Nilda Margarita Keene abducted my children, James Rogers Keene, now 8, and Grace Josephine Keene, now 11, on Feb. 1, 1995. I, the father, am a U.S. citizen and have sole and full custody of the children now and prior to the abduction. Since the date of abduction, a classical pattern of parental kidnapping has occurred in which, for example, Nilda, with assistance of a number of her brothers and her sister, has, on at least three occasions, unlawfully concealed my children from me, in addition to generally detaining them from my lawful custody. A court order, a "Writ of Habeas Corpus Ad Subjiciendum," from the home state of the children has been served on the abductor, Nilda, commanding her to have "the bodies of James Rogers Keene and Grace Josephine Keene" which she has "taken and detained," "before this court on Wednesday the 26th day of July" at 9:00 AM. At present, my children are missing. The law (National Child Search Assistance Act) requires police authorities to investigate immediately reports of missing children such as this. Toward that end, I can provide the following infomation. Please see attached information. The last known whereabouts of the abducted children was the house of the abductor's older brother, Pedro Davis-Flores, 29 Neptune Lane, Willingboro, NJ, phone 1-609-871-8390, July 11, 1995. The last known location of the abductor, Nilda, is the house of her sister, Ana Davis-Flores, #18 Calle Nueva, Patillas, Puerto Rico, phone 1-787-839-3046. A brother of the abductor, Paul Davis-Flores, lives next door, phone 1-787-839-6974. At both locations above, the phone may not be answered even though persons are present. With the possible exception of Pedro, statements by none of the above named individuals can be relied upon as truthful. As we discussed, Mrs. Sandra Cooles, residing in Castle Comfort (phone 448-3881), assisted in the abduction by providing transportation from Portsmouth at Nilda's request on Feb. 1, 1995. Your suggestion that a statement from her be obtained is excellent. In particular, Mrs. Cooles and her husband, Dr. Philip Cooles, have also said they have been in contact with the abductor since Feb. 1. Mrs. Cooles has reported to me and to others that she has received phone calls from Nilda. Dr. Cooles reported to me that he received at least one letter from Nilda. Thus, all their contacts with Nilda up to the present might be investigated and if possible, copies of letters obtained.
