MY PRINCIPLES IN PUBLIC LIFE

The members of Somaliland parliament when elected to hold the public office have the duty to serve the public interest and the citizens who elected them are entitled to feel confident that their power of sovereignty is being exercised for their benefit.  

Holding a public office is a public trust and signifies that the officer has been entrusted with public power by the people. Therefore, the elected officer holds this power in trust to be used only for the benefit of the nation as a whole and never for his/her benefit. Therefore, when elected to the public office, I shall be governed and guided by the following principle:  

1. Duty to uphold the law

As a member of Somaliland Parliament, I should uphold the law of the nation, and on all occasions, act in accordance with the trust that the public is entitled to place in myself.

 

2. Selflessness

I shall take decisions solely in terms of the public interest. I should not do so in order to gain financial or other benefits for myself, my family or my friends.

 

3. Integrity

I should not place myself under any financial or other obligation to outside individuals or organisations that might influence me in the performance of my official duties.

 

4. Objectivity

In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, I shall make choices on merit basis.

 

5. Accountability

I shall be accountable to the public for my actions and the manner in which I carry out my responsibilities, and should co-operate fully and honestly with any scrutiny appropriate to my particular office.

 

6. Openness

I shall be as open as possible about my actions and those of my authority. To the best of my ability, I should give reasons for my decisions and restrict information only when the wider public interest clearly demands.

 

7. Honesty and Integrity

I have a duty to declare any private interests relating to my public duties and to take steps to resolve any conflicts arising in a way that protects the public interest.

 

8. Personal Judgement
I may take account of the views of others, including their political groups, but should reach my own conclusions on the issues before them and act in accordance with those conclusions.

 

9. Respect for Others
I should promote equality by not discriminating unlawfully against any person, and by treating people with respect, regardless of their race, age, gender or disability. I should respect the impartiality and integrity of the authority's statutory officers, and its other employees.

 

10. Leadership

As a public office holder, I should promote and support all these principles by leadership and example.
