CONSTITUTION
of the
CEN-TEX FANTASY FOOTBALL LEAGUE

ARTICLE I. The draft order shall be determined by a lottery prior to the
draft. The order will be reversed for even numbered rounds.
Each franchise owner shall select 18 players from the following
categories: quarterbacks, running backs, wide receivers/tight
ends, kickers, and defense/special teams. Each franchise owner
must pick a full starting lineup before choosing backup position
players. After the draft, all undrafted players will be placed
on the free agent list.
ARTICLE II. During the season each franchise owner shall submit a starting
lineup to the league commissioner prior to the kickoff of the
first NFL game of the week. Deadline is 5:00 p.m. on Friday.
(Games on Thanksgiving Day and other special times will require
an early deadline for players participating in the early games.)
Owners will choose one quarterback, two running backs, four wide
receivers/tight ends, one kicker and one defense/special team.
If no lineup is submitted prior to the weekly deadline, it shall
be assumed to be the same as the previous weeks lineup.
ARTICLE III. Teams score points when their starters score in NFL games. See
Scoring System
for scoring point values.
ARTICLE IV. The defense/special team "player" unlike the field player is an
entire NFL team. It scores whenever any player on that NFL team
returns a kickoff, punt, interception, opponent's fumble or
blocked punt for a touchdown. The defense/special teams player
also scores on sacks, interceptions, fumbles recovered and
safeties. There is no double scoring on special teams.
ARTICLE V. After the third week of the season, owners may place any player
on the injured-reserve list if he is shown on the NFL's injured
reserve list or inactive list, or if he is listed as "Doubtful"
or "Out" on the NFL's weekly injury report. Once players have
been activated by their NFL teams, or no longer appear on the
NFL's weekly report they must leave the leagues injured list.
If the owner does not re-activate the player by the following
week's deadline, he will become a free agent. All transactions
will be done on Thursdays. Owners may select a player from the
free-agent list until 12:00 noon. (Players may be re-activated
from the injury list anytime during the week.)
ARTICLE VI. After the third week of the season, free-agents will be
available to all teams in good standing with the league.
Procedures for Free Agency Drafting Each Week (starting
after week 3):
Tuesday thru noon Thursday - Each team turns in a ranked list of
free agents desired & a ranked list of players to be dropped.
If a list is not received by the commissioner before noon
Thursday, then that team will not be included in that weeks Free
Agency Drafting.
Thursday afternoon - The commissioner adjusts the team rosters
and sends out draft results by 5pm Thursday.
Draft order - Current last place cumulative ranked team has first
pick. That team's #1 ranked pick will be allowed and their #1
rank drop will be dropped. The second pick goes to the next to
the last place team. If their #1 ranked pick has already been
picked, then the next ranked pick would be allowed and their #1
ranked drop would be dropped. This order would continue thru the
first place team and then continue again with the last place
team (that is, the first place team would not receive two picks
in a row).
Commissioner must give his list to owners who will be picking
behind him before he accepts their lists. This should eliminate
any advantage the commissioner would gain by being the only owner
to view everyone else's lists.
Added Flexibility - Teams may specify a maximum number of players to
draft per position but include more than that maximum on their list.
ie. If a team needs only one quarterback, they can specify a
maximum of one quarterback to be drafted but include several
other alternates on their list without worring about more than one
being drafted. The order of the list will still be single file,
so if you want the best quarterback you can get, put all of your
quarterback choices at the beginning of the list in order of best
first.
ARTICLE VII. If two or more owners wish to trade players, they may do so by
contacting the commissioner. No trades shall be permitted for
the rest of the season after the kickoff of the first NFL game
on Thanksgiving Day. The commissioner shall make a reasonable
attempt to notify franchise owners of all transactions.
ARTICLE VIII. Any transaction, trade, or consolidation of teams may be vetoed
by the commissioner or a simple majority vote of the owners. The
commissioner may be overturned by a majority vote.
ARTICLE IX. CEN-TEX Football League's season runs concurrently with the NFL's
regular season. A franchise owner may contest the commissioner's
weekly scoring report until two weeks after the week in question.
After two weeks, the commissioner's weekly scoring report will
become official and unalterable. A franchise owner's total points
from each week will be added together to determine the season's
league champion. The league champion will be decided after the
last week of the NFL's regular season games and will become
official prior to the start of the Super Bowl.
ARTICLE X. Prior to the league's draft, all owners shall pay an entry fee
to cover the cost of maintaining the league's database and
scoring reports. Prior to the draft, franchise owners shall
make a separate payment of $50.00 to the commissioner to be
placed in the prize fund. Prizes will be awarded as follows:
league champion - $350, second place - $150, third place - $50.
ARTICLE XI. In the event that the draft takes place more than two weeks before
the NFL regular season starts, the following rule will apply.
"Between the draft and the deadline for the first week's
lineup, a player may be dropped if proof is provided to the
commissioner that that player is unable to play in the first
regular season game. A replacement player may be selected from
the available free-agent pool on a first-come-first-served basis.
No player may be placed on injured during the pre-season."
ARTICLE XII. Regarding illegal lineups: An illegal lineup is any lineup
that does not consist of one quarterback, two running
backs, four receivers, one kicker & one defense. In
addition, all players in the lineup must currently be on
the owner's team. In the event that an illegal lineup is
the final submission by an owner for that week's games, the
previous week's lineup will be used. If the previous
week's lineup is used under these conditions and contains
players who will not play (injury, bye week, traded, etc.),
zero points will be awarded for that spot in the lineup.
ARTICLE XIII. Articles may be revised or added to only during the preseason,
and only with two-thirds majority approval of owners.
