WARNING: The concept of Power Level can potentially unbalance your game.
Power Level is usable at the Narrator's discretion and only the Narrator's discretion. It is designed to add a little chaos into the super hero environment.
Have your players roll for Power Level after rolling/choosing each Power.
001-002 This power functions at Two levels below the player's level (and will thus not function until level 3)
003-004 This power functions at One level below the player's level (and will thus not function until level 2)
005-096 This power functions at Power Level
097-098 This power functions at One level above the player's level
099-100 This power functions at Two level above the player's level
If you reach level 20, assume that what however the power increases as it normally would. For example, if a character has say, Explosions at +2 Power Levels and is1 level 20, then a score of 22 would be needed to dodge his blasts. Power Levels, either additions or subtractions do not apply to other things such as skills, hit points etc., they only apply to a power and only that power (Thought one can have say two powers each with One above power level.)
