As part of the Technological Exchange between the Romulan and Klingon Empires, the Klingons delivered many K'T'Inga class ships to the Romulans in the early 2270's. These, along with the older D-7s exchanged a few years earlier, would help bolster the Romulan fleet while they restructured from their carrier-based format. Since these ships were also delivered equiped with engines, they would also provide the Romulans with much needed working examples to upgrade their aged warp drive concepts.

Unfortunately, this ship wasn't popular with Romulan commanders: being given an enemy ship to command was, at first, considered almost an insult, and created such a storm of controversy within the military that the class wound up being called Vas'Kalabam, Romulan for "Bird of Storms". This was a result intended by the Klingons, as an attempt to cause some discord within the Romulan ranks. As such, the majority of these ships were no longer in service by the late 2280's, since their roles had since been replaced by newer Romulan designs. An unknown number of them had been kept mothballed as reserves, with only a handful remaining in service, mostly with private and specialty concerns.
