The highest ranking enlisted officer on the Starbase and/or Starship. He/she attends to various duties on the ship. He/she usually works in Security/Tactical or Engineering, and can work in Science and/or Medical and can even help out in the Intelligence department and the Marines. Even though the position is in Command, they have real no power over the commissioned officers.
