, and is survived by two sons, Wayne and J. B. Kline Jr."
