Hotohori is one cool cookie, er, emperor. He's led a very sad and lonley life and as a child imagined what suzaku no miko would be like and ended up falling in love with her.... even though she wasn't around, cos... you know... So when Miaka showed up in love with Tamahome, it caused this great big love triangle (yay!). Once again poor hotohori ended up alone (except nuriko, but let's not go there... yet).
Hotohori became emperor at a rather young age (forget exactly how old), and so he lead a very sad and lonely childhood. One of his only dreams was of Suzaku no Miko who would come to Kounan from another world. Though he had never seen her or knew when she was coming, he held tightly to the belief that she would be the one to give him happiness.
Of course, when Miaka does come to kounan, there's a little problem by the name of Tamahome that prevents his dream from becoming reality. Though he would really like Miaka to love him and become his empress, he sees (after some rather obvious threatening) that Miaka loves Tamahome and that no one can do anything about it try as they might (just ask Tokaki).
There is, of course, another side to things, you see. Nuriko (previously disguised as a woman) is in love with his highness. And though i'm not sure how aware of nuriko's feelings he is, i'm not sure, but if nuriko were really a woman, i'm sure he and Hotohori would have fallen in love... i mean, come on, hoto's lonely, nuriko's really, really... cool..... anywho....
Then there's the other side of the other side; while the other suzaku seishi are running all over hokkan and sairou, hotohori manages to meet houki who becomes his bride and eventually bears him a child, boushin.
It's really sad though, because loved Miaka all along...
"to your right, you will see your way back..." (uhh, heika, that's your left...) "i knew that! (where's my sword?)"
