SUBJECT: Withholding authority to dispose of offenses committed by officers and Astro Fleet personnel

APPLICABILITY. This policy applies to all players and activities under the jurisdiction of Astro Fleet.
POLICY.
a. Authority to dispose of offense committed by players in Astro Fleet is reserved for Fleet Admiral Shadow Saber, commander of Astro Fleet. And may be delegated to Rear Admiral John Braxton, executive officer of Astro Fleet. Subordinate commanders may not impose punishment on player without the sanction of Commodore Heather T. Cains, Staff Judge Advocate of Astro Fleet, or one of the persons listed above.
b. Initial Repost. If a player allegedly violates one of the general orders of Astro Fleet, then the player’s immediate supervisor will forward an initial report of the incident as soon as possible, but no later then 24 hours, to the Fleet Admiral through the Staff Judge Advocate. This initial report will not be delayed to gather additional facts.
c. Final Reports and Recommendations. Within 72 hours the player’s supervisor will gather all available facts, evidence, and circumstances, and provide a final report to the Fleet Admiral through the Staff Judge Advocate. The final report will also contain the supervisor’s recommendation for disposition by considering, the violation, the accused player, impact on the SIM, and effect on the good order of Astro Fleet.
EXPIRATION. This Astro Fleet Command Policy Memorandum will remain in effect until superseded.

SUBJECT: Administration of Starfleet Justice

APPLICABILITY. This policy applies to all players and activities under the jurisdiction of Astro Fleet.
POLICY. A commander has a powerful role in the Starfleet justice system that affects individual lives as well as the morale and readiness of their subordinates. This duty must be performed deliberate, carefully, and with strict compliance with rules and regulations. Commanders must understand and comply with the following provisions:
a. A player deserves individual and fair consideration of the facts and circumstances surrounding each allegation of misconduct. Treat each case individually; always consider the service record of the player, the circumstances under which the misconduct took place, the impact it had on the SIM, and the effect on Astro Fleet morale.
b. Player’s superiors will not have and inflexible policy, or predetermined punishment based on each type of offense.
Commanders will dispose of all allegations of offenses at the lowest level, in determining
what is fair, the commanders will contact the Staff Judge Advocate.
d. Neither commanders nor subordinates will discourage potential witnesses, directly or indirectly, from testifying on behalf of a player. To the contrary, individuals possessing favorable information regarding a player are encouraged to testify since fairness to the individual player demands nothing less.
e. Punishing a player before appropriate investigation is completed is unlawful, even if the commanders intend is to deter other players from engaging in similar misconduct. Furthermore, any treatment that humiliates, ridicules, or contrary to the dignity and respect of the player is prohibited.
Players are our most precious resource, and they will remain loyal to caring, and fair
commanders. An unfair approach to justice will have an adverse impact on the SIM.

SUBJECT: Use of Indecent and Offensive Language.

APPLICABILITY. This policy applies to all players and activities under the jurisdiction of Astro Fleet.
POLICY. This policy is punitive. Violators may be subjected to action under that Starfleet Code of Justice (SCJ).
a. General Guidelines. The use of indecent and/or offensive language by members of Astro Fleet is not only in bad taste, but disrespectful to all members of our Fleet. While private conversations remain the business of those involved, conduct during posts has a direct impact on our simulations (SIMS). Everyone should be assisting in policing the use of indecent language on Astro Fleet.
(1) Actions Against Players. Profanity and other types of offensive language may often be considered indecent, prejudicial to good order, and disrespectful to Astro Fleet, therefore punishable under Article 134, of the Starfleet Code of Justice. Article 134 defines "indecent" language as that which is "Grossly offensive to modesty, decency, and propriety, or shocks the moral sense, because of it’s vulgar, filthy, disgusting nature, or its tendency to incite lustful thoughts."
b. Sexually Harassing Speech. Sexually harassing speech is of special concern. Sexual harassment includes among other things, sexually explicit speech, jokes, and sexual comments. Players who violate this policy are subject to punitive action.
