Arthur Frank Burns

Arthur Frank Burns received his doctorate at Columbia University and was a professor there. Burns was chairman of President Eisenhower's Council of Economic Advisors from 1953 to 1956. He was president of the American Economic Association in 1959, an d from 1981 to 1985 he was the U.S. Ambassador to the Federal Republic of Germany. From 1970 to 1978, he was the chairman of the Federal Reserve.

Burns and Wesly Mitchell wrote, "Measuring Business Cycles", which looked at previous business cycles. This book was published by the National Bureau of Economic Research (NBER) . The NBER is known for forecasting recessions and much of their a pproach in doing so has been based on this work.
